Safety Officer / Stadium Manager Job Description
Responsible to: Chief Executive and the board of directors
MAIN PURPOSE OF JOB:
1. To ensure, as far as is reasonably practicable, the safety of everyone attending events at Leyton Orient Football Club ground in accordance with the safety certificate and the club’s safety policy statement and the testing, maintenance, servicing and ordering of all work requirements. The Safety Officer must hold the necessary qualifications to fulfil the position of competent person in the safety certificate. 2. To oversee the effective operation and maintenance of the Stadium within agreed budgets.
GENERAL DUTIES:
1. attend all organised football matches and other public events held at the Stadium; 2. be directly responsible for the direction of staff and stewards engaged in ground safety operations and maintain an efficient communications system; 3. maintain compliance with all required safety certificates and regulations in respect of football matches, day-to-day operations and special events at the stadium; 4. act as matchday Safety Officer and be responsible for the supervision of the Deputy Safety Officer, Chief Steward, Senior Stewards, Fire Stewards and Stewards; 5. liaise with the Secretary on administrative and routine matters connected with ground safety, Stadium Technicians concerning maintenance work within the stadium, Head Groundsman on matters within his area of responsibility, and Medical Practitioner, i.e. St. John Ambulance staff to ensure adequate medical provisions are available; 6. liaise on behalf of the club with the emergency services, i.e. police, fire and ambulance services and any other body in relation to safety at the Stadium; 7. attend meetings of LOLAG; 8. attend other meetings as required; 9. assume responsibility for the selection and provision of training for stewards employed by the club; 10. act as Liaison Officer with all emergency services in the event of an unforeseen incident; 11. evaluate the performance of the ground safety staff and initiate any changes of emphasis that may be required; 12. contribute professional advice to the club on all issues affected by the Green Guide and future safety legislation; 13. co-ordinate, monitor, and advise upon safety matters affecting the stadium; 14. undertake additional tasks jointly agreed between the post holder and the Chief Executive of the club; 15. responsible for the whole complex / facility; 16. arrange procurement / hire equipment, as necessary; 17. ensure systems and all tasks ready for event; 18. arrange ground maintenance, as necessary; 19. responsible for risk assessment / corrective action lists; Structural: Barriers, Advertising boards, Maintenance Mechanical: Water storage, Drainage, Plant, Landscaping Electrical: Lighting, Emergency light, PA, Generator Health & Safety: Health and Safety Act, Contractors 19. ensure environmental health requirements are met in all food preparation areas; 20. ensure appropriate statutory records for all club properties are maintained: 21. arrange extinguisher planning and maintenance for all club properties: 20. contract preparation / planning; 21. budget management (planning and maintenance) for all club properties; 22. arrange cleaning programme: 23. ensure appropriate liaison with: PCT, Outside caterers, Contractors, Commercial, TV, Scaffolding, Temporary structures; 24. attendance at meetings; 25. compliance with all health, safety and event related legislation; 26. support and back up to other club management; 27. prepare method statements, as necessary; 28. be responsible for Stadium Technicians and Head Groundsman and their work schedule; 29. arrange PAT testing at all club properties; 30. arrange permit to work; 31. constantly monitor and recommend to Executive of club ways to improve the efficiency of the Stadium.
RESPONSIBILITIES
The Safety Officer will, 24 hours before each event, ensure: 1. that defects reported upon at the previous match have been rectified by the appropriate department; 2. that the fire warning and automatic detection systems are tested and action taken to rectify any faults by Stadium Technicians; 3. by means of a physical inspection of the ground, that there are no hazards to spectators;
BEFORE EACH EVENT
The Safety Officer will: 1. Liaise with the police match day commander to ensure: a) that procedures are in force for identifying the sections of the ground to which spectators may be admitted; b) that strategic gates are identified and staffed by stewards, before spectators are admitted to the ground; c) that sufficient trained stewards, or police officers, are in position to monitor and prevent overcrowding of spectators in any areas within the ground; d) that the computerised spectator counting system and monitors are fully operational and that, in the event of a malfunction, there is a manual counting system that can immediately be introduced.
