Location: 11 STP partner organization working area including Dhaka Duration: One and Half month starting from August 15, 2016
Background: Shifting the Power is a consortium project of Action Aid, CAFOD, Christian Aid, Tearfund, Concern and Oxfam that aims to support local actors to take their place alongside international actors in order to create a balanced humanitarian system. The project is a START Network project supported by the United Kingdom’s Department for International Development (DFID) through the visionary Disasters Emergency Preparedness Programme (DEPP). In Bangladesh, Christian Aid is leading this project and working with 11 national NGOs namely, Amra Kaj Kory (AKK), Association for Voluntary Actions for Society (AVAS), BNM (Bangladesh Nazarene Mission), Caritas, CCDB (Christian Commission for Development in Bangladesh), Dhaka Ahsania Mission (DAM), DSK (Dushtha Shasthya Kendra), GUK (Gana Unnayan Kendra), Sajida Foundation, Shushilan UDPS (Uttara Development Program Society). The aim of Shifting the Power is to support local actors to take their place alongside international actors. It will strengthen local and national organisational capacity for decision making and leadership in humanitarian response, support local organisations to have greater representation, voice and recognition in relevant networks and platforms, and at the same time influence international organisations to promote the role of local and national actors. This initiative also will strengthen local and national organizational and HR capacity to initiate/ roll out faster, appropriate and timely humanitarian response. As part of this aim, shifting the Power has focus to strengthen the organizational capacity by developing/reviewing strong organizational humanitarian strategy for 11 STP local partner organizations to ensure affective roll of local organization in emergency response. So that UDPS and AKK (local partner) with the support of shifting the Power project facilitate a process of developing an organizational humanitarian strategy for the 11 STP partner organization.
Objective: Develop/ Review organizational humanitarian strategy for 11 STP partners in Bangladesh
Role Purpose AKK and UDPS on behalf of shifting the power will facilitate the process of developing organizational humanitarian strategy for 11 STP partner. The duration of these activities will be one and half month after signing the agreement. The hiring Consultant will responsible for strengthening the capacity on “How to develop an organizational humanitarian strategy” in terms of Humanitarian response for 11 STP partner based on which they develop/review their own organizational humanitarian strategy. Consultant also is responsible to support partner for develop and validate their own organizational strategy.
Scope of Work It is being anticipated that after receiving the activities the respective partner staff will be able to: Specific Staff of the relevant organization will have the capacity to develop/review the organizational humanitarian strategy
1 Relevant staff will develop/review the humanitarian strategy of the organization Each individual organization of 11 STP partners will have a complete humanitarian strategy Every staff will know the organizational priority and strategy linked with the humanitarian context of Bangladesh. Staff will be more conscious about the humanitarian approaches in any humanitarian condition
Methodology A consultant individual/ organization will be hired to facilitate the training session on “How to develop an organizational Humanitarian strategy” using flexible, easy accessible and understandable training methodologies. The consultant/facilitator has to outline the session plan including required resource materials/ session notes to be used in the sessions and has to make these materials available for the participants. Also, the consultant/facilitators will develop the training module and will facilitate the training considering humanitarian context. After completed the training participant will go back to their organization and will develop/review their organizational strategy by involving the senior and mid-level staff. A validation workshop will organize by each organization to validate the developed/reviewed organizational humanitarian strategy and the consultant must support there to finalize the organizational humanitarian strategy.
Time line: The assignment is envisaged for one and half month, initially starts from 15th August 2016 and will be continued till 29th September 2016.
Deliverables: The consultant should deliver - One Training Module and generic strategy document/outline with guidelines A complete session plan for training on “How to develop a Organizational Humanitarian Strategy” agreed by Shifting the Power team Required and supportive session notes /resource materials for participants in line with the session plan/topics Consultant to keep records / notes of all the decisions/ recommendations is made during the sessions i.e. minutes keeping. Training Report within 3 (Three) days after the training Detail strategy papers of 11 STP partner Practical and effective action plan
Consultant Requirements:
Consultant need to have the following competencies, Working experience on Disaster and Emergency Response Have knowledge and experience on developing organizational humanitarian strategy Prior experience conducting similar trainings considering humanitarian context Excellent facilitation capacity/skill in English or Bangla Specific training module development capacity Understanding on humanitarian sector and context of Bangladesh and global Demonstrate capacity to produce high quality reports from previous undertakings in terms of English language proficiency, report content and report structure The ability to meet deadlines. Reporting: The Consultant will directly report to Programme Manager –Shifting the Power, Christian Aid. Programme Officer- Capacity Building of Christian Aid will be responsible as his/her matrix management. He/she will need to work closely with STP teams. He/she will work with partner on Shifting the Power Project.
