Monthly meeting minutes

September 20, 2016

Pledge of allegiance was recited.

The regular monthly board meeting was called to order at 6:00 p.m. by Chairperson Sherry Tischendorf.

Members present were Chairperson Sherry Tischendorf, Supervisor Phil Kriesel, Supervisor Bill Rudis, Clerk Judy May, and Treasurer Tina Schmidt. There were 7 audience members present. Roll call completed.

Agenda was posted in four places and the town website.

Supervisor Kriesel made a motion and seconded by Supervisor Rudis to approve the Regular Monthly Meeting Minutes of August 16, 2016. Motion carried by voice vote.

Supervisor Kriesel made a motion to accept the September 2016 Expenditures as presented. Motion was seconded by Supervisor Rudis. Motion carried by voice vote.

Treasurer’s Report: Treasurer Schmidt reported an adjusted balance of $499,901.41 for the month of August and an adjusted balance of $552,041.42 for the month of September.

New Business:

First agenda item: Driveway Permit and Fire Number Application for Tom Arts. Chair Tischendorf questioned the start of the driveway and acceptable width. Unable to approve at this time. Chair Tischendorf will speak to Mr. Arts. Tabled until next month.

Second agenda item: Budget Workshop Date – The board set the date for Sunday, Oct. 9th, at 6 p.m. at the Woodboro Town Hall.

Third agenda item: Squash Lake Lake District Questionnaire – Discussion ensued. The Board’s decision was to not return the petition by the Oct. 1st deadline.

Fourth agenda item: Washburn Lake Rd – TRID Project 2017. Supervisor Kriesel provided the board with a map showing areas of concern the WI DNR may have due to wetlands that are adjacent to Washburn Lake Rd. After discussion, Supervisor Kriesel offered a proposal from MSA in the amount of $35,000 (and additional fees that are paid by the hour) for engineering work that would need to be completed prior to road construction. He also stated that he was an employee of MSA and would abstain from voting and making any motions on the matter. Chair Tischendorf and Supervisor Rudis asked additional questions regarding the necessity for the proposed work. Supervisor Kriesel informed the board it was necessary in order for the project to proceed. The MSA contract includes all requirements for the TRID project. Supervisor Rudis made a motion to accept the MSA contract for the Washburn Lake Rd TRID project. Chair Tischendorf seconded the motion. Supervisor Kriesel abstained. Motion carried by voice vote.

Fifth agenda item: Turn Out for Transportation – The Wisconsin Town’s Association Turn Out for Transportation meeting will be held on September 29, 2016, at the Hazelhurst Town Hall at 7 p.m. WTA would like information on what road projects the town has been unable to complete due to lack of funding. Chair Tischendorf and Supervisor Kriesel stated they would attend the meeting. Town of Woodboro Board of Supervisors

Old Business:

First agenda item: Town Hall interior – Mike Winter, Winter Construction, did additional calking and stated that no additional work was needed at this time.

Second agenda item: High Peak Rd – School bus route. Dean, Hwy Mtce, has been contacted and informed that High Peak Rd is the first priority for snow removal as Bowen’s Bus Co has concerns with winter road conditions on this route. He has also been informed to keep it heavily sanded.

Third agenda item: Oneida Lake Access – survey work is being reviewed.

Fourth agenda item: Birch Bay Rd. Update – Randy Frojker, town’s attorney, requested a closed session special meeting with the town board. The date was set for Tuesday, September 27, 2016, at 6 p.m., at the town hall. Clerk May was instructed to notify Mr. Frokjer.

Fifth agenda item: Town Road Projects –

 Oneida/Hancock Lake Rd project had begun.

 Other road projects are nearing completion.

Sixth agenda item: Public Comments-

 None.

A motion was made by Supervisor Kriesel and seconded by Supervisor Rudis to adjourn the meeting at 7:07 p.m. Motion carried by voice vote.
