Sex Offender Management Board Summary Minutes September 26, 2011

The SOMB met at the House Hearing Room on the 2nd Floor of Legislative Hall in Dover, on September 26, 2011. Present at the meeting were:

The meeting was called to order at approximately 1:40 p.m.

The minutes from the July 25, 2011 meeting were approved.

Cheri Will provided an overview of the Stewards of Children training. There are currently about 25 facilitators in the State. The target audience is very broad and the training lasts approximately three hours. The group then watched a video presentation on the Stewards of Children. Cheri offered to assist anyone interested in partaking in the training.

Valarie Tickle reviewed the legislative tasks timeline handout previously distributed via e-mail. The goal is to prepare a complete binder containing the approved SOMB documents mandated by legislation. Members decided that the subcommittee chairs would report what tasks are completed and what tasks are still pending at the next meeting in November.

The representative for the Juvenile Sex Offender Treatment Board position remains vacant. The group concluded that the Board member who nominates an individual for a replacement will provide the nominee’s background at the next meeting in November. The Board will then select one person and contact the individual via letter.

Frann Anderson summarized the Credentialing Subcommittee meeting. It was decided that the term for serving members will be 2 years and meetings will be held twice a year beginning January 1, 2012. Frann informed the Board that administrative support is needed for the tasks associated with the process. She will complete a scope of work. It is unknown at this time if this will be an expansion of an existing state position or if additional resources are available. Training still needs to be organized for subcommittee members and anyone interested in becoming a credentialed provider. The group discussed background checks and licensing in state and out of state. The subcommittee is working on the application process and the possibility of charging a fee to help offset administrative costs.

Valarie Tickle provided the Board with an update on the CASOM grant RFP and progress.

The SOMB regularly meets the last Monday of each month at Legislative Hall in Dover, DE at 1:30pm. The meeting was adjourned at 3:00 p.m.
