Criteria Justification Is the policy in general Yes. It sets out the broad land use composition conformity with National and and key uses to be provided in Strategic Regional Policy? Development Areas (SDAs) along with the elements that will be required to reduce dependency on the private car and to address environmental considerations; these are all fully in accordance with national and regional policy.

The policy also identifies general locations for SDAs (of a minimum size of 1,000 dwellings) in Northamptonshire at Daventry, Desborough/ Rothwell, Towcester and East of Wellingborough. Although the locations of the Daventry and WEAST SDAs in Policy SDA1 are replaced by MKSM SRS Part B Policies 2 and 4 and text, the provision of SDAs at Towcester and Desborough/Rothwell are not explicitly stated in the SRS. Policy SDA1 is therefore required to ensure that the provision of SDAs at Towcester and Desborough/Rothwell remain in a statutory development plan until the relevant core strategies or other site-specific LDDs covering these locations are adopted.
