CITY OF HAUSER Location: 11837 N. Hauser Lake Road, Hauser, Idaho 83854 HAUSER CITY COUNCIL MINUTES REGULAR MEETING: RESCHEDULED TO July 19, 2017– 6:30 p.m.

CALL TO ORDER 6:39 p.m.

PLEDGE OF ALLEGIANCE: Lead: Kinzo Mihara

ROLL CALL: B. Ray, telephone; Griffith, absent; Beck, present; Mihara, present

MINUTES: Budget Meeting #1: 5/17/17 at 5:30 p.m. Budget Meeting #2: 6/27/17 at 5:00 p.m. Regular Council Meeting: 6/23/17 at 6:30 p.m. Council member Beck moved to approve above listed minutes as presented. Council member Mihara seconded the motion. Roll call: B. Ray, aye; Beck, aye; Mihara, aye. Motion carried.

Mayor Hatfield called for a motion to move the Treasurer’s Report and Disbursements to b. and move Attorney Gabbert to c. below. Council member Beck moved to approve moving b. to c. and c. to b. placement. Roll call: B. Ray, aye; Beck, aye; Mihara, aye. Motion carried.

REPORTS: a. Mayor: Claire Hatfield ICRMP Cancellation of Dickinson Insurance Agency: The cancellation took place on May 31, 2017 as notified by ICRMP on 6/20/17. A decision needs to be made by the City to find a new carrier. ICRMP sent a list of possibilities. Council member Beck suggested Insurance Northwest in Coeur d Alene. Mihara had no input one way or other. Attorney Gabbert suggested the City Clerk call Dickinson and Northwest Insurance. Council member Mihara moved to appoint the City Clerk, D. Ray, to contact Dickinson Insurance and selected any one of the three agencies listed to ascertain the best possible outcome for this change. Council member Beck seconded the motion. Roll call: B. Ray, aye; Beck, aye; Mihara, aye. Motion carried.

b. Treasurer’s Report: Keri Amos-Sorenson . Treasurer’s Report . Disbursements Treasurer Amos-Sorenson reported a few building permit moneys arrived. There was nothing major, and all the expenses were normal except for the updated Code Books charge. Council member Mihara moved to pay the bills and approve the Treasurer’s Report. Council member Beck seconded the motion. Roll call: B. Ray, aye; Beck, aye; Mihara, aye. Motion carried.

c. Attorney: Christopher Gabbert . Gun Club Fees: Attorney Gabbert said he has been working with Bill Appleton on the Gun Club fees issue and filed an objection to the request for costs and fees. The Supreme Court will respond next. He did say the Gun Club attorney, Weeks, will work with the City regarding remittance. . Public Records Request: Gabbert said he was working with Clerk D. Ray on a public records request from an outfit out of Florida asking for salaries of all employees. D. Ray is the only “employee.” . Kootenai County Sheriff Contract: Gabbert said he contacted the County Attorney, Darin Murphy, about the ongoing enforcement issue. He will look into it to see what he can come up with for an agreement for services for the City of Hauser. Renegotiation will probably be necessary.

e. Code Administration/Enforcement & Hauser Rinse Station: Cindy Espe - absent National Flood Insurance Program: Mayor Hatfield said she got a copy of the letter from the National Flood Insurance Program. Clerk D. Ray explained that Council decided to wait until the new Comprehensive Plan was complete since it would be cost effective to wait and do the Ordinance approving both at the same time.

f. City Clerk: Donna Ray Ticketing Issues by County Sheriff: D. Ray reported she sent letters to the two people involved. One of those letters was returned to sender because of wrong address. It was a money order. She asked what the City wants to do now. Attorney Gabbert suggested holding the file and do nothing for now until he works with the County Sheriffs Department. City of Hauser Covered Sign: The City has a roofed posted sign platform on the side of the out- buildings. D. Ray sited a person who lived across the road in the Village for 30 years, and never saw the City of Hauser sign on the side of this building until he had to find the City Hall one day. So, D, Ray suggested putting this sign at the corner of Holiday Way and Hauser Lake Road. It may attract attention of meetings, public hearings, etc. and get attendance at our Council meetings. We have one who has been a faithful attendee, Jan Hensch. D. Ray thanked Ms. Hensch. Council member Mihara will work with Cindy Espe on this project regarding permits or whatever else may be needed to proceed.
