NOTICE OF MEETING

HAMWORTHY EAST AND WEST AND POOLE TOWN AREA COMMITTEE

TO BE HELD ON WEDNESDAY 11TH FEBRUARY 2004 AT 7.00 P.M. IN ST. JAMES’ CHURCH HALL, CHURCH STREET, POOLE (OLD TOWN)

The Committee will comprise the Councillors for the Hamworthy East Ward (Councillors Gregory and White), the Hamworthy West Ward (Councillors Knight and Collyer) and the Poole Town Ward (Councillors Bulteel, Leverett and Wretham).

Councillor Bulteel will Chair this meeting.

You are invited to attend this meeting of the Area Committee to discuss the items set out below:

1. APOLOGIES FOR ABSENCE

2. DECLARATIONS OF INTEREST

To declare any personal and/or prejudicial Members’/Officers’ interests in matters appearing on the Agenda.

3. MATTERS ARISING FROM THE LAST MEETING OF THE AREA COMMITTEE HELD ON 26 TH NOVEMBER 2003 (Minutes enclosed).

4. SMOKING IN PUBLIC PLACES: CONSULTATION

Councillor Adams is to make a short presentation on the above and seek views.

5. THE WEB PORTAL FOR POOLE PARTNERSHIP (ENCLOSED)

To consider the Report which explains the role of the Partnership, what a Web Portal is and how the public may become involved (enclosed).

6. HAMWORTHY PARK FLOOD DEFENCES

Fiona Geddes and other officers of the Environment Agency to attend the meeting to give an update on the above proposal and answer any questions.

1 7. DORSET SAFETY CAMERA PARTNERSHIP (ENCLOSED)

Mr Pat Garrett, Project Manager to the Partnership, will be making a presentation to the Area Committee on progress made during the first full year of operating the costs recovery arrangements and there will be an opportunity for Members and the public to raise questions.

8. REPORT OF THE HEAD OF LEISURE SERVICES ON THE PREPARATION OF AN OPEN SPACE STRATEGY FOR POOLE (ENCLOSED)

To consider the attached Report (enclosed).

9. ANTI-SOCIAL BEHAVIOUR – ITEM RAISED BY MR D.C HOWARD

The following item has been placed on the Agenda by Mr D C Howard of the Parkstone Bay Association

“There appears to be a lack of any co-ordinate action to counter all forms of anti-social behaviour.”

10. REDUCTION OF COUNCIL STAFF – ITEM RAISED BY MR D C HOWARD

Mr Howard has the following issue of concern:-

“What positive steps to reduce over-staffing of Council staff”.

11. HAMWORTHY PARK – ISSUE PLACED ON THE AGENDA BY MR K CHICK

Mr Chick has the following issues of concern:-

“When can be expect the map showing the correct boundary of Hamworthy Park as discussed at the 12th February 2003 Area meeting”?

“I have it on good authority that negotiations are taking place for the purchase of the lease of the site on Ham Common (ex-Boys’ Club). This site incorporates a foundations and services for the proposed residential activities and also what the proposals are for this site?”

12. POOLE POTTERY – ITEM RAISED BY MR MARSH - UPDATE

Mr Marsh has raised the following issue of concern:

“The secrecy surrounding Poole Pottery facts as opposed to rumour. The attached 10th July 2003 letter, paras 2 and 3 summaries what Poole residents especially of this Area Committee should be told. The July meeting is invited to state facts to dispel rumours.”

THE ATTACHED REPORT TO CABINET, 27TH JANUARY 2004 DOLPHIN QUAYS AND POOLE POTTERY MAY ADDRESS SOME OF THESE CONCERNS.

2 13. REPORT OF THE HEAD OF TRANSPORTATION SERVICES: TRAFFIC PANEL (REPORT ENCLOSED)

The attached Report is enclosed for information only and deals with the Traffic Panel meeting which had considered issues relating:-

Blandford Road, Allens Lane, Shaftesbury Road, Lagland Street/North Street, High Street (outside the Waterfront Museum).

The next meeting is to be held on the 31st March 2004 at 7.00p.m. – venue to be in Hamworthy (next two meetings in Hamworthy).
