MINUTES OF THE REGULAR MEETING OF COUNCIL OF THE RURAL MUNICIPALITY OF ARMSTRONG HELD IN THE COUNCIL CHAMBERS IN THE TOWN OF INWOOD, MANITOBA ON TUESDAY, DECEMBER 10, 2013.

RESOLVED THAT the Council of the Rural Municipality of Armstrong authorize the DFA work to be done on DFA site #306 on the Interlake Pioneer Trail Inc. in 19-21- 1W (old CNR right of way) to repair the site with approximately 4,290 cu yds. of aggregate, 3 culverts and 86 hours of machine time.

RESOLVED THAT the Council of the Rural Municipality of Armstrong is in support of the RM of Gimli Resolution 13 20 22 upgrade PR 231 between the PTH No. 7 and PTH No. 8. as springtime weight restrictions have a negative impact on the economic conditions of both Municipalities.

RESOLVED THAT the Council of the Rural Municipality Armstrong request that Canadian Pacific Railway have the property (Road Plan 2589 WLTO) in question surveyed in relation to the existing road (Main Street in Malonton) and lots to confirm where the Road (Road Plan 2589 WLTO) exists for the purpose of transferring the property (Road Plan 2589 WLTO) to the Canadian Pacific Railway.

COMMITTEE REPORTS:

Roads Committee: o Discussion on trees growing over the roads and trees blocking stop signs at intersections. Councillor’s to follow up with locations

Drainage Committee: o Councillor Evanchyshin wanted to know why the driveway culvert project was stopped. Councillor Marchak reminded that there was a verbal decision to stop the project which was stated in the Minutes of November 8th 2013.

Protective Committee:

Waste Management Committee: o Councillor Lavallee stated that there is asbestos in the shack at the Chatfield Transfer Station o Water testing bottles for the transfer stations have been received and will be used in testing in 201 o Burn cells at the Inwood transfer station are full and the metal in the cells has to be taken out and the cells cleaned out

Other Committees: o Planning District o FAPD wrote a letter requesting to amalgamate with the East Interlake Planning District o East Interlake Conservation District o Reeve attended the EICD annual general meeting on December 9, 2013. The Chair will be Harold Foster and the other members of the board will remain o CDs have had a 10% Provincial Cutback o Province wants to change the name to include “Watershed District”

o Discussion on the Shoal Lake net loss water strategy in that there will be no net loss within a watershed. This means the Rural Municipality of Armstrong will retain more water at higher levels than other Municipalities and it is time that there be consideration given to pay the Rural Municipality of Armstrong for the loss of taxable land assessment for the storage of water that helps neighbouring municipalities. o Weed Control Board o Discussion at board that there is less red barista than ever
