14/16 Welcome & Apologies – Apologies: The Very Rev Bob Key, Deputy Andrew Lewis Deputies in Attendance: None Procureurs in attendance: Peter Pearce 15/16 Item 1: Approve the minutes of the Parish Assembly held on 24 February 2016. Proposed: Geraint Jennings Seconded: Daren O’Toole The minutes were duly adopted. 16/16 Item 2: to elect a Vingtenier for the Vingtaine du Mont a l’abbé Simon Granville Dalgliesh CAVILL Proposer: Laura O’Kane Seconder: Thomas Davies There being no other candidate Simon Cavill was elected Vingtenier for the Vingtaine du Mont a l’abbe. The Constable thanked Mr Cavill for allowing his name to go forward, for the work he had already conducted for Honorary Police in his role as CO and formally warned him to appear before the Royal Court at 10am on Friday 1 April to take his Oath of Office 17/16 Item 3: to elect a Vingtenier for the Vingtaine de Haut du Mont au Pretre Johannah Marie HARTIGAN

Proposer: Daren O’Toole

Seconder: Stevan Rault There being no other candidate Johannah Hartigan was elected Vingtenier for the Vingtaine du Haut du Mont au Pretre.

The Constable thanked M/s Hartigan for allowing her name to go forward, for the work she had already conducted for Honorary Police in her role as CO and formally warned her to appear before the Royal Court at 10am on Friday 1 April to take her Oath of Office

18/16 Item 4: to elect a Vingtenier for the Vingtaine du Rouge Bouillon Tracey Nicola RUSSELL Proposer: John Over

Seconder: Jamie Smith There being no other candidate Tracey Russell was elected Vingtenier for the Vingtaine du Rouge Bouillon.

The Constable thanked Mrs Russell for allowing her name to go forward, for the work she had already conducted for Honorary Police in her role as CO and formally warned her to appear before the Royal Court at 10am on Friday 1 April to take her Oath of Office

19/16 Item 5: to consider an application by Red Lion Limited holder of 1st, 3rd & 7th Category licences in respect of The Halkett, 53 Halkett Place, to extend the ambit of the licence to cover an area outside of the premises for which the applicant will hold a Choses Publiques Permit Penny Dawkins presented & proposed the application

Seconder: James Craven

Mrs Dawkins explained that the Liberation Group had received the necessary permissions/agreements of DFI, Planning and the Parish to widen the pavement outside of the premises to create an alfresco area, and that a new public walkway would be created for pedestrians. The company was therefore applying to extend its licence to this outside area.

Geraint Jennings asked what the operating hours of the alfresco area would be.

Mrs Dawkins confirmed that the tables would be put out at 11am and removed by 11pm.

No further questions were asked, and on being put the vote, the application was approved unanimously. 20/16 Item 6: to consider an application by Rhaw Holdings Limited holder of a 1st Category licence in respect of the premises The Parade, 22 The Parade to vary the licence by extending the ambit to include an additional external area not presently licensed Paul Crick proprietor of The Parade presented the application

Mr Crick explained that the company had had in the past permission by the Licensing Assembly to extend their licence to cover a small area immediately outside the premises. He now had also received the necessary permissions/agreements of DFI, Planning and the Parish to widen the pavement outside of the premises to create an alfresco area, and that a new public walkway would be created for pedestrians. The company was therefore applying to extend its licence further to cover this additional area.

Geraint Jennings asked what the operating hours of the alfresco area would be.

Mr Crick confirmed that he envisaged them being between 11am & 10:30pm

No further questions were asked, and on being put the vote, the application was approved unanimously. 21/16 Item 7: to recommend to an extraordinary sitting of the Licensing Bench the following application for a licence for the year 2016 in virtue of the Licensing (Jersey) Law 1974 Name Category Business Address Quidsin.com Limited 6th QI Headquarters Michael Scragg (Sec) 2 Library Place Kiri Cavill presented the application on behalf of Quidsin

Seconder: Susan Le Sueur

M/s Cavill explained that the company offered discount vouchers that people paid for, which were redeemed elsewhere and that they wanted to expand that service to include vouchers that contained alcohol. She confirmed that the company would not be storing or selling alcohol directly at or from their premises. Geraint Jennings said that if he understood it correctly the company would be operating like a wholesaler but that no one would be attending the premises to purchase alcohol.

M/s Cavill confirmed that that was correct, they could only obtain vouchers, but as they were purchasing vouchers that contained alcohol and as the company was therefore involved with the sale of alcohol, they were advised that they required a liquor licence.

No further questions were asked, and on being put the vote, the application was approved unanimously. The Constable advised the Assembly that the above application would be heard at an extraordinary sitting of the Licensing Bench to be held on 14 April. The date of the next Parish Assembly was scheduled for Wednesday 27 April however, the Constable advised the Assembly that date would need to be confirmed as the Court had set that date as Election Day should there be a contested election for Procureur de Bien Public.
