Former County Championship Referees G.R.Ashwell, H.R.Blagrove, H.A.Douglas, D.H.Easby, D.G.Francis, G.A.Kynaston, E.J.Robins, N.R.Sanson, G.Strong, L.C.Stephens, A.Young, T.L.Ashworth, P.Emerson THE OBJECTIVE OF THE SOCIETY The objective of the Society is the continuous improvement of the quality of refereeing of games arranged by the Berkshire County Rugby Football Union or by Clubs or schools affiliated to the Society, by recruiting, training, advising, grading and appointing referees, by exchanging refereeing appointments with other Referees Societies, and by any other means deemed to be appropriate by the Committee.

1. MEMBERSHIP Any person may become a member of the Society after being proposed by an existing member and being approved by the Committee of the Society. New members are always welcome, and any person interested in joining or knowing of someone who might be , should contact any existing member of the Society.

The Committee may nominate for election to Life Membership by the Annual General Meeting, any member considered to have rendered exceptional service or brought distinction to the Society.

2. GRADING Referees joining the Society are first placed on the supplementary list, and transferred to the Official List when they have been suitably graded. The Grading Committee meets twice per season, and members may be graded or regraded at other times in special circumstances. Through its official Referee Advisors, the Society attempts to watch all referees at least twice per season. In addition the Grading Committee will monitor the Match Report Cards. Match Report Cards are available at the Monthly Meetings. A Match Report Card should be given to each team captain before every game, for completion and mailing (Freepost) after the game. Completed cards will be available for collection at the Monthly Meetings.

3. APPOINTMENTS AND AVAILABILITY Members will be notified of their monthly appointments in the preceding month. Members should advise the appropriate Hon. Appointments Secretary of their non-availability as early as possible and NOT wait until they have received their appointments. This also applies to members placed “On Reserve”. Members must ensure they keep their availability up-to-date on Who’s The Ref - www. whostheref.com

4. MONTHLY MEETINGS The Society attaches major importance to Monthly Meetings and expects all members to attend regularly. Meetings will be held at Sonning Golf Club, Duffield Road, Sonning RG4 6GJ on the Third Tuesday of the month, starting at 8.00pm.

As well as our guest speakers, normal business will be conducted. A buffet is served during the meeting. Please Note: Members attending Monthly Meetings are entitled to claim from home & return mileage @ 20p / Mile.

5. CLUBS AND SCHOOL CONTACTS There are lists of affiliated Club and School Contacts in this Handbook. They should contact referees in good time before each match to confirm the appointment and supply any relevant details. The Society’s relationships with clubs and schools are normally excellent, but any problems should be referred without delay to the Hon. Secretary of the Society.

6. KIT AND INSIGNIA Referees are to wear the shirt, shorts and socks as provided by the Society. Referees who have completed their ELRA3 are entitled to wear the Society shirt with the Society emblem embroidered thereon. All available items of kit will be issued to new Referees once they have completed 10 Society appointed fixtures. Members who have had kit lost or stolen will be required to replace the missing kit at their own expense.

7. INSURANCE Members are covered by the R.F.U Insurance Scheme against death, disability, and public liability whilst officiating as a referee, touch judge or adviser, providing: i. the game is arranged and played in accordance with the Laws, Rules and Regulations and Directives of the Rugby Football Union, and ii. the member is officiating with the knowledge and approval of the Society. All official Society appointments will be covered. Members otherwise requested to officiate should contact the appropriate Hon Appointments Secretary before accepting, to ensure the insurance is in place. This also covers youth games, however, you should also have cover from the home club. Members are also covered against death and disability whilst travelling directly to and from appointments. For further details of the R.F.U. Scheme contact the Hon Treasurer.

8. TRAVELLING EXPENSES For travelling to appointments, Members are entitled to claim from the Society all reasonable public transport fares incurred. Where a private car is used, a rate of 40 pence per mile (Appointments) or 20 pence per mile ( Society Meetings) may be claimed from their Home or the County Boundary and return. In exceptional cases, the reasonable cost of overnight accommodation (maximum £60.00) may also be claimed.

Members considering making an overnight stay should discuss their intentions with the Hon Appointments or Exchange Secretary. Claims should be submitted within one month to the Hon. Treasurer, using the official Claim Forms (obtainable at the Monthly Meetings or the Web site), and include receipts for all fares and accommodation. Referees that reside outside of Berkshire are reminded that expenses are paid ONLY from the County boundary. This does not apply to appointed Exchange fixtures

9. INTERNATIONAL TICKETS Because of the decrease in the quantity of tickets the Society is now receiving from the RFU, it has been decided not to send out application forms for these games. Tickets WILL NOT be issued until such monies have been received.

