JOB DESCRIPTION

POST TITLE: Senior Revenues Officer POST NO: TBC GRADE: Band 6 SCP 26-29 DEPARTMENT: Revenues and Benefits SERVICE AREA: Customer Services RESPONSIBLE TO: Revenues Team Leader RESPONSIBLE 4 x Revenues Officers FOR: Visiting Officer

JOB CONTEXT:

1. To supervise and support the Revenues Team to ensure the timely and efficient handling of service requests and the prompt and efficient billing and collection of Council Tax and Business Rates and property inspections. 2. To develop individual staff and team performance through training and performance management. 3. Work in line with the Council’s Vision and Values to promote a culture which aims to deliver a high standard of service by working together to exceed our customer expectations.

MAIN DUTIES AND RESPONSIBILITIES:

1. To supervise and develop an enthusiastic and committed team who are dealing with all aspects relating to the billing and recovery of Council Tax and Business Rates and contributing to the achievement of the council’s priorities.

2. Support the Revenues Team Leader in the setting of targets, and the monitoring of performance ensuring any downturn in performance is quickly identified and reported with recommendations for improvement. 3. Supervise billing and collection processes, ensuring that relevant actions are implemented promptly to ensure efficient and effective collection of revenue; providing guidance to staff as required. 4. Ensure staff are suitably trained, supported and up to date with changes in legislation to accurately update Council Tax and Business Rates records and IT systems. 5. To interpret council tax and business rates legislation and provide assistance and guidance to the team on a range of council tax and business rates queries. 6. Identify weaknesses in business processes and make recommendations for improvements to the Revenues Team Leader. 7. Deal with complex council tax and business rates cases, complaints from customers and other relevant contacts. 8. Monitor and review day-to-day processes and workload within the team to ensure information is logged, updated and stored accurately and in line with the Data Protection Act and other statutory requirements. 9. Draft and implement an annual timetable of reviews of Council Tax and Business Rates discounts and exemptions. 10.Carry out staff inductions, probationary reviews, 121s and annual appraisals, to promote continuous development within the team. 11.Manage sickness absence for the team in accordance with corporate policy. 12. Participate in the recruitment of staff. 13.Promote a culture that prevents, deters and detects fraud and error.

RESPONSIBILITY FOR RESOURCES:

1. The post holder will be required to ensure that any data systems under his/her control are kept secure and properly managed.

Internal: All employees of the Council and Elected Members.

External: Residents of the Borough the General Public, other Local Authorities, external suppliers and consultants, and other external bodies, partnerships and organisations as required.

WORKING CONDITIONS & ENVIRONMENT

1. The post is situated within the Main Council Offices at Station Road, Wigston. However you may be required to work from other sites and places within the Borough where your professional attendance is required.

2. The post holder will be required to make an annual declaration in respect of interests in the Borough.
