CITY OF WATFORD CITY CITY COUNCIL – SPECIAL MEETING APRIL 25, 2013

Minutes of the special City Council meeting held April 25, 2013 at 5:00 p.m. at City Hall. Present were Council Members Justin Voll, Randy Samuelson, Doug Bolken, Shane Homiston, Kris Pacheco and Marty Mulder. Also present were City Planner Curt Moen, City Attorney Wyatt Voll and City Auditor Peni Peterson. President Voll called the special meeting to order at 5:00 p.m.

Council Member Randy Samuelson moved to approve the City Hall Renovation and Emergency Services Building low bid contract to Ahtna Technical Services, including Alternate #1, in the amount of $2,914,700.00. Motion seconded by Council Member Pacheco and carried by the following roll call vote: ayes: Homiston, Samuelson, Pacheco, and Bolken; nays: Mulder.

Todd Norton, Advanced Engineering, provided Task Order No. 13 for review and gave a presentation on a Short Term Capital Improvements Plan.

Council Member Pacheco moved to approve paying Task Order No. 13 from Advanced Engineering (Area 6 – Sanitary Sewer Main Extensions-Revised – Construction Phase) in the amount of $151,000. Motion seconded by Council Member Mulder and carried by the following roll call vote: ayes: Samuelson, Homiston, Pacheco, Bolken, and Mulder; nays: none.

Council Member Bolken moved to approve the presented Energy Impact Grant Application to the Energy Impact Office. Motion seconded by Council Member Samuelson and carried unanimously.

Council Member Homiston moved to approve hiring Melissa Sandry as an Administrative Assistant for the Planning Department with a hire date of May 1, 2013; Category 3, Step 1. Motion seconded by Bolken and carried by the following roll call vote: ayes: Samuelson, Homiston, Pacheco, Mulder, and Bolken; nays: none.

Council Member Homiston moved to approve contracting with Gary Schwartzenberger to assist the Building Inspector at a rate of $30.00/hour. Motion seconded by Pacheco and carried by the following roll call vote: ayes: Samuelson, Mulder, Pacheco, Bolken, and Homiston; nays: none.

Council Member Bolken moved to renegotiate the current MDU Franchise Agreement. Motion seconded by Mulder and carried unanimously.

Council Member Bolken moved to renegotiate the current McKenzie Electric Limited Franchise Agreement. Motion seconded by Pacheco and carried unanimously.

Council Member Pacheco moved to approve the First Reading to Amend Chapter XIII – MDU Franchise and Chapter XVII – McKenzie Electric Limited Franchise. Motion seconded by Bolken and carried unanimously.

Council Member Pacheco moved to approve the First Reading to Amend Section 6-505, Article 5, Chapter VI - Relating to Classes of Licenses. Motion seconded by Homiston and carried unanimously. Council Member Pacheco moved to approve the raffle permit application submitted by Watford City Baseball Boosters. Motion seconded by Council Member Mulder and carried unanimously.

Council Member Samuelson moved to approve purchasing a new copier and plotter from Gaffaney’s. Motion seconded by Council Member Bolken and carried by the following roll call vote: Samuelson, Mulder, Pacheco, Bolken and Homiston; nays: none.
