UTB/TSC Dual Enrollment Manual I: INTRODUCTION

The University of Texas at Brownsville and Texas Southmost College (UTB/TSC) allows eligible high school students to enroll in UTB/TSC courses while attending high school and permits them to take courses in place of, or in addition to, the normal course load at their high school in its Dual Enrollment Program. High school students must be eligible to participate in this program to receive UTB/TSC credit. In addition, high school students admitted into this program must meet the same requirements as all other UTB/TSC students. UTB/TSC credit earned upon successful completion of the course may be applied toward a postsecondary degree at UTB/TSC or may transfer to other colleges/universities.

Working in collaboration with school districts and high school personnel, UTB/TSC invites well-qualified high school juniors and seniors to enroll in the Dual Enrollment Program. Students participating in Dual Enrollment receive both high school and university credit, as determined by the policy of the students’ high school.

The Dual Enrollment Program builds an academic bridge to UTB/TSC, providing students and their parents with a preview of postsecondary standards and expectations while studying in a familiar high school classroom setting.

For families, this program also provides an enriching and challenging learning experience at an affordable cost. Students remain at their local school campus, enjoying the benefits of high school participation while possibly earning university-level credit.

This program also encourages collaboration between professional educators at the high school and university levels. Faculty work together to develop curricula, which meet standards, set by the Texas Education Agency (TEA), the Texas Higher Education Coordinating Board (THECB) and the Southern Association of Colleges and Schools (SACS). Curriculum content must address the identified university- level competencies, as well as the learning outcomes of the Texas Essential Knowledge and Skills (TEKS) in the Dual Enrollment Program.

Benefits to the community in developing a better prepared workforce will accrue as the Dual Enrollment Program expands. This innovative program exemplifies how UTB/TSC is fulfilling its mission to provide quality academic education in order to open pathways to satisfying careers for the youth of Cameron and Willacy Counties.

1 UTB/TSC Dual Enrollment Manual NOV/GR II: ARTICULATIONS

A. Memorandum of Understanding

1. A Memorandum of Understanding (“MOU”) is a legal document and delineates arrangements and respective responsibilities of The University of Texas at Brownsville and Texas Southmost College (hereinafter “UTB/TSC” or “University”) and each school district that is participating in the Dual Enrollment (hereinafter “DE”) Program (hereinafter “School District” and “Program”, respectively.) No Dual Enrollment Program may commence until an MOU has been signed by both UTB/TSC and the School District.

2. The MOU must be signed by the School District Superintendent and the University President.

3. Signed MOUs must be returned to UTB/TSC prior to the University official census day (twelfth day of class of the applicable semester.)

4. MOUs shall remain on file at the Office of Dual Enrollment (“ODE”), as well as at the School District.

B. New Course Articulation Form

1. Course Articulation Intake Form for each new course to be taught under the Program must be completed by school districts for each proposed new Dual Enrollment Course by March 1st for Fall term, or August 1st for Spring term. A sample Course Articulation Intake Form is included in this Manual as Appendix “A”.

C. Faculty Billing Agreement

1. If a course is to be taught by a UTB/TSC instructor, a signed Faculty Payment Form must be submitted to the DE Office prior to the first class day of the course. A sample Faculty Billing Agreement is included in this Manual as Appendix “B”.

A. Credentialing

1. DE courses may be taught only by a Dual Enrollment Community SACS-Qualified Faculty Member or a UTB/TSC instructor. Dual Enrollment Community SACS-Qualified Faculty Members are School District high school teachers who have been approved to teach UTB/TSC Dual Enrollment college courses at their high schools during the school day. Only School District high school teachers who meet minimum Southern Association of Colleges and Schools (SACS) requirements for community college faculty may teach Dual Enrollment courses.

2. Following are the minimum standards for community college faculty as specified by SACS:

In an associate degree program, full-time and part-time faculty members teaching credit courses in the following areas: humanities/fine arts; social/behavioral sciences; and natural sciences/mathematics must have completed at least 18 graduate semester hours in the teaching discipline and hold at least a master's degree, or hold a master's degree with a major in the teaching discipline.

