IEEE Industry Application Society Electric Machinery Committee 2005 Annual Meeting Minutes Sheraton Hotel, Hong Kong October 4, 2005
1. Call to Order: Chairman Prof. Hamid Toliyat called the meeting to order at 6:10 PM.
2. Approval of Minutes: Bob Lorenz moved to accept the minutes of 2004, Uday Deshpande seconded the motion. Motion unanimously accepted. The minutes of the 2004 meeting were approved and entered.
3. Old Business: None.
4. Chairman’s Report:
The chairman, Hamid Toliyat, reported on the 2005 paper selection, Transactions review, Prize paper awards and budget.
2005 Conference paper selection: In response to the call for papers, we received a total of 142 digests, and accepted 77 (54% acceptance rate). This compares with 177 received abstracts in 2000 (Rome), 133 in 2001 (Chicago), 129 in (2002) Pittsburgh, 105 in (2003) Salt Lake City, and 145 in (2004) in Seattle. Statistical details about country of origin, etc, were prepared by Peter Wung and are attached. Sincere thanks to Peter and to the session organizers for their work.
Transaction Review, 2005: To date in 2005, the EMC has received 70 papers for Transactions review. Statistics as follow:

Sincere thanks to the reviewers for their thorough work. The chairman encouraged all to do a timely review of the papers for a timely entry into transactions.
Prize Paper Awards: The Prize Paper Awards for the 2004 (Seattle) conference were selected and will be announced at the meeting.
Budget: A budget of $1,000 is being requested: - Paper awards: $800 - Postage and misc.: $200

5. 2005 Conference report (Pete Wung): The vice-chairman, Peter Wung, reported on the paper review and acceptance for IAS 2005 conference.

6. Subcommittee Report:
2004 EMC Prize papers: Hamid Toliyat Hamid Toliyat announced the prize paper awards for the 2004 IAS Electric Machines Committee. He thanked the five member subcommittee that reviewed the papers.
3rd Prize Paper Award: Ronghai Qu, Gerald B. Kliman, and Ralph Carl, “Split-Phase Claw-Pole Induction Machines with Soft Magnetic Composite Cores.”
2nd Prize Paper Award: Matthew K. Senesky and Seth R. Sanders, “A Millimeter-Scale Electric Generator.”
1st Prize Paper Award: K. Rahman, N. Patel, T. Ward, J. Nagashima, F. Caricchi, and F. Crescimbini, "Application of Direct Drive Wheel Motor for Fuel Cell Electric and Hybrid Electric Vehicle Propulsion System."
Standards Subcommittee: Babak Fahimi, Chairman. Babak Fahimi couldn’t attend the meeting. Hamid Toliyat mentioned that he responded to the questions raised by Dr. Charles F. Landy in regards to IEEE-Std. 114. 2005 Session Chair Reports: The session chairs for Monday and Tuesday sessions presented their reports. Capolino: 7 papers scheduled, 6 presented (1 no-show); high quality papers; average attendance 20-25 persons. Sumner: 6 papers scheduled, 6 presented; well presented papers; average attendance 15-25 persons. McCann: 7 papers presented; attendance about 20 people for the 1st paper, 40-50 for the rest Zhu: all 6 papers presented; about 60 people attended; good discussions. The chairs for the Wednesday and Thursday sessions were requested to send in their reports to the Secretary.
7. New Business:
2006 Officers Presented by the Nomination Subcommittee (Bruno Lequesne presentd since the past chair Longya Xu couldn’t attend the meeting): Chairman: Peter Wung Vice- Chairman: Iqbal Husain Secretary: Avoki Omekanda The motion to approve of the new officers passed unanimously.

