PERMISSIBLE USE OF CATHOLIC UNIVERSITY OF AMERICA FACILITIES FINANCED BY D.C. TAX-EXEMPT BONDS ------

To use facilities financed by the University’s District of Columbia tax exempt bond financing, the use must be “related” to the University’s tax exempt purposes, i.e., its educational mission. That usage that would be deemed “related” and thus permissible would be the following:

1. Enrolled students of the University during the period that they are students.

2. Employees of the University who serve as Resident Advisors of students of the University who are residents of University facilities.

3. Individuals visiting the University for the purpose of attending any educational offering of the University or any school or academic or administrative department thereof.

4. Parents and guests of students while the student is receiving an education at the University (including in-semester housing, housing during graduation, football games and University special events).

5. Potential students and their parents and guests during recruiting functions and other visits by potential students associated with any activity leading to their possible admission to the University, including, but not limited to, taking preadmission exams, engaging in interviews, filing applications, career counseling and the like. Parents, siblings and other family members accompanying prospective students may also be given lodging in University facilities.

6. Guests of students, faculty and administrators who are visiting the University for the purpose of attending or participating in a University sponsored event occurring on the University campus or elsewhere.

7. University alumni visiting the campus for purposes of class reunions or other alumni functions.

8. Individuals visiting the campus for the purpose of attending an educational offering of another educational institution (secondary or postsecondary), a primary portion of the instruction for which is being given at the University with the use of University facilities. The University’s office of General Counsel must review the educational mission of the other educational institution and its educational program to assure that the University’s educational mission will be advanced by allowing individuals attending the program to use bond financed facilities.