3. If the high school does not have a faculty member that meets these qualifications, then UTB/TSC may provide faculty instructor(s), contingent on a faculty billing agreement.

B. Selection and Employment

1. School District teachers interested in teaching dual enrollment courses should submit a completed application along with all required documentation to the Office of Dual Enrollment by March 1st for Fall term or August 1st for Spring term.

1. The Office of Dual Enrollment will evaluate the prospective Dual Enrollment Faculty Member’s credentials and official transcripts before forwarding the documents to the appropriate chair of the UTB/TSC department through which the course is to be offered and 3 UTB/TSC Dual Enrollment Manual UTB/TSC’s Human Resources Office.

3. The approval process for the Dual Enrollment Community SACS- Qualified Faculty Member who will teach a dual enrollment course will be consistent with the standards used to hire an instructor for the equivalent course provided to UTB/TSC students. Possession of the required credentials to teach college courses is not a guarantee of approval.

4. A Dual Enrollment Community SACS-Qualified Faculty Member applicant must be approved by the Department Chair, the Director of the Office of Dual Enrollment, and by the Office of Human Resources and meet the same qualifications as UTB/TSC faculty instructors. The Department Chair may interview an applicant and has final authority over the approval and dismissal of any Dual Faculty Community SACS-Qualified Faculty member based on credentials, teaching experience, presentation, subject knowledge, instructional factors related to the subject matter and other applicable requirements

5. After initial approval, a Dual Enrollment Community SACS- Qualified Faculty Member may continue teaching Dual Enrollment courses without the need to undergo the approval process if:

a. The Dual Enrollment Community SACS-Qualified Faculty member teaches the courses and/or course area for which she or he is approved to teach continuously each year; and

b. Dual Enrollment Community SACS-Qualified Faculty Member continues to satisfactorily teach the course and meets all faculty evaluations requirements, departmental requirements, responsibilities, and procedures as determined by the chair of the UTB/TSC department that is offering college credit for the class.

C. Responsibilities

1. Dual Enrollment Community SACS-Qualified Faculty Member and or UTB/TSC instructors (collectively “DE Faculty”) must:

a. Develop course syllabi for each course taught that include the following: a description of content, teaching strategies, 4 UTB/TSC Dual Enrollment Manual performance measures, grading standards, resource materials, objectives/outcomes, and course calendar. Each syllabus must be reviewed and approved by the Department Chair within the first week of instruction.

b. Ensure that the course is taught during the required period. A Dual Enrollment Faculty Member unable to teach the course on a given day must make arrangements to have the class covered by contacting the Department Chair prior to absence.

c. Attend planning meetings and staff development activities, including Dual Enrollment Instructor Training Workshops.

d. Attend department meetings and training sessions as required by the Department Chair.

e. Assist in the identification of potential Dual Enrollment students.

f. Assign each Program student two grades, a numeric grade for the high school transcript and an alpha grade for the university transcript.

g. Advise Program students concerning their academic progress prior to the last day to drop/withdraw from UTB/TSC.

h. Complete all applicable class documentation such as official class rolls and grade sheets as required by UTB/TSC policy.

i. Participate in the evaluation process of the Dual Enrollment course and instruction.

D. Pay

1. SACS-Qualified Faculty teaching a dual course in high school who is not UTB/TSC full-time faculty: $600 per class section and $200 for each lab section taught.

2. UTB/TSC full-time faculty who are teachers or coordinators will be paid per applicable UTB/TSC policy.

5 UTB/TSC Dual Enrollment Manual 3. Any additional requirements concerning payment of faculty shall be addressed in the MOU or otherwise reduced to a written agreement signed by both parties prior to each semester.

IV: ADMISSION

A. Steps to Admission

1. All interested students must complete the Dual Enrollment Admissions Process on-line by May 1st for Fall term courses, and October 1st for Spring term courses.

