1. Sealed bids are invited from Approved/Registered Vendors of IESCO Islamabad, for Consultancy

and Design for Establishment of Independent Feeder from S/Town Grid Station to PTCL Complex Satellite Town 7th Road, Rawalpindi.

2. Bids complete in all respects should be submitted in office of the undersigned as per instructions mentioned in bid documents before or on the opening date. The tender can be submitted till dated 11-05-2015 at time 11:00 AM hours. The bid must contain CDR @ 2% of bid value in the shape of DD/PO in the name of GM Network Development PTCL Islamabad, otherwise bid shall be rejected. 3. Bidders participating in tenders shall be requested to make two separate submissions in two separate sealed envelopes. One sealed envelope shall contain the technical offer (un-priced bid) along with specification & other technical details. This envelop shall be clearly marked as Technical Offer. 4. Second sealed envelope shall contain commercial offer (priced bid) with the cost breakdown as per company price schedule/ bill of Quantity. This offer shall be marked as Commercial offer. 5. Technical offer must contain a letter ensuring that CDR in commercial offer is attached. 6. Scope of the Subjected work is attached with RFQ Documents. However, Vendor is required for submission with Technical Bid accordingly. 7. PTCL reserves the right to reject any or all bids and to annul bidding process at any time without thereby incurring any liability to the affected bides(s) or any obligation to inform the affected bidder (s) of the grounds for PTCL action. 8. All correspondence on the subject may be addressed to the undersigned.

Scope of Work

a. Establishment of Independent Feeder Design along-with BOQ from S/Town Grid Station to PTCL Complex 7th Road, S/Town Rawalpindi.

b. Shifting of existing WAPDA/IESCO Panels.

c. Preparation of BOQ, Execution & Supervision of mentioned work.

1 General

1.1 PTCL reserves the right to make changes to the specification without any further notice. 1.2 PTCL cannot guarantee that any of the requirements, standards regulations and conditions of this specification are not covered or protected by copyright or patent of a third party.

2 Terms & Conditions (Clause-By-Clause Compliance Statement)

2.1 The Bidder shall furnish a clause-by-clause compliance for each and every clause of technical specification. As far as possible, the Bidder provides the detailed technical description for each compliance statement. 2.2 “Fully Compliant” if the system and function offered meets the tender requirement. 2.3 “Partially compliant”, if the system and function offered fully meets the tender requirement partially, the bidder shall state the reason why the offer is partially compliant. However, if the bidder is able to fulfill the specified requirement later, the time schedule for this shall be stated. 4 In such cases, the bidder shall clearly mention the extent to which other requirements or specifications are affected. 2.4 “Non Compliant”, if systems and functions cannot meet the requirements, the bidder shall also state the reasons for it. 2.5 In case of absence or unclear statements of compliance for any specified requirement, PTCL will interpret that particular requirement as being “Non Compliant”.
