MICKLE TRAFFORD & DISTRICT PARISH COUNCIL MEETING HELD ON MONDAY 09 JANUARY 2017 AT 6.30PM - MICKLE TRAFFORD VILLAGE HALL

The Chairman asked for all present to observe a minutes silence to mark the passing of Cllr Roger Parkin

Cllr Taylor stated that Cllr Parkin was a gentleman who had served the community for many years and his wisdom will be greatly missed.

Open Forum A member of the Public advised the meeting that she had forwarded a document to the Parish Clerk in regards to the speeding issue in Hoole and she hoped that councillors would consider the proposal as soon as possible.

Item 01 Apologies Cllrs Blackman, Bartley and Sharpe (Personal)

Item 02 Declarations of Interest All councillors declared their interests as per their “Notification of Interests” Cllr Parker – Village Hall

Item 03 Approval of Parish Council Minutes. It was proposed by Cllr Harrison, seconded by Cllr Parker and agreed by ALL eligible to vote that the minutes of the 12th December 2016 be accepted.

Item 04 Planning Committee RESOLVED – It was proposed by Cllr Jones, seconded by Cllr Rowlands and agreed by ALL that the draft Minutes of the planning committee held on the 3rd January 2017were noted by the Parish Council

The Clerk was asked to ascertain from CWaC what actions were being taken about the closing of the traveller’s site on Plemstall Lane

Item 0 5 Finance Committee RESOLVED – It was proposed by Cllr Parker, seconded by Cllr Nicholas and agreed by ALL that the draft Minutes of the Finance committee held on the 3rd January 2017 were noted by the Parish Council

Item 06 Village Hall Trust report No report was made

Item 07 Budget 2017/18 Cllr Nicholas read a prepared statement from the Vice Chairman of the Finance Committee (Mr P Blackman) and then after further discussion on the draft budget proposals that had been circulated to all councillors it was proposed by Cllr Taylor, seconded by Cllr Harrison that the precept for 2017/18 should be set at £59180.00 A vote was taken with 9 for, 0 against and 1 abstention PROPOSAL CARRIED

Lay by on A56 Notice has been received from CWaC that comments can be made to CWaC by the 27th January 2017 on the proposed changes to the waiting time at the layby

Speed limit installation (Ince Lane) We are waiting confirmation as to when the public notices about the change to the speed limits will be posted

Rural support grant application Cllr Sharpe is meeting an officer from CWaC next week and it is hoped that the application will then be approved in February

Ward Councillor Grant application (Roundabout) The Ward councillor grant application for £600 towards the repair of the roundabout in the Queens Diamond Jubilee Park has been approved

Village Hall Car Parking Work is still being done by CWaC to establish not only the ownership of the land at the end of Wells Close but also the ownership of the road between Wells Close and the BT Compound. When this is determined Cllr Taylor will make further comments to the Parish Council

Item 10 Chester Villages Traffic Initiative

It was agreed that the section of the A56 from Ince Lane to its junction with the B5132 should be considered for Police enforcement work.
