IEEE 802.16 TGm Minutes Session #62, San Francisco, CA Hokyu Choi Samsung Electronics

IEEE 802.16's Task Group m (TGm) held its fifteenth session during the IEEE 802 Plenary Session at the Hyatt Regency San Francisco, CA. The session was chaired by Brian Kiernan, with Vice Chairs Carl Eklund and Phillip Barber and Secretary Hokyu Choi. Approximately 200 people attended the meeting.

1) Monday, July 13, 2009 – Afternoon Session (TGm Common Session)

The Chair called the TGm Opening session to order at 4:31 PM, and introduced the officers. The five slides included within http://standards.ieee.org/board/pat/pat-slideset.ppt were shown and the patent policy information was provided to the task group. The Chair then provided an opportunity for participants to identify patent claim(s)/patent application claim(s) and/or the holder of essential patent claim(s)/patent application claim(s) that the participant believes may be essential for the use of that standard; No statements were received. The minutes from Session #61, 802.16m-09/0027, were presented by the Chair and approved by TGm without opposition. Then the Chair presented the Agenda, 802.16m-09/0033 and it was approved without opposition. Allocation of breakout sessions for the ongoing DGs (Interference Mitigation (IM), Multi-Carrier (MC), Security, CS) as well as sessions for SDD comment resolution, AWD comment resolution, and AWD new contributions on Femtocell were discussed and the final result is captured in Table 1.

Then Ron Murias, the AWD editor, presented the editor’s report summarized in 802.16m-09/0029. He requested members to follow the provided guidelines for better implementation of accepted comments/contributions.

The TGm Chair then invited the chairs of the four current DGs to present the status of each DG.  Multi-Carrier DG I-Kang Fu reported that the DG chairs submitted two comments (#384 and #202 of AWD comment database, 802.16m-09/0031r1) and associated harmonized DG text, C802.16m-09/1282 and C802.16m- 09/1283 for the session. The detail progress and status report can be found in the DG report C802.16m- 09/1326.  Interference Mitigation DG Jeongho Park reported that the DG chairs submitted one comment (#374) and an associated harmonized DG text, C802.16m-09/1540 for the session. He also reported that there are five additional comments (#373, #375 ~ #378 of AWD comment database, 802.16m-09/0031r1) and associated text, C802.16m- 09/1541, 1542, 1544, 1545, 1582 on which the DG could not reach a consensus.  Security DG: Phillip Barber reported the status and plan of the DG.  CS DG: Phillip Barber reported the status and plan of the DG.  Femtocells DG: The Chair appointed Jose Puthenkulam, as Chair of a new DG on Femtocells with the specific task of reviewing all the contributions received proposing new AWD text on Femtocells and attempting to create new harmonized text for acceptance by the Task Group at the end of the session.

Then the Chair informed that the ITU-R Liaison Group would come back to the TGm closing on Thursday with simulation results. The Chair also announced that motions to accept the editorial comments would come up during TGm closing on Thursday and members should review the comments that have been classified as editorial.

At 5:10PM, the group moved to resolve comments to the SDD, captured in 802.16m-09/0030r2. The final resolution is contained in the SDD Commentary database, 802.16m-09/0030r3.

At 5:47PM, the TGm common session was recessed until Thursday afternoon.

[1] TGm-A Track: SDD Comment Resolution (Tuesday AM) The session was chaired by Brian Kiernan with Roshni Srinivasan as SDD Editor, to continue to resolve the SDD comments captured in the SDD Commentary database, 802.16m-09/0030r2, on sections 11 ~ 20 (except 15) of the SDD. The outcome of the comment resolutions is captured in the final SDD Commentary database, 802.16m- 09/0030r3.

[2] TGm-A Track: AWD Comment Resolution (Tuesday PM ~ Wednesday PM) The session was chaired Brian Kiernan with Roshni Srinivasan as Editor to handle the technical comments on section 15.2 of the AWD captured in the AWD Commentary database, 802.16m-09/0031r1. The outcome of the AWD comment resolution is captured in the final AWD Commentary database 802.16m- 09/0031r2.

