Job Description
Post: Self-Directed Support Finance Administration Officer
Location: Based in Mount Vernon Community House operating across North Belfast
Grade: NJC Scale 4 Point 18 (£17, 714)
Reports to: C.L.A.R.E. Programme Manager
Accountable to: C.L.A.R.E. Board
Contracted: Full Time 37.5 hours (2 Year Fixed Term)

Purpose
C.L.A.R.E. is a community led organisation based in Mount Vernon and operational across North Belfast. The initiative addresses social isolation and improves the health and wellbeing of vulnerable adults and older people by connecting them to support services and social capital within communities.
There is an increasing recognition that those with care and support needs generally want to live independent, socially inclusive lives with the opportunity to design their own care and support in a way that best meets their needs.
CLARE ‘Connecting to Self-Directed Support’ project will focus on assisting individuals to engage in designing and directing their health and social care support. This is an exciting opportunity to join a small team in developing this new and innovative service that will improve the quality of life for vulnerable adults and older people.
Job Purpose
To co-ordinate the financial and administrative duties of CLARE Connecting to Self- Directed Support initiative. The successful candidate will have excellent financial management and communication skills and be able to provide assistance with financial and administrative duties for CLARE service users. The initiative will focus on removing administrative challenges for service users in new and creative ways that will involve a person centred approach. Main Duties & Key Responsibilities
Support the Programme Manager to generate and achieve financial targets and project outcomes in line with CLARE annual operational plan
Support development and implementation of CLARE Self Directed Support finance administration initiative working closely with health colleagues
Maintain management information systems and prepare computerised budget reports on a monthly basis for CLARE Programme Manager, service users, service providers and health service professionals
Work closely with CLARE Community Social Work Broker and liaise with service users and health care professionals ensuring all financial management processes and procedures are appropriately communicated and completed
Oversee the management and delivery of a Payroll service and accurate payroll processing in line with HMRC
Deal with all self- directed support administration duties in a polite, sensitive and confidential manor over the telephone or one to one in service users home
Oversee project income and expenditure reporting on individual programme budgets on a monthly basis
Prepare monthly management accounts and budget forecasts for CLARE Management Board
Prepare annual Companies House returns in line with CIC responsibilities
Work as part of the CLARE team promoting and communicating CLARE self-directed support administration service and wider programme
General Responsibilities
General administrative duties in the day to day running of the service
Attend CLARE Team meetings and training opportunities
Short Listing Criteria
Essential Desirable Qualifications and Minimum of grade C in GCSE Maths and √ experience English Language or equivalent Minimum of 3 years of experience √ working within a finance or budget area using recognised accountancy packages
Working towards AAT qualification √
Skills and attributes Ability to use own initiative and √ prioritise work load efficiently
Excellent written and verbal √ communication and interpersonal skills
Ability to communicate and interact √ appropriately with service users, carers and professionals
Self-motivated and ability to work as √ part of a small team Experience Previous experience of working √ effectively in collaboration with a wide range of external agencies and partners
Competent in the use of Microsoft office √ packages such as excel database outlook
Experience of working within the community and voluntary sector √
Experience of generating income √ streams in a non-profit, public or private sector
Have an understanding of Self- √ Directed Support
Other Full driving licence valid in the United √ Requirements Kingdom with access to a car. This criterion will be waived in the case of an applicant whose disability prohibits driving but is able to organise suitable alternative arrangements
