PG 98/03 Annex 1 Guidelines for producing annual work plans for the statistics multi-beneficiary programme Eurostat theme (including theme code) This will be need to be consistent with the themes and codes used by Eurostat in its statistical programme. It is recognised that this may not be easy to reconcile with national statistical programmes. Where problems of this nature exist, they should be explained in a footnote. Detailed subject area (including Eurostat module code, if relevant) Describe the detailed statistical area. In some cases it will not be necessary to describe more than one area per theme; judgements about the level of detail to describe will need to be made. If it is possible to relate this to Eurostat’s modules, then the module code should be given (see the “blue book” for modules and module codes). Assessment of compliance with Eurostat requirements (blue book) Describe the current level of compliance with the requirements outlined in the “blue book” and elsewhere (changes to Eurostat’s requirements are constantly being made). Use should be made of the results of the screening exercise and of other assessments as far as possible. Indicate data series currently collected by Eurostat. Try to give realistic assessments of data quality as well as methodology, timeliness and coverage where possible. Main constraints to compliance Include a brief description of the main problems faced when trying to satisfy Eurostat’s requirements in this field. This should cover problems associated with data quality, methodology, timeliness, and coverage. Steps planned to address constraints Briefly describe internal plans (if any) to address the problems faced when trying to meet Eurostat’s requirements. Please do not describe technical assistance activities requested or planned from the multi-beneficiary programme, although it may be appropriate to mention other assistance projects, such as National Phare programmes or others. Multi-beneficiary assistance activities planned for the year Include in this separate section plans to participate in working groups and other assistance activities of the multi-beneficiary programme. Precise detail is not required; plans to participate in pilot projects or task forces, and technical working groups that occur on a regular basis (the customs code committee, for example) should be mentioned. It is not necessary to detail TES courses or trainees secondments, or to give the activity codes of any meetings (these details will be recorded in the monthly plans). Expected state by end of year, including changes in the compliance assessment Describe changes (if any) that are expected, both in a general sense, and as they relate specifically to Eurostat requirements. Expected improvements in compliance should be recorded.