2. Ensure: a) that the Deputy Safety Officer/Chief Steward has sufficient trained stewards available, together with sufficient supervisors, positioned as prescribed in the Safety Certificate; b) that all stewards are fully briefed on their duties and what is expected of them during the event; c) that sufficient trained stewards are provided and positioned to effect a safe and orderly evacuation of supporters in the event of an emergency; d) that all staff know the location of the central control point, who is in charge of safety on the day and the line of communication.
3. Inspect the ground to ensure: a) that there are no stored combustible or hazardous materials that could present a danger to supporters; b) that there are no materials that could be used as missiles; c) that all ingress and egress routes within the ground are clear of obstructions, and that the surface does not present a hazard to spectators; d) that all exits are unobstructed; e) that all gates open easily and that any drop bolts locking devices prescribed in the Safety Certificate are functioning correctly; f) that copies of the Stadium Regulations are displayed within the ground; g) that all exit and directional signs are in place and in a reasonable condition.
4. Ensure that the following equipment and/or systems are tested and where necessary faults rectified: a) the public address system; b) loud hailers; c) temporary lighting; d) fire fighting equipment; e) any telephones that are normally staffed during the time the ground is open to the public but are not used for frequent communication;
5. Ensure: a) that a sufficient number of trained first aid personnel are available; b) that the first aid equipment and materials are in accordance with provisions of the Safety Certificate.
DURING EACH EVENT
The Safety Officer will: 1. be in attendance at a central point when an event takes place. The sole duty of that person during the course of the vent will be that of safety, and he or she will be easily identifiable; 2. monitor stewarding levels on match days to ensure effective and equitable distribution of staff commensurate with the Safety Certificate; 3. assume responsibility, on behalf of the club on match days, for spectator safety; acting in full co-operation with the emergency services.
AFTER EACH EVENT
The Safety Officer will: 1. ensure that all litter and combustible waste, or other materials, are cleared from the ground (by contractor if necessary); 2. have the ground inspected to ensure it is free from signs of damage that might be of potential danger, and, as appropriate, ensure that any action is taken to rectify any faults found; 3. ensure that the stadium is secured locked and vacated by all personnel. ANNUALLY
The Safety Officer will: 1. ensure that a detailed annual inspection of the ground for signs of damage which may create a potential danger to members of the public. Such an inspection will be visual and include boundary walls, fences, gates, elements of structure, and all safety installations. Any defects found will be recorded and action taken to rectify them as soon as possible; 2. arrange for a visual check of all handrails for 25% to be tested (i.e. all elements should be tested at least once every four years), together with all other testing required by the Safety Certificate.
CONTINGENCY PLANS
The Safety Officer will: 1. in association with the police and other emergency services, produce plans to cover various contingencies up to and including the evacuation of the ground, or any individual part of it; 2. to test the contingency plans by way of an exercise; 3. review all contingency plans before the start of each season and immediately following any alteration to the ground or changes in the club’s operating procedures.
TRAINING
The Safety Officer will ensure that all staff who are on duty for matches are trained in: 1. the action to take in the event of fire or other emergency; 2. basic first aid; 3. the club’s contingency plans; 4. the club’s safety policy; 5. other modules as determined by the current certification in force for match day staff.
RECORDS
The Safety Officer will ensure that records are maintained of all safety tests and/or inspections carried out in the ground. In addition, he or she will keep records of: 1. the number of spectators attending each match; 2. the weather conditions at each match; 3. all reported injuries to any spectator.
All records must be kept at the club’s premises and be available for inspection by any duly authorised person.
GENERAL
The Safety Officer will: 1. keep under constant review the club’s safety police statement and the job description; 2. bring to the attention of the Board of Directors in writing any matters which it is felt would lead to an improvement of spectator safety. Qualifications Required
NVQ Level 4 (Or working towards) SIA License preferred but not essential PC Literate (Word; Excel etc.) 3 Years working in a stadium/venue environment.