[3] TGm-B Track: SDD Comment Resolution (Tuesday AM) The session was chaired by Carl Eklund with Ron Murias as Editor, to handle the SDD comments captured in the SDD Commentary database, 802.16m-09/0030r2, on Sections 1 ~ 10 of the SDD. The outcome of the comment resolutions is captured in the final SDD Commentary database, 802.16m- 09/0030r3.

[4] TGm-B Track: AWD Comment Resolution (Tuesday AM ~ Wednesday PM) The session was chaired by Carl Eklund with Ron Murias as Editor to handle the technical comments on section 15.3 of the AWD captured in the AWD Commentary database, 802.16m-09/0031r1,. The outcome of the AWD comment resolution is captured in the final AWD Commentary database 802.16m- 09/0031r2.

[6] TGm-C Track: AWD New Contributions (Tuesday Evening, Wednesday AM/PM, Thursday AM) The session was chaired by Jose Puthenkulam to handle the new AWD contributions for Femtocell. The text harmonized during the session was documented in C802.16m-09/1644 and the recommendation by the DG to adopt the document as AWD text was approved in the TGm Closing session. The decision is captured in the final AWD Commentary database 802.16m-09/0031r2 (Comment #802).

[7] DG Tracks  Interference Mitigation DG o The DG had two evening sessions on Monday (7/13) and Tuesday (7/14). The final outcome is captured in comment #374 of the AWD commentary database, 802.16m-09/0031r2.  Multi-Carrier DG o The DG had sessions on Monday evening (7/13), Tuesday evening (7/14), and Thursday morning (7/16) morning. The final outcome is captured in comments #202 and #384 of the AWD commentary database, 802.16m-09/0031r2.  Security DG o The DG had sessions on Tuesday afternoon (7/14). The final outcome is captured in comment #73 of the AWD commentary database, 802.16m-09/0031r2.  CS DG o The DG had a session on Monday evening (7/13). 3) Thursday, July 16, 2009 – Afternoon Session (TGm Common Session) A full TGm common session was called to order by the TGm Chair at 1:20 PM. Then the group moved to approve the SDD Commentary database and to authorize the creation of a new SDD. It was noted that all of the late submitted SDD comments were rejected.

Then the group moved to approve the AWD Commentary database and to authorize the creation of a new AWD. Motion: To accept the resolutions contained in 802.16m-09/0031r2 and authorize the editor to generate a new AWD, 802.16m-09/0010r3, based on those resolutions. Proposed: Ron Murias Seconded: Lei Wang Results: Passed – Unanimously

Then, Jose Puthenkulam presented C802.16m-09/1646 for the TGm Workplan discussion. After much discussion the following motion was made: Motion: To adopt the updates (specifically slides 5, 6 & 7) provided in contribution “C802.16m- 09/1646” to the TGm Workplan (802.16m-09/0019r1). Proposed: Jose Puthenkulam Seconded: Mitsuo Nohara Results: Passed – (YES: 131 / NO: 0 / Abstain: 14) Then the group discussed the possibility of initiating WG Letter Ballot on the updated AWD. After much discussion, the following motion was entertained. Motion: To authorize the Task Group chair to request the WG: “To authorize the TGm Editor to use 802.16m-09/0010r3 to generate a WG draft P802.16m/D1 and request the WG Chair to initiate a WG Letter Ballot on that draft.” Proposed: Phillip Barber Seconded: Jose Puthenkulam Results: Passed (YES: 122 / NO: 1 / ABSTAIN: 6)

Next, Jose Puthenkulam presented a suggested time line for the WG Letter Ballot with contribution C802.16m- 09/1651r1. During the discussion, it was noted that the scope of session #63 and #63.5 should be clearly defined and the Chair suggested that any comments/contributions related to the currently unaddressed parts of the AWD (Relay, LBS, E-MBS, and SON) submitted in session #63 should be deferred to session #63.5. Also Jose presented C802.16m-09/1652r1, a suggested Call for Contributions for Relay, LBS, E-MBS, and SON.

Then the group moved to approve the entire SDD baseline but it was clarified that SDD has already been baseline document according to the Configuration Control Procedure document, which is 802.16m-09/0008.