Special Sessions: Bruno Lequesne mentioned that the committee is exploring the possibility of organizing a special session on Automotive Applications. The Drives committee is also exploring the possibility. Bruno and Tomy will organize the special automotive session. Authors will be encouraged to submit papers for the special session through emails and website announcements. Depending on the number of submissions, Machines and Drives committee will organize one or two sessions jointly. Bruno Lequesne and Tomy Sebastian will co-ordinate the efforts between machines and drives committee. Peter Wung mentioned that the committee is also exploring the possibility of organizing a special session on PM Design Optimization. The papers for special sessions will be submitted to the Technical Committee Program Chair (Iqbal) the regular way. Authors will be encouraged to submit papers for special sessions through emails and advertisement in the website.
New Business: 2006 Technical sessions: Session organizers: Elena Lomonova, Aldo Boglietti, Avoki Omekanda, Roy McCann, Yves Perriard, Gerard Capolino, Mohammad S. Islam, Dan Ionel, Ronghai Qu, Nicola Bianchi, Tomy Sebastian, and Andy Knight.

New Business: Energy Conversion Congress (ECC) Rik De Donker informed that the ECC preparations are moving well. The steering committee for ECC have already decided to hold ECC in the 3rd week of October, 2009 in San Jose, CA. Courtesy Associates will be in charge of arrangements. The Expo will be decoupled from the technical program. The IPCSD is taking the lead with focus in Machines and Drives. Similar activity has been initiated by Asian and European organizations, but their conference may not have the same name. Plans are progressing to have a congress in US in the Fall, one in Europe during summer and one in Asia during Spring. PELS adcom voted that 2008 will be the last PESC assuming ECC is held.
Capolino commented that ICEM has not been contacted regarding such congress, and there will definitely be an ICEM in 2010 somewhere in Western Europe.
Hamid mentioned that there will be an IAS in 2009 but without IPCSD. EMC will organize sessions in ECC and review papers for transactions just as usual. Rik mentioned that EMC is the least affected with this move, since there is no overlap with PESC or APEC. Plans for 2010 have not yet been made.
Rik and Hamid commented that EMC couldn’t grow since we were under the IAS. The physical environment of IAS Annual meeting prevented growth. We could have grown if we could move out of IAS before IEMDC and PCIM. Rik also mentioned that industry

Industry funds will be reinvested for the benefit of the members. Tom Habetler mentioned that industry will not come without expo; APEC is a good example. Pete said that industry is interested in three things: sell, but stuff really cheap, and help from EMC to solve problems. Industry will come if the three issues could be addressed.
Capolino mentioned that there will be Electric Machines and Drives sessions in IECON. Most of the members of EMC are also members of IES. Tom Jahns said that when AIEE and IRE combined into IEEE, two societies IAS and IES were formed with similar interests but they were not even in the same division.
Bruno mentioned that the industry will not allow its employee to come to more than one conference a year. Rik said that we will not be expanding in new areas like automotive unless we move in the new direction. Rik also said that transactions papers are a product of IEEE. When papers are rejected by one society, authors submit it to another transaction. Tom Habetlar said that this is an issue for IEEE. Bob Lorenz, our representative in IEEE, said that IEExplore will check for plagiarism in the future. People will not be able to duplicate publication. Contents will be checked, and ultimately one will be self-limited. Authors may be called for questions and not allowed to publish.
Tom Habetler made the motion that EMC support the organization of ECC. Tim Miller seconded. Motion passed unanimously.
New Business: Review for Prize Paper
Hamid Toliyat mentioned that there is a flaw in our review process for the prize paper awards. Only a few papers are submitted for transactions review and hence a lot of good conference papers don’t even get considered for transactions. Bruno said that most of the papers do get submitted by Christmas. Rik suggested that a score on the Chairman’s form should also be used for prize paper selection and presentation quality should also be evaluated. Tom Habetler suggested that the session organizer nominate papers for prizes. Tomy Sebastian suggested to let the executive committee make a decision based on the inputs.
Motion to Adjourn Pragasen Pillay made the motion to adjourn the meeting. Sayeed Mir seconded the motion. Members unanimously agreed to adjourn the meeting.
