Minutes of the meeting held on Monday 3rd March at 7.30 pm at the New Staff Room, Tillington Manor Primary School, Young Avenue, Holmcroft.

2. To accept Declarations of Disclosable Pecuniary Interests relating to items on the agenda Cllr Cantrill declared an interested in items as follows: 7(a) A34 Development –Redhill Park, 7(e) Taylor Wimpey – Marston Gate, 7(f) Stafford Local Plan, 7(i) Other local issues

3. To consider signing and approving the minutes of the last Parish Council meeting held on 3rd February 2014. Agreed as a true record by all present. 1 addition

4. To review Matters Arising from those minutes Bus Shelter – Now inspected, rubber gaskets to be fitted to ensure fully watertight. Clerk has written to Shelutions and has phoned and emailed, will continue to try and contact.

Issue of pedestrians and lights on motorway slip. Clerk to inform HA, they will not take action as they want to discourage pedestrians. Clerk informed HA this this is only way into town from Creswell Grove on foot. This was raised with Cllr Sutherland who was in attendance. He has passed this onto Cllr Chapman.

Tree at St Bertelins – c/f

Meeting with Raleigh Hall – c/f to agree a time and date

Hole Hidderley’s bend – raised on various occasions with SCC and they have been in attendance.

Chapel – covers have been removed following works done. Clerk to continue to chase information for archives.

Wood at Creswell Grove – Land registry search has given a company based in Jersey. Council will continue to make enquiries to try to find out who the owner is.

Redhill Employment Park – confirmed that soil has been moved to Stone but also some to Stafford town.

Vic Vivash – Clerk has left messages and will continue to chase. SIDS – clerk to chase data and Chris Mitchell for answers about the issues of the SIDS not working.

739/14 5. Public Participation Mr Bamford raised that there are still individuals parking in the bus stop. They will continue to monitor this as we look to resolve the issues following the clearway being put in.

6. To discuss issues with parking and traffic at Creswell Grove. It was reported that the one of the large vehicles that has been causing issues parking on the verges has not been parked there for a few weeks now. It is hoped that this will not reoccur. Clerk to chase up a map of utilities on Creswell Grove with Chris Mitchell (SCC)

7. To discuss Planning matters in the Parish as follows:

(a) A34 Development – Redhill Park The Council are due to visit site on Tuesday 11th March. Once works are completed the site will be closed down, during which time the pumping station will be built. Foul sewerage will now be pumped into the Taylor Wimpey development and then via Parkside to Prospect Road and onto Tixall. This is Severn Trent’s preferred connection site and they will do works to upgrade the network to reflect the changes. A34 layby – Clerk to chase litterbin with Streetscene and possible litterpick of ditches.

(b) 48A Creswell Grove No update. Frontage is in a mess – Clerk to chase legal team for an update.

(c) Strawsons – Stafford Gate No update. Website and marketing up and running.

(d) Inglewoods – Creswell Park No update. Fence has now been repaired, but is now taller than originally. Photo’s have been taken comparing old with new in case of any ongoing issues.

(e) Taylor Wimpey – Marston Gate 1st phase of development has now started. There will be 9 showrooms, 1 of each house type. A large proportion of drainage has been installed along with the “U” shaped estate road. They are now preparing to start work on the link road. There are now fewer issues on Parkside. A retrospective planning application has been put in for the flags and various other items. The Parish Council had no issue with these and has responded to confirm.

(f) Stafford local plan Cllrs Thomas, Redfern and the Clerk attended the Planning Forum on 5th February which focused on the local plan. A variety of questions were answered from many parish councils. The points from the inspection are being consulted on until March 25th at 12pm. One of the major amendments is a new road linking A34 by Redhill through to Sandon Lane and onto Beaconside. This route is not shown in great detail and little information is known. There was a discussion about the road and whether the Council should support SBC in getting this road built. It was agreed that more information was needed about potential route alternatives and about the road generally before any decision could be made. Cllr Thomas to initially discuss with Alex Yendole (Forward Planning) and report back for further discussion to occur.

