To All Interested Vendors:

The Department of Administration, State Procurement Bureau, is considering a request from the Department of Revenue (DOR), Property Assessment Division (PAD), to award a sole source contract to Pictometry International Corp. The services include a pilot project to capture aerial oblique imagery and process the imagery for property appraisal and assessment purposes. The image capture and processing will include integration within PAD’s property tax system, Orion.

The success of the pilot project will determine future expansion of these types of services. The determination of the sole source contract is based upon the following requirements: The contractor must have the ability and experience to provide the following:  USGS certified camera system for orthogonal and oblique imagery capture

 Orthogonal and oblique views from all four directions (east, west, north, south) captured by cameras or sensors without any floating parts

 Use of the same oblique/orthogonal camera system by all aircraft to ensure consistency of image quality

 Distance measurements along the earth’s surface following the terrain

 Tessellated ground plane data and oblique image for increased accuracy when converting from pixels to locations and gathering linear and area measurements

 Obtain measurements directly from the imagery using tools while viewing the imagery and associated metadata and tessellated ground plane data

 Use a geographic location to search a database of oblique images with metadata and ground plane data to retrieve the image with the location for user analysis

 Minimum of three years with installed and working integrations with Tyler Technologies Orion property tax system

 Accurately measure oblique imagery distances, areas, and heights while considering terrain and elevation in a cloud solution

 View, browse, measure, and add GIS layers in an environment that would allow 56 remote locations to access and use

 Building outline creation

 Ability for the imagery data and software to interface with a change detection software to allow change analysis between two sets of imagery data

Any party interested in providing these services must notify this office in writing no later than June 24, 2013. Response to this notification must include detailed information outlining capabilities to perform all required services. Responses must be provided to Penny Moon at the address listed below. After receipt of responses, the State will determine if a sole source contract authorized by 18-4-306 MCA is justifiable.