10. DISCIPLINARY PROCEDURES a) PROCEDURE TO BE ADOPTED AFTER A PLAYER IS ORDERED OFF THE PLAYING ENCLOSURE

Referees should refer to the relevant pages in the Law Book. A Sending Off form is available by going to www.bsrfur.co.uk and using the link to the RFU web site.

A recent change in IRB Regulations means that Players sent off are suspended with immediate effect and Disciplinary Tribunals must be convened without undue delay. It is for this reason that Reports MUST be submitted within 48 hours of the completion of the game and forwarded to the Discipline Officer b) REPORTING ABUSE

Referees who are subjected to abuse in any form whilst fulfilling an appointment MUST complete the RFU Abuse Report Form. NO EXCEPTIONS. These can be obtained by logging onto www.bsrfur.co.uk and using the RFU link. On completion, send to Mike Jacques via email or by 1st Class post.

ALL REFEREES HAVE BEEN ISSUED WITH THE SOCIETY’S DISCIPLINE & ABUSE POLICY DOCUMENT. FAILURE TO ADHERE TO THIS POLICY MAY RENDER THE MEMBER LIABLE TO SOCIETY DISCIPLINARY ACTION.

11. SPECIAL COMPETITION RULES Referees appointed to League, Berkshire Cup or other competition matches, should familiarise themselves with the relevant rules of the competition, e.g.- Time of kick-off Late turn-out by one team Uncontested scrums Drawn games Extra time To whom to refer a dispute The rules of competitions normally covered by the Society can be found on our website at www.bsrfur.co.uk For competitions outside the county, you are advised to contact the Home Club prior to kick-off for their competition rules. 12. AFFILIATION Any Rugby Football Club or School affiliated to The Berkshire County Rugby Football Union is automatically affiliated to the Society, and may have Society referees appointed to its home games by observing the relevant procedure and conditions set out In the Society’s Handbook. 13. APPOINTMENTS Club and School Referee Contacts should pay special attention to this Section. Any affiliated club or school may have Society referees appointed to home matches provided it complies with the following conditions:- a. Affiliated clubs & schools requiring the Society to appoint referees to its home matches should send a home fixture list to the Hon. Appointments Secretary as early as possible. The fixture list should show the date and the identity of the opponents for each home match. b. Otherwise the club/school should give the appropriate Hon. Appointments Secretary not less than four weeks’ notice of any match for which a referee or assistant referee is required. Every such application should be in writing, and must state the date and place of the match, as well as the identity of the opponents. c. Clubs/schools should not attempt to obtain the services of Society Members except through the Hon Appointments Secretary. Members of the Society should not accept appointments without the approval of the Hon. Appointments Secretary. d. If any match is cancelled it is the duty of the club/school to inform the appointed referee and/or assistant referees directly and to inform the Re-Appointments Secretary. Unless the Re- Appointments Secretary is informed of a cancellation, the appointment will automatically be charged to the club/school. e. The fee for each referee or assistant referee provided by the Society will be:- Clubs: £25 Schools: £25 These fees also apply to Exchange Referees from other Societies. Referees and Assistant Referees attempting to claim expenses from clubs/schools should be referred to the appropriate officer of their own Society. f. BILLING: (ALL CLUBS / SCHOOLS SHOULD NOTE) Clubs/Schools will be billed for the following periods: Aug/Sept/Oct Nov/Dec Jan/Feb Mar/Apr/May Society bills must be settled within 30 days from the date of issue (invoice periods are printed above). Any queries regarding invoices must be addressed to the Hon. Treasurer within 14 days from invoice date. Failure to pay within the stipulated period, the Society will advise non-payment to the Berkshire County RFU. Non- payment will instigate the withdrawal of the Society’s Referee services.

20. BERKSHIRE SOCIETY OF RUGBY FOOTBALL UNION REFEREES BY-LAWS (2010)

1. The Society will be known as the “Berkshire Society of Rugby Football Union Referees” 2. The objective of the Society is the continuous improvement of the quality of refereeing of games arranged by the Berkshire County Rugby Football Union or by Clubs or Schools affiliated to the Society, by recruiting, training, advising, grading and appointing referees, by exchanging refereeing appointments with other Referees Societies, and by any other means deemed to be appropriate by the Committee. 3. Any Rugby Football Club or School affiliated to The Berkshire County Rugby Football Union is automatically affiliated to the Society, and may have Society referees appointed to its home games by observing the relevant procedure and conditions set out in the Society’s Handbook. 4. The fees to be charged by the Society for providing referees will be decided by the Committee and approved by the Committee of the Berkshire County Rugby Football Union in advance of each season, and published in the Society’s Handbook. 5. Any person may become a member of the Society after being proposed by an existing member and being approved by the Committee of the Society. An Annual Membership Fee will be chargeable to all Members, excluding Life Members. The Fee, to be determined by the Society Committee, will be collected by the Hon. Treasurer in a manner agreed by the membership. 6. Referees joining the Society will be placed on the Supplementary List of Referees. When Referees on the Supplementary List have satisfied the Committee that they are suitably qualified they will be transferred to the Official List of Referees. Referees on the Official List will be graded in accordance with the grading criteria set by the Rugby Football Union.

