MINUTES
Dan Gibbons called the meeting to order at 6:00 p.m. with the Pledge of Allegiance. This meeting was held in the Board of Education Conference Room.
Present: Phil Austin, Siubhan Bongiovanni, James Boswell, Louis Cianfrocco, Edward Gratien, Daniel Mayer, Russell Wehner, Geoffrey Zimmer
Absent:

I. Executive Session
Motion by Wehner, seconded by Boswell that the Board adjourn into Executive Session at 6:02 p.m. for the discussion of negotiations and personnel issues.
VOTE: AYES – 9 NAYS – 0
Motion by Mayer, seconded by Wehner that the Board return from Executive Session at 6:25 p.m.
VOTE: AYES – 9 NAYS – 0
The Budget Information session was held from 6:30 p.m. to 7:10 p.m. followed by the Regular Board of Education meeting.
II. Public Comments
The Chittenango Central School District Board of Education welcomes and encourages public input and comments. Board meetings are open meetings held in public, but are not public meetings in the sense of traditional town meetings. The Board accepts and understands its obligation to represent and to listen to the community. The time for public comments is offered at the beginning of every Board meeting. Members of the public are also encouraged to contact Board members before or after Board meetings to express concerns. The Board reserves the right to encourage or exclude comment at any other time. Public comments, at Board meetings, are welcomed within a controlled forum format, as facilitated by the Board President, which does not permit open discussion of confidential issues, such as, but not limited to, student discipline and personnel performance. Issues of a confidential nature would be forwarded to the Superintendent for further review and response.
There were no public comments at this time.
III. Consent Agenda
Upon motion made by Wehner, seconded by Austin, the following resolutions were offered: A. Minutes
1. Approve the Minutes of the Regular Board of Education meeting from March 1, 2016.
B. Financial
1. It is recommended that the Treasurer’s Report for January 2016 be accepted.

2. It is recommended that the Claims Auditor’s Report for January 2016 be accepted.
3. It is recommended that the Budget Status Report for February 2016 be accepted.
4. It is recommended that the Revenue Status Report for February 2016 be accepted.

IV. Educational Presentation/Topics
A. New York State Grades 3-8 Math and ELA Testing: Mike Eiffe – Information/Discussion
Mike Eiffe gave an update on the grades 3 – 8 NYS ELA and Math assessments, which will begin on Tuesday, April 5, 2016. Chittenango Central Schools strongly encourages all parents to allow their children to participate in NYS ELA and Math testing this school year. B. 2016-2017 Kindergarten Registration: Michael Schiedo – Information/Discussion
We held our initial 2016 – 2017 kindergarten registration on March 7th and 8th. We had 28 kindergartners register at Bridgeport Elementary School and 66 kindergartners register at Bolivar Road Elementary School. At the same time last year we had 19 register at Bridgeport and 55 register at Bolivar. Our current kindergarten class has 116 students enrolled. V. Old Business
A. Spring musical Hairspray on April 7-8, 2016 at 7:00 p.m. and on April 9, 2016 at 2:00 p.m. and 7:00 p.m. – Information/Discussion
B. Probationary Reviews on May 17, 2016 at 6:15 p.m. and June 7, 2016 at 5:30 p.m.: Mike Eiffe – Information/Discussion
C. Board of Education Elections/Annual Budget Vote on May 17, 2016: Scott Mahardy – Information/Discussion
The annual Board of Education elections/budget vote will be held on Tuesday, May 17, 2016 from noon – 9:00 p.m. Dan Gibbons, Siubhan Bongiovanni and Phil Austin’s seats will become open. All three candidates plan on running for re-election. Board of Education ballots became available on March 1st. If anyone would like to run for a BOE seat, please pick up your ballot from the business office. All ballots are due back in the business office on Monday, April 18, 2016 by 4:00 p.m.
D. Smart Schools Bond Act: Scott Mahardy/Michael Schiedo – Information/Discussion

MINUTES
Scott Mahardy and Mike Schiedo gave an update on our $1.6 million Smart Schools Bond Act grant application to benefit instructional technology throughout the Chittenango Central School District. We will hold a public hearing on April 12, 2016 for the preliminary Smart Schools Investment Plan. VI. New Business
A. It is recommended that the Board of Education accept the bids from Ruston Paving in the amount of $81,200.00 (base bid, Alt L-1, Alt L-3) for paving and Bacon & Seiler Constructors in the amount of $9,785.00 (base bide) for VCT replacement at the Chittenango High School for the Capital Outlay project. Discussion/Action
Motion by Zimmer, seconded by Wehner to approve.

B. It is recommended that Mark Gilbert be nominated for membership on OCM BOCES Board of Education for a three-year term effective July 1, 2016 through June 30, 2019. Discussion/Action

Scott Mahardy gave a projected three year financial plan beyond the 2016 – 2017 school year. E. Spring Sports Updated: Michael Schiedo – Information/Discussion
Varsity and junior varsity spring sports practices started this past Monday. Overall, student participation numbers are up for all teams, with the exception of JV girl’s lacrosse and JV girls’ softball. F. State Comptroller’s Office Audit: Scott Mahardy/Michael Schiedo – Information/Discussion
The State Comptroller’s Office will be conducting an audit of Chittenango Central School’s finances beginning March 24, 2016. The audit period will cover July 1, 2014 – February 29, 2016.

MINUTES
1. It is recommended that the retirement resignation of Rosalie Haynes, School Bus Driver, be accepted effective March 30, 2016.
2. It is recommended that the retirement resignation of Cynthia Gray, Typist, be accepted effective April 29, 2016.
3. It is recommended that Juli Pace be re-instated as a 1.0 FTE Art teacher effective September 1, 2016 at Step 10, Class 7 (M).
4. It is recommended that Juli Pace, Art teacher, be granted an unpaid parental leave of absence for the 2016-2017 school year.
5. It is recommended that the following 2015-2016 Spring Coaching co- curricular appointments be approved:
