RECOMMENDATION:

That the City Council introduce the an ordinance repealing Section 1.04.995 of Chapter 1.04 of Title 1 relating to the Investment Advisory Commission and Section 1.04.997 of Chapter 1.04 of Title 1 relating to the Budget Advisory Commission and adding a new Section 1.04.996 of Chapter 1.04 of Title 1 of the Anaheim Municipal Code relating to the establishment of the Budget, Investment and Technology Commission.

DISCUSSION:

At the City Council’s direction, this office has worked with the City Clerk’s Office to reduce the number of City boards and commissions while maintaining the insight and contributions each such commission provides to the City Council and staff. With respect to the Budget and Investment Advisory Commissions, the Council directed that an ordinance be drafted to consolidate the two commissions into one commission and add a technology component to the scope of responsibilities of the new commission. As a result, the attached ordinance is presented for the Council’s consideration. The following summarizes the key provisions of the ordinance:

1) Both the Budget Advisory and Investment Commissions are dissolved and a new Budget, Investment and Technology Commission (the “BIT” Commission) is created;

2) The initial membership of the BIT Commission is eleven (11) members through June 30, 2011, and includes the current members of the Budget and Investment Commissions who desire to be appointed to the BIT Commission (the “transferred members”). After June 30, 2011, the BIT Commission will be reduced to nine (9) 200 S. Anaheim Blvd. members. Based upon the current make up of the Budget and Investment Suite #356 Anaheim, CA 92805 Commissions, and assuming each member desires to become a member of the BIT Tel: (714) 765-5169 Commission, the Council will be able to appoint five (5) new members to the Fax: (714) 765-5123 www.anaheim.net Commission upon the effective date of the ordinance, including a current member of the Budget Commission and a current member of the Investment Commission whose terms expired on June 30, 2010;

3) For purposes of complying with the term limits for City boards and commissions, the terms of the transferred members on their current commissions are treated as a term on the BIT Commission. Taking into consideration the number of terms which each transferred member has already served, the reappointment provisions of the ordinance allow each transferred member the opportunity to serve, between their service on their existing commission and their service on the new BIT Commission, a combined total of two terms; and

4) The duties of the BIT Commission are a combination of those duties of the Budget and Investment Commissions as well as new duties relating to technology.

IMPACT ON BUDGET:

There is no immediate impact on the City’s budget. With the reduction of one commission, however, there will be a savings realized in staff time necessary to adequately support the commission.
