1.0 Call to Order As requested by Council Chair James Collins, Ms. Launay-Tarlecki called the meeting to order at 9:16 a.m. and served as Chair for the review of the Department of Technology (DTI).

1.1 Review and Approval of December Minutes The Council reviewed the December meeting minutes. Ms. Gottschalk made a motion and recommended the minutes be approved with changes made to pages two and three to remove highlighted areas. Ms. Edwards seconded the motion to approve the minutes and they were unanimously approved.

2.1 New Business Ms. Launay- Tarlecki thanked the Council members for attending the meeting and introduced the Council members to the Department of Technology and Information leadership team.

2.2 Presentation by Department of Technology and Information (DTI) Chief Information Officer, Mr. Collins began his presentation by providing the recently updated mission, vision and core value statements. He stated he wants to close the gap with IT services and ensure accessibility for all Delawareans. Executive Order 20 which centralized IT services for State agencies has caused an 18% growth with DTI. When comparing DTI to the available labor market, the department is under-represented by minorities in two out of six categories and for women four out of six EEO-4 categories.

Mr. Collins provided the following accomplishments for DTI:  Developed a 90 day follow-up survey for new employees.  CIO meets with separating employees to discuss reasons for leaving.  Continue successful programs such as DigiGirlz and Delaware Tech Panel presentations.  Creating a Women in Technology Scholarship to encourage women to enter the IT field.

Mr. Collins provided the areas below that need continued focus:  Employee training and development in the areas of unconscious bias, ADA and selection interviewing.  Added virtual town hall meetings and employee recognition events to enhance workplace culture.  Community outreach initiatives need to be increased.  Since the time of the report meetings were held with Dr. Williams of DSU and Dr. Brainard of DelTech to develop internship opportunities.  Diverse teams are sent for recruitment events.  DTI has a partnership with Easter Seals to allow people with disabilities to volunteer in the DTI Output Management printing section.  During the hiring process managers demonstrate efforts for diverse recruitment to the CIO for underrepresented categories.

Also of note by the Council during the review were comments regarding the various functional areas within DTI. A suggestion was made to obtain more information from employees on what attracted the particular employee to DTI.

The Council also suggested that DTI look into opportunities for training in areas that OMB offers.

Statistics were also requested on how diverse are DigiGirlz participants.

The Council appreciated the thorough review of DTI’s EEO efforts for FY2015. Ms. Gottschalk commended CIO Collins for having the overall responsibility of ensuring the administration of DTI’s EEO policy and Affirmative Action program. Ms. Launay-Tarlecki commented that she could see the passion for this topic within CIO Collins and looks forward to seeing how the Department will affirmatively further moving the EEO needle. Ms. Launay-Tarlecki commended CIO Collins for Page 3 effective programs such as DigiGirlz and Women Scholarships. Ms. Fullman asked for the number of Hispanic employees within DTI, and suggested growing relationships with the Hispanic community.

3.0 Old Business Ms. Bonner provided an update on Governor Markell’s meetings with the Interdenominational Ministers Action Council (IMAC). The IMAC held on January 6, 2016 and the IMAC issued their final report. The report indicates valid concerns within State government that will be addressed through policies and practices. There will be discussions with an independent consultant regarding proposed review of policies and practices and the scope of work. It is uncertain now whether this will branch out into other departments. Ms. Fullman asked how much of the topic of discrimination, bias and racism falls within the jurisdiction of the Council? Mr. Collins responded stating it is reasonable to believe that the scope of the Council could be expanded in the future. If there is an opportunity to be more aggressive, the time is now and he is open to further discussion. The discussion involved expansion of the roles and responsibilities of Boards and Commissions and legislated changes to expand the over-view of the Council.

Ms. Gottschalk mentioned that if a climate survey is completed, it would be a good idea to add questions about the hiring process. Dr. Yancey-Bragg felt it would be a good idea to survey interview panel members to find out how they are feeling about the current interview process. This would particularly apply to diverse panel members.

The Council had previously recommended a statewide climate survey prior to the end of the Administration.

3.1 Governor’s Summit – May 19, 2016 Mr. Collins thanked Council staff and the Summit Sub-Committee members for pulling together a document that outlines the summit format, possible themes, speakers and estimated costs. Due to lack of time, the document will be emailed to all Council members and feedback was requested by January 25, 2016.

3.2 Agency Reviews This item was tabled until the February meeting.

3.3 Statewide Recruiter Updates The Recruitment Workgroup will be meeting on January 19, 2016 and then quarterly thereafter. Attendance has been low which is why the meetings where moved from monthly to quarterly. Mr. Collins stated that if attendance didn’t increase he would look for ways to encourage participation from the Council.

A new project, SPARK, is under-way in partnership with the United Way. This program currently has 15 schools participating with plans to expand and helps give students industry related skills needed to work in hard to recruit positions.

Work is being done on the DEL website to include links to non-merit vacancies. Mr. Collins thought it would be a good idea to send a message to those who sign-up for automatic job notification about this. Ms. Fullman recommended posters be developed to have within the Department of Labor to advertise this.

Human Resource Management has been working with the Department of Labor to bridge the hiring gap for veterans. Currently, there are internship opportunities available through the Wounded Warriors project.

3.4 Next Meeting- Wednesday – February 3, at 9:00 a.m.

4.0 Adjournment Mr. Awad moved to adjourn the meeting at 11:55 pm and the motion was seconded by Dr. Yancey- Bragg. Mr. Collins adjourned the meeting at 11:55 pm. Page 4