(g) Wootton Drive – Creswell Manor Farm Still deferred at this time

(h) Seighford Lakes – Motocross - 13/19142/FUL Application was rejected by the Planning Committee on the grounds of noise. The noise report which only used two bikes of a lower noise than the ones proposed on site was discussed as not being representative of the actual potential disturbance.

(i) Other local issues Audi Garage on Primepoint have chopped their hawthorn hedge down very low, this has resulted in stumps only being left Although they are not going against the terms of their planning permission this was not the idea of them needing to leave the original hedge in place. 740/14 It has also been raised by a local resident about Audi’s for sale on the verges and with the poor weather this is making a mess of the verges. Cllr Thomas will raise this again with Audi as they removed the cars after it was raised previously.

Arnold Clark – trees in the bunding. Cllr Thomas is in discussions and is meeting with Lee Ann Edison to discuss next week

8. Clerks Report Attended SLCC Meeting on 26th February, reported that in South Staffs Parishes will not be required to do a Neighbourhood Plan as the Community Council is working with Parishes to produce the spatial and allocations parts of the plan. Stafford were encouraged to do this but decided not to work in this way.

Reported that the cost of CiLCA will rise from £150 to £250 from 1st April 2014. This does not really allow time to react as the Clerk is not ready with her portfolio yet.

Current Financial Situation – Clerk

Financial Statement was read and accepted by the Council as a true record  To approve financial payments, receipts and transfers Report - See Appendix 1 Items for payment: Clerk Exps £46.25, Cllr Thomas Exps £26.17, C Raftery (noticeboard repair) £15.

 To agree and confirm Internal Auditor for 2013/14 Agreed to continue using Mrs C Heelis from Eccleshall Parish Council for the internal audit this year.

 Update on Broadband – Creswell Grove is due to be upgraded by the end of 2014. It appears from the map that Primepoint may fall under the 3% bracket that will not see any works under the current scheme. Clerk to link to the map on the website to make available to the local businesses. The Clerk will also draft a letter to the businesses to inform them and circulate.  Donations Following a discussion it was agreed to donate £35 each to CPRE and Staffordshire Wildlife Trust which is the same as last year. The donation to the Community Council was changed to membership last year and it was agreed to do this again for 2014/15.

9. Councillors Reports

Cllr Redfern Milestone at Creswell Grove has been raised – it now needs cleaning. Clerk to contact historic milepost people. Cllrs Thomas and Redfern attended the Mayors Caledonian Evening. There have been some issues on Creswell Grove relating to a bird scarer. This has now been resolved. Thanked Cllr Cantrill for completing the Chronicles quickly to reflect the Motocross application. Reported light C14 on the junction of Creswell Grove/Wilkes Wood is not working. Clerk to report. Thanked Colin Bamford for donating some mugs for the Parish Council to use.

Cllr Bowen Has been approached by a resident who has read the latest Chronicles about parking on the verges and states he sees no issue with parking there and will continue to do so. The Council will continue to address this in conjunction with the relevant authorities. Raised that the light at the entrance to Creswell Grove is still not working, this has been out of action for at least 18 months and the Highways Agency have advised that a full road closure is required to change the bulb due to the position even though the lamp was replaced shortly before it stopped working and the siting should have been considered.

Cllr Cantrill Found some plastic chairs on freecycle and now has these stored ready for Perrin, if anyone hears of anymore the council will try and increase this number.

741/14 Cllr Allsop Nothing to report

Cllr Thomas Parkside Post Office trial for car tax has been distributed via the Chronicles. Action Parkside have started a petition for a second access to the bus stop on Stone Road. Spoken to Darren Lewis (Culina), it is their 20th year in 2014 and they have joined with McMillan for a fun day. He has asked for suggestions for a suitable venue. Perrin – Cllrs Thomas and Redfern met with the Mayors Sergeant to discuss Freedom of the Parish. Cllr Thomas has also been in touch with Arnold Clark Glasgow and arranged a meeting next week to discuss.
