Treatment of MidAmerican and Midwest ISO Transmission Service

Transmission Service Transition and Effective Date The following process will be used to transition existing MidAmerican transmission service requests when MidAmerican becomes a Midwest ISO transmission owner and the MidAmerican transmission facilities are placed under the functional control of the Midwest ISO in accordance with Midwest ISO Transmission Owners Agreement. This is anticipated to take place on September 1, 2009.

A Three-phase process will be followed:

. Phase One – The Midwest ISO and MidAmerican will determine eligible Customers for transmission service and contact them about making appropriate registration arrangements. Transmission Customers must successfully complete all required application and registration processes to be eligible for Network and/or Point-to-Point transmission service under the Midwest ISO OATT.

. Phase Two – Transmission customers identified will complete Transmission Service Agreement registration process as a Market Participant including identification and registration of appropriate commercial pricing nodes.

. Phase Three - The Midwest ISO will transfer reservations currently on the MidAmerican OASIS to the Midwest ISO Oasis as outlined below. The customers desire to select any of the indicated TSR conversion options must be communicated to Midwest ISO Tariff Administration via e- mail to [email protected] (or call 317-249-5591 or 317-249-5576) by June 19, 2009. This information will be used in the FTR/ARR allocation process.

. The TSR’s will be created on the Midwest ISO OASIS at the end of August 2009. A posting will be made listing MidAmerican AREFs and the corresponding Midwest ISO AREFs, as well as MidAmerican sources/sinks and the corresponding Midwest ISO CPnodes in the Midwest ISO Commercial Model.

Network and Point-to-Point Transmission Service Transition The Midwest ISO tariff will be effective for both network and point-to-point service on the MidAmerican facilities.

Network service All LSE’s in the MidAmerican Balancing Authority currently taking network service from MidAmerican must register with Midwest ISO Customer Registration for Network Transmission Service and supply all required registration paperwork by July 15, 2009.

OATT Point-to-Point Service

 The customers desire to select any of the following TSR conversion options must be communicated to Midwest ISO Tariff Administration via e-mail to [email protected] (or call 317-249-5591 or 317-249-5576) by June 19, 2009. This information will be used in the FTR/ARR allocation process.

 All MidAmerican Transmission Customers with reservations on the MidAmerican OASIS that will transfer to the Midwest ISO OASIS must register as a Market Participant and apply for Point-to-point service through the Midwest ISO customer registration process.  Existing PtP service on the MidAmerican OASIS that sources in MidAmerican and is designated for delivery and sinking in the Midwest ISO can be converted to NITS Service under the Midwest ISO Tariff at the direction of the customer. To the extent that there is a corresponding Point-to-Point TSR on the Midwest ISO OASIS that the customer was using in conjunction with the TSR sourcing in MidAmerican, these point-to-point TSRs can be combined into one TSR.

 Existing PtP service on the Midwest ISO OASIS that sources in Midwest ISO and is designated for delivery to, and sinking in MidAmerican, can be converted to NITS Service under the Midwest ISO Tariff at the direction of the customer. To the extent that there is a corresponding Point-to-Point TSR on the MidAmerican OASIS that the customer was using in conjunction with the TSR sourcing in Midwest ISO, these point-to-point TSRs can be combined into one Point-to-Point TSR.

 Existing PtP “Drive Through” service on the Midwest ISO OASIS that is designated for delivery to, and sinking in MidAmerican, can be converted to a single PtP “Drive In” transmission service reservation at the direction of the customer, to the extent that there is a corresponding Point-to-Point TSR on the MidAmerican OASIS or other delivery arrangements have been made with MidAmerican.

 Existing PtP “Drive Through” service on the MidAmerican OASIS that is designated for delivery to, and sinking in the Midwest ISO, can be converted to a single PtP “Drive In” transmission service reservation at the direction of the customer, to the extent that there is a corresponding Point-to-Point TSR on the Midwest ISO OASIS.

 Existing PtP “Drive Through” service on the MidAmerican OASIS having a point of receipt and a point of delivery not involving the Midwest ISO can be converted to a single PtP “Drive through” transmission service reservation at the direction of the customer.

 Existing PtP service on the MidAmerican OASIS that sinks outside the combined Midwest ISO/MidAmerican footprint can be converted to PtP “Drive-Out” service under the Midwest ISO Tariff and will be placed on the Midwest ISO OASIS.

MAPP Schedule F OATT Transmission Reservations Upon the anticipated Midwest ISO tariff expansion on September 1, 2009, MidAmerican transmission facilities will not be available under the MAPP Schedule F tariff.

All MAPP Schedule F transmission requests that achieve a confirmed status before September 1, 2009 will not be converted to Midwest ISO service and can be scheduled designating the TSRs as MAPP F. These MAPP Schedule F reservations will remain on the MAPP tariff page on the MAPP OASIS node and service will continue for their term under the terms and conditions of MAPP Schedule F.

Unconfirmed and Active MidAmerican OATT Transmission Reservations Unconfirmed and still active MidAmerican transmission service requests on the MidAmerican OASIS Node will be consolidated and placed on the Midwest ISO OASIS node with Midwest ISO shown as the Transmission Provider. This process of consolidating these active, but not yet confirmed reservations will establish the Midwest ISO queue position based upon the transmission service request’s queue time on the MidAmerican OASIS Node.

All consolidated requests, with a Start Date prior to September 1, 2009 and an End Date after September 1, 2009 will be assigned a new Start Date of September 1, 2009 on the Midwest ISO OASIS node. The purpose for making this change is to accurately reflect when these reservations begin settling under the Midwest ISO tariff. Any reservations holding rollover rights under the MidAmerican tariff will continue to hold those rights under the Midwest ISO tariff. The original Start Date will be noted in the comment section of the TSR. Customer and Transmission Owner Review of “Converted” Service  Existing OATT service will be transferred from the MidAmerican OASIS tariff pages on the MidAmerican OASIS node, and placed on the Midwest ISO OASIS node with Midwest ISO listed as the transmission provider.

 Network Service can be granted to any qualified LSE serving load (Drive in or Drive within) inside the MidAmerican/Midwest ISO foot print

 Point to Point service can be granted to any qualified Market Participant for Drive In, Drive Out, or Drive Through transmission service.

 Some “mapping” of information will be necessary in order to make the information conform to Midwest ISO methodology (e.g. PORs/PODs, sources/sinks, etc.). The intent of this mapping is to give the customers the same service they had requested previously, but to use consistent nomenclature. Pricing of the transmission service will also change to reflect Midwest ISO OATT transmission rates. Transmission Customers and MidAmerican along with Midwest ISO are expected to review the data on the Midwest ISO OASIS to ensure that the information was converted properly and to notify Midwest ISO of any real or perceived inconsistencies.

Grandfathered Service MidAmerican will provide Midwest ISO with a list of grandfathered transmission service recognized by FERC. The Midwest ISO will place TSRs that are treated as carve-out transmission service on the MidAmerican T.O. page of the Midwest ISO OASIS. If applicable, service receiving Option A or C grandfathered treatment will be located on the Midwest ISO OASIS page
