Guidance Note for Survey Permit Application at Hong Kong International Airport (Airport)

1. Permit Application:

Different organizations such as aviation-related bodies, academic institutions and private corporations may from time to time request to conduct surveys at the Airport for different purposes. While it has been our policy to consider each application on its own merits, our top priority is always to maintain a smooth flow of passengers at the Airport at all times. Hence, surveys conducted at the Airport are subject to the Airport Authority Hong Kong (AA)’s prior written approval having due regard to any impact on passengers, airport operations as well as business activities at the Airport.

In order that we can consider your application(s), you need to submit the following information: a. Duly completed Survey Permit Application Form (can be download from our website at www.hongkongairport.com) b. Sample questionnaire c. A name list of interviewers

Please fax the above documents to Corporate Communications Department at (852) 2188 7120 for processing.

2. Application processing time:

If all relevant information and documents have been provided to the AA, a Survey Permit will normally be granted less than fourteen working days of receipt of the application. Large or complicated projects requiring special arrangements may require more than fourteen working days.

3. Terms and Conditions of Survey Permit:

Applicant’s attention is drawn to the terms and conditions of a Survey Permit in the form issued with the Survey Permit Application Form and this Guidance Note.

4. Deposit:

A successful applicant is required to pay AA HKD$5,000.00 as deposit for conducting a survey at the Airport. The deposit has to be paid before the issue of a Survey Permit to the successful applicant.

Payment Instruction: Pay directly to the Hongkong and Shanghai Banking Corporation Limited for the account of “Airport Authority” account number 004-600-356133-001. Please quote “Survey” as reference, or by cheque crossed and made payable to “Airport Authority” and forward it to: “Treasury Department, Airport Authority, 1 Cheong Yip Road, Hong Kong International Airport, Lantau, Hong Kong”. Post-dated cheques will not be accepted.

5. Insurance: The company shall take out and maintain throughout the survey period third party liability insurance with an indemnity limit of HK$10 million for any one incident but unlimited in any one period and on the terms and coverage and by the insurer as approved by the AA. Evidence of such insurance shall be submitted to AA before the captioned survey can commence. The evidence shall be in form of an executed insurance policy or certificate of insurance or cover note issued by the insurer including the following information:

(1) Name of the insurer: If the certificate / cover note is issued by the insurance broker, the name of the insurer shall be provided.

(2) Description of the scope of coverage: The insurance shall cover the insured’s legal liability for third party bodily injury, death and property damage.

(3) Name of insured: The policy shall cover the Sponsoring Organization, Research Agency and any other companies involved in the survey.

(4) Limit of liability: The limit of liability of HK$10 million shall apply to any one incident. An aggregate limit for any one period of insurance will not be accepted by the AA.

(5) Activity covered: The insurance shall cover the survey.

(6) Geographical area: The insurance shall cover the activity at the Hong Kong International Airport.

(7) Policy deductible: The policy deductible shall be provided for our review.

(8) Period of insurance: Commencement and expiry dates of the insurance cover shall be provided.

6. Collection of working permit(s):

The interviewers of a permit holder are required to report to AA’s Customer Services Counter at Level 7 of the Passenger Terminal Building before and after a survey is conducted on the fieldwork dates. A working permit will be issued to each interviewer after his/her identification is verified. Interviewers must wear the working permit(s) during the survey period for identification purpose. All the working permits must be returned to Customer Service Counter after use.

7. Charges:

A permit holder is required to purchase “Smile Stickers” from the AA before its survey can start. Interviewers will have to give a sticker to each of the interviewees after finishing the interview for identification purpose.

Applicant will be charged for other expenses (such as airside permit, additional manpower etc.) incurred in the survey.