7. The Society will hold an Annual General Meeting In May in order to: a. elect the Officers and Committee to manage the Society for the following twelve months. b. agree a date for the presentation of the Annual Accounts by the Honorary Treasurer. c. conduct any other relevant business. 8. The following Officers of the Society will be elected from the membership of the Society: a. the Chairman b. the Honorary Secretary c. the Honorary Treasurer The Honorary Appointments Secretary shall be appointed by the Committee. Nominations for any of the Officer positions shall be accepted on or before the last day of April (to enable office holders to prepare any representations to retain their role, should they wish to do so). Any nominations for Officers of the Society or members of the Committee should be submitted with a supporting document comprising not more than one page of A4, setting out the qualities of that individual and what they propose to bring to the role they seek. This application should be signed by a Proposer and Seconder

9. The Committee of the Society will consist of:- a. the Officers b. a representative of the Berkshire County Rugby Football Union c. up to five other members of the Society elected at the Annual General meeting. d. any other members of the Society co-opted by the Committee. 10. A quorum of the Committee will be four including not less than two Officers and the Chairman of the meeting will be entitled to exercise a second (casting) vote. 11. The Committee will elect from the Officers or other Committee members, a representative to sit on the Committee of the Berkshire County Rugby Football Union, and a representative to sit on the Committee of the South Western Group of Rugby Union Referees. 12. The Committee may appoint permanent or temporary sub-committees with such powers as the Committee may determine. 13. The Committee may authorise the Honorary Treasurer to reimburse members’ expenses in relation to refereeing or its administration within the limits and conditions allowed by the Rugby Football Union. 14. The Committee may nominate for election to Life Membership by the Annual General Meeting, any member considered to have rendered exceptional service or brought distinction to the Society. 15. In the event of alleged misconduct or complaint against any member of the Society, the Committee shall consider the allegations and may dismiss the allegations or appoint a Disciplinary Panel to ascertain the facts. The member will be advised of the members of the panel and the process to be followed. The committee has the power to temporarily suspend the member, depending on the severity of the complaint. Should the alleged offender have any issue with the make-up of the panel, he / she must communicate by email or in writing his / her reasons to the committee as soon as possible and within a maximum 7 days of being advised of it. If deemed reasonable, the committee shall review the make-up of the panel either at the next committee meeting or at an ad hoc committee meeting (which must have a quorum of five) within 7 days of receiving the communication. The decision of the committee regarding the make-up of the panel shall be final. Following consideration of all available information, the Panel will present their findings / conclusions to the Committee. The Committee may accept those findings / conclusions or request additional investigation. If the Committee considers the behaviour of the member to have been detrimental to the society, the Committee may request the resignation of the individual, terminate their membership of the Society or impose any other sanction deemed appropriate. Any member sanctioned shall have the right of appeal against the finding and / or the sanction, that appeal to be submitted by email or in writing to the Chairman of the Berkshire Society of Rugby Football Referees within 14 days of being advised of the sanction. An Appeal Panel shall be appointed by the committee and shall consist of at least four members and shall not include any member of the original panel. The Appeal Panel shall allow the sanctioned member the opportunity to appear before the Panel and give evidence or make representations to it. The Appeal Panel will make their recommendation to the Committee, who shall have the power to confirm, vary or set aside the decision(s) of the original Disciplinary Panel. The decision of the Committee will be final. At all stages in the process the member will be given every opportunity to provide evidence and / or witnesses in his / her defence and in the event of any hearing may be accompanied by a person of his / her choice, who may observe proceedings and take notes but play no active part in the process. The decision of the Committee shall be communicated to members, unless possible legal consequences preclude it, by whatever means the Committee considers appropriate.

16. In the event of any dispute or uncertainty arising from these by-laws, the decision of the Committee will be final. 17. A Special General Meeting of the Society may be called by at least three members on the Official List submitting their reasons in writing to the Hon. Secretary at least 14 days before the proposed date of any meeting. 18. If and when these bye-laws are altered, rescinded or added to, a notification of the changes will be sent to the Secretary of the Berkshire County Rugby Football Union. If however, a proposed change will have an impact outside the Society, on either the game in Berkshire, the County Clubs or Schools, then the approval of Berkshire County RFU is still required.
