MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: EMERGENCY LEAVE PROCEDURES IN THEATER

1. References:

2. Purpose: To outline and establish rules and procedures for emergency leave of Soldiers and DA Civilians assigned or attached to 101st Aviation Brigade.

3. Applicability. This SOP applies to all personnel assigned or attached to 101st Aviation Brigade.

4. General Guidance:

a. Soldiers may request emergency leave with or without American Red Cross verification. Changed to read: Soldiers with Red Cross message will allow Soldiers high priority of travel.

b. Verification of emergency leave is a unit CDR and CSM/1SG responsibility.

c. The approval authority for emergency leave is a Colonel (O6) Commander or above. All Battalion/Squadron Lieutenant Colonel (O5) level and separate unit Commanders will sign DA Form 31, block 13. However, a letter of release from the Brigade Commander must accompany the DA Form 31. Battalion/Squadron and separate unit Commanders will verify seven information prior to Brigade Commander’s emergency leave approval (see enclosure 6).

d. If a commander doubts the validity of the situation, the unit may request verification through the Field Director, American Red Cross or, if necessary from the military activity nearest the location of the emergency. Commanders should not disapprove emergency leave based solely on a lack of a Red Cross message. AFZB-KF 28 April 2006 SUBJECT: EMERGENCY LEAVE PROCEDURES

e. If a unit receives a Red Cross message, they will immediately notify the Soldier, complete the Red Cross message form using the format contained at Enclosure #1 and provide a copy through the chain of command to 101st Avn Bde S1 for personnel accountability and monitoring. The 101st Avn Bde will contact the G1 at the following email addresses: (email addresses intentionally deleted).

f. Gateway. Units will transport their Soldiers in their respective FOB pax terminals. Soldiers will move under the direction of the LNOs. Once Soldiers arrive at Ali Al Salem (AAS), Soldiers will move under the direction of the LNOs at that location. SATO will determine each Soldier’s CONUS/OCONUS itinerary.

5. Conditions for granting emergency leave.

a. CFLLC has rescinded the theater policy authorizing Soldiers leave under other than emergency conditions and expanded the criteria for emergency leave. Soldiers are only authorized to take either emergency leave or rest and recuperation leave.

b. Emergency leave may be authorized by the first LTC Commander in the chain of command. If the LTC does not sign block 10a of DA Form 31, a memorandum of release must be done. The Commander authorizes up to 15 days, under the following conditions:

(1) The death of an immediate family member.

(2) When the Soldier’s presence will contribute to the welfare of a terminally ill member of the immediate family when the expected date of death is within a month. Changed to read: Immediate family member declared imminent within a 72 hour period.

(3) Changed to read: Funeral for an immediate family member within 48 hours.

(4) Changed to read: Serious child care issues, which includes children in protective custody, in custody of non-family member, or there is potential for harm.

(5) A serious situation involving accident, illness, or major surgery of a qualifying family member that cannot be postponed due to the urgency of the medical condition. The situation must result in a serious family problem. The family problem must impose important responsibilities on the Soldier that must be met immediately and cannot be accomplished from his duty station or by any other individuals or by any other means.

(6) The definition of immediate family includes family members of either the Soldier or the Soldier’s spouse to include parents, step parents, spouse, children, step children, sisters, stepsisters, brothers, stepbrothers, only living blood relative, and a person in loco parentis. Loco parentis is defined as one who stood in place of a parent to the Soldier or the Soldier’s spouse for 24 hours a day for at least a five-year period before the Soldier or the Soldier’s spouse became 21 one years of age. This includes providing a home, food, clothing, medical care, and other necessities as well as furnished moral and disciplinary guidance and affection. For a person in loco parentis, the Soldier must sign a statement verifying loco parentis.

6. Procedures and Policy for Soldier Departure and Return:

a. Every Soldier departing on emergency leave must have the following documents with them prior to arriving at their respective FOB pax terminals:

(1) DA Form 31, filled out completely signed by an O5 commander or above. The fund cite will be obtained from the LNO at AAS. The departure dates (Blocks 10a & 10b of DA Form 31) will be filled out by the PAP Team at the CONUS or OCONUS gateways. If another officer is authorized to sign in lieu of (ILO) the commander, documentation must be included stating authorization to sign for the commander. (Sample found at enclosure #3).

(2) Letter of Release – not required if DA Form 31 is signed by an O6 or above (see Sample at enclosure # 4).

(3) Red Cross message or number and reason (if applicable). Changed to read: Red Cross message is required.

(4) Unit movement (TCS) orders from Fort Campbell to theater.

(5) Deployment Cycle System (DCS) checklist (all parts that apply, to include seeing a Chaplain prior to departure from the Soldier’s FOB, and signed by unit commander). Without signature, Soldier will be delayed in processing and may not be able to leave the same day, waiting for unit to provide fully completed paperwork (see sample at enclosure #5).

b. Uniform:

(1) Soldiers will report to Ali Al Salem LNO in ACU, IBA with SAPI plates, and ACH. Soldier will also bring one set of civilian clothes.

(2) Soldier turns in IBA with SAPI plates and ACH in building 9412, AAS. The Soldier will fill out DA Form 3161 (Request for Issue/Turn-in) before storing equipment.

