Leather stitched together, stuffed with some pillow stuffing; tied onto helm with “granny knots" on either side.
A rectangle piece of velco taped to top of helm, then the crest made of leather with the bottom having velco on it to stick to the to of the helm. The same could work with a band of velco around the edge/side of the helm and the lower end of the crest have velco inside, so it slides over the top of the helm and is held in place by the velco.
Stuffed Animal attached (glued or duct-taped or magnet, etc) to helm.
Crest made of foam them wrapped in duct-tape (of appropriate tinctures), then taped down to helm.
Foam insulation, the sort injected as a liquid which solidifies. Create a mold of the crest object then make several, so when one gets too damaged, simply glued a new one to the helmet. The molded objects can be easily painted.
Paper mache...inexpensive, fairly easy to use, easy to paint (and this could be treated like a piñata and filled with candy so that a good blow could cause a rain of confection to go into the crowd).
Hot-wire carved styrofoam, used for the specific reason that the packing styrofoam used was the sort made of pressed pellets so a good head shot caused 'snow' all over the place. (However, please consider the environmental impact of this. Inside where it can easily be cleaned up is okay, but outside where birds and other small creatures might get a hold of it isn’t so good.)
