Avon Property Owners’ Association, Inc. Spring 2012 Meeting Notes April 7, 2012

Board Members Present:

Brent Larson, President Mary Turick, Vice President Norm Campbell, Director Pat Weston, Director

Brent called the meeting to order. Approximately 50 members were in attendance. Pat was recognized with flowers in appreciation for her service as APOA President.

The Minutes of the Fall 2011 Meeting were approved as presented.

Pat presented the Treasurer’s Report as prepared reading from the Financial Reports for both the calendar year 2011 and the first calendar quarter of 2012. It was noted that cash- on-hand totaled $30,003.17 as of April 6, 2012. It was also noted that APOA has committed funds to several initiatives including Operation Clean Beach ($8,000), Scenic Byway Project ($5,000), Fireworks ($1,000) and Scholarships ($3,000). The Treasurer’s Report was approved as presented.

Reports of Committees

The agenda indicated Membership of 589 for 2011. Year–to-date membership for 2012 totaled 148 as of the meeting.

Norm presented the Boardwalk Committee report noting that 539 boardwalks had been repaired or replaced by the committee. A question concerning a boardwalk on Croaker will be researched by Norm. In response to a question on the use of Trex as a repair material, it was noted that use of the material was cost-prohibitive at this time. Norm also reported on the locations maintained by APOA.

Frank Folb reported for the Clean Beach Committee. APOA will be contracting with the same company as last year to perform the service under Frank’s supervision.

Pat reported for the Scholarship Committee noting that Betsy Gwin would be contacted to assist with the determination of the recipients.

Old Business The Officers and Directors were approved by acclamation. It was noted that Rick Anzolut was added to the Board and elected Secretary by action at the February Board Meeting.

The Dare County Scenic Byway Committee “Pathways Project” was presented by Mary Helen Goodloe-Murphy. It was noted that Albemarle Associates would be handling the project with surveying to begin soon. The eight mile length and five foot width would run through the villages. Highway Department money would be matched by funding from donation, including $5,000 from APOA. The Kinnakeet Civic Association would be handling maintenance in Avon. It was also noted that additional grant funds were requested for a byway south from CHHS and that a grant to establish a graphic identity was also in the works so visitors could identify important stops along the byway.

The Spring Seedling Giveaway was explained by Mary Helen Goodloe-Murphy. Numerous persons received Willow Oak and Persimmon tree seedlings along with Bee Balm and Verbena plants.

New Business

The 2012 Fireworks report was given by Pat. The permits are in progress with verbal commitments. Fundraising to cover half of the $15,000 cost is on-going. Packets requesting donations are going to homeowners and renters for the week of July 4th. Food and beverage vendors are being solicited for the event to be held on the west side of Hwy 12 between the northern limit of Kinnakeet Shores and Spa Koru. A “large inflatables” area is planned for the Hatteras Realty property. Publicity and other planning efforts are continuing. Pat is requesting additional volunteers. Interested persons should contact her.

Sand Fencing south of the Avon Pier, a project of the Kinnakeet Civic Association, was reported on by Pat. A successful project to-date, a second phase is planned this year to install fencing all the way to Ramp 38. The four foot walkway on Ocean View Drive was also presented.

Beach Access Legislation and pending lawsuit updates were presented by John Couch, President of the Outer Banks Preservation Association. House Bill 4094, sponsored by Congressman Walter Jones, was covered. Additional details on access issues can be found at www.obpa.org. John covered the background of the issue and the two-tiered approach to restoring access for ORV users. Legislation and litigation are both occurring. John encouraged citizen involvement and noted numerous efforts to-date.

Announcements

Pat reported on a civil war exhibit at the Graveyard of the Atlantic Museum.

The Community Garden behind Fox Water Sports in Buxton was also the subject of an announcement. Persons interested should contact Carol Bauer for opportunities.

The APOA is on Facebook thanks to Laura Larson. The Fall 2012 Meeting is Saturday, November 24, 2012.

After approximately two hours, the meeting was adjourned.