(3) Soldier will not bring sensitive items. There is no storage facility for weapons in AAS. Sensitive items will be secured at the unit prior to movement to the FOB pax terminal.

7. Departure.

Upon arrival at AAS, Soldier must sign in with the LNO, building 6317. The LNO at AAS will assist the Soldier with the following:

a. Soldier signs up for SPACE-A. SPACE-A will be determined at 1130 hrs.

b. If SPACE-A is not available, Soldier will fly commercial air and receive a memo from SPACE-A for SATO travel.

c. If flying commercial air, the Soldier will attend Customs briefing (available as needed 24 hours a day). During the Customs briefing, the Soldier will have an Amnesty Box available, will bring all baggage, and receive Customs Form 6059B upon completion of brief.

d. Soldier will then proceed to SATO, building 5817, for itinerary. SATO’s hours of operation are 0830- 2130. Soldier must bring the following documents:

(1) DA 31, filled out completely, signed by an O5 or above, with fund cite code given by the LNO at AAS.

(2) Letter of Release – not required if DA 31 is signed by an O6 or above.

(3) Red Cross message or case number (if applicable). Changed to read: Red Cross message.

(4) Customs Form 6059B (if taking commercial flight)

(5) The Soldier reports back to the LNO. Soldier brings all documents, such as DA Form 31, itinerary, and bus schedule to take Soldier to KCIA. The LNO makes copies of documents for their file and return documents to the Soldier.

8. Changed to read: If an emergency leave traveler is estimated to arrive at AAS between 1800-0500, the battalion/Unit Squadron or separate unit S1 or designated representatives will provide electronic submission of the documents to the Consolidated Personnel Processing Center (CPPC) at [email protected]. They will also cc MSG Franklin and (the Brigade S1) at [email protected] and (the Brigade S1’s email address) respectively. The required documents to be emailed to the CPPC are as follows:

a. Scanned copy of completed DA Form 31 authorizing emergency and leave signed by a commander (O5 or above).

b. Scanned copy of Red Cross message(s). While a Red Cross message is not mandatory to travel on emergency leave, one is required in order to validate a higher priority of travel (see para 4-a).

c. Changed to read: Specify the following when documents are emailed to the CPPC:

(1) The traveler’s method of arrival to AAS, including intra-theater aircraft call sign and ETA, when available.

(2) Final leave address and nearest servicing airport.

(3) In outlying areas or units, where electronic submission is not available or possible, units will provide vocal transmission of information to the CPPC at DSN 318-859-2108/2119.

(4) There is one commercial flight departing KCIA each morning. Reasons for emergency leave stated in para 5-b (1-6) will get service member to destination prior to a later departing less expensive commercial or military aircraft.

9. If the Soldier is taking a commercial flight, he or she prepares for travel.

a. Soldier changes into appropriate and approved civilian clothes. Soldiers departing on a commercial flight through KCIA must be in civilian clothes. NO shorts that fall higher than mid-thigh. NO plain white T-shirts, NO PT shirts or shorts, NO clothing with military logos, patches, or insignia. NO military novelty clothing. For example, a shirt with “Who is your Baghdaddy” on it is prohibited. NO sleeveless shirts (above the biceps). NO open toe shoes.

b. If time permits, Soldier may go to the PX complex, and/or Dining Facility.

(1) LNO ensures that Soldier’s ID is scanned out.

(2) Arrive at shuttle bus pick up point (if applicable), 30 minutes prior to the scheduled departure.

(3) A Personnel Assistance Point (PAP) Team associate at KCIA will direct Soldier to airline check-in counter. If Soldier is not met by PAT team associate then Soldier goes to airline check-in counter.

10. Soldier will report back to the LNO, building 6317, if he or she misses bus, or bus does not arrive. Soldier will be returned to AAS for any situation that prevents the Soldier’s scheduled departure.

11. Extension of Leave. The approval authority for an extension of leave is the O5 level Commander or above whose signature appears on Soldier’s DA Form 31, block 13. Each Battalion/Squadron and separate unit chain of command must brief the Soldier regarding emergency contact phone numbers, email addresses, and the names of points of contact (POC) for an extension of leave. Battalion/Squadron and separate unit S1s will annotate all extensions on the Leave Control Log upon the Commander’s approval, and on the DA Form 31, block 15, upon Soldier’s return to the FOB.

12. PROCEDURES IN RETURNING TO THEATER.

a. Soldier returning from emergency leave in CONUS or OCONUS will use the same route to their leave destination, or as determined by SATO at AAS. The return ticket will be given to the Soldier by SATO when he or she reports at AAS for emergency leave.

b. Upon return from emergency leave, the Soldier must check in with the LNO at AAS. The LNO will ensure Soldier’s ID card is scanned, the DA 31 is annotated as to the date and time the Soldier is to report back from leave, arranges sleeping billets as necessary and is brought to SPACE-A or military aircraft to sign up for the next available flight to the Soldier’s FOB. For example, Soldiers going back to McKenzie will sign up for a flight going to Balad; Soldiers from Speicher will sign up for a flight going to Speicher, Soldiers from Kirkuk will sign up for a flight going to Kirkuk, etc…