2. The application process includes the following requirements:

a. Completion of the on-line application at: https://blue.utb.edu/nsr2/aspnet_site/deadmission.aspx:

b. Proof of applicable test scores as set forth below in “B” of this section. IMPORTANT: Students must be TSI ready by June 15th for Fall term courses and October 15th for Spring term courses.

c. Complete and sign a Student Guidelines and Parental Consent Form. Found at: http://www.utb.edu/vpaa/dual/Documents/Online %20Forms/Student%20Guideline%20Form.pdf;

d. Submit a copy of a current high school transcript.

e. If a student seeks admission as a high school freshman or sophomore, a completed “Request for Dual Enrollment courses as a freshman or sophomore” form must be submitted and approved by the H.S principal or designee and The UTB/TSC Provost/Vice President for Academic Affairs or designee. See Appendix “D” for form; and

f. Any other applicable documentation required by UTB/TSC.

B. Eligibility Criteria 6 UTB/TSC Dual Enrollment Manual Seniors-  Academics: Must display “College Readiness” as prescribed by an approved Texas Success Initiative (TSI) on areas of attempt.  Technical: 11th grade TAKS (exit level) (Reading and Writing 2200/3 & Math 2200) or attempt Compass or approved TSI exam.

Juniors-  Academics: Must display “College Readiness” as prescribed by an approved Texas success Initiative (TSI) on areas of attempt.  Technical: “Commended Performance” on 10th grade TAKS or attempt Compass or approved TSI exam.

Sophomore-  Academics: Must pass all sections of the COMPASS or approved Texas Success Initiative (TSI) exam.  Technical: Achieve passing scores on the Reading and Writing portions of the COMPASS or approved Texas Success Initiative (TSI) exam.

Freshman-  Academics: Must pass all sections of the COMPASS or approved Texas Success Initiative (SI) exam.  Technical: Achieve passing scores on the Reading and Writing portions of the COMPASS or approved Texas Success Initiative (TSI) exam.

7 UTB/TSC Dual Enrollment Manual C. Maximum Course Load

1. Generally, all students may enroll in up to two dual credit courses per semester.

2. A student who has a cumulative GPA of 3.0 or above in their high school core courses, on a standard 4.0 scale, may take up to a maximum of four (4) dual credit courses per semester upon approval from both the high school principal, counselor, or designee and the UTB/TSC Associate Provost or designee. Please see Appendix “C”.

D. Additional Eligibility Requirements.

All students must also meet any specific course requirements, such as prerequisite courses, before enrolling in a class.

8 UTB/TSC Dual Enrollment Manual V: APPLICABLE DEADLINES

A. Fall Term Deadlines

July 15 MOU signed by ISD Superintendent

March 1 Schools must complete the Articulation Intake form (Appendix A) for a proposed new Dual Enrollment course.

Prospective new faculty must submit application to the Office of Dual Enrollment for fall term.

June 15 Students must complete the admissions process as described in Section IV of the UTB/TSC Dual Enrollment Manual. No student will be accepted for Dual Enrollment unless he or she meets this deadline for the upcoming fall semester.

July 1 UTB/TSC will provide a list to schools of all students who have met admissions requirements and, therefore, are eligible for dual enrollment, as well as a list of current Dual Enrollment students

1st Monday in Aug. Before Classes Begin: Master Rosters using UTB/TSC template is due.

3rd week in Aug. Roster modification request should only include students who have completed the admissions process by June 15 for fall semester. Exception: Students transferring from another district may be added until the 3rd class day.

October 15 Students must complete the admissions process as described in Section IV of the UTB/TSC Dual Enrollment Manual. No student will be accepted for Dual Enrollment unless he or she meets this deadline for the upcoming spring semester.

October 25 UTB/TSC will provide a list to schools of all students who have met admissions requirements and are therefore eligible for Dual Enrollment.

January 7 Before Classes Begin: Master Rosters using UTB/TSC template is due.

2nd week of January “Approval of Excess Enrollment Course Load” form for students requesting to take more than two courses.

3rd week of January Roster modification request should only include students who have completed the admissions process by Oct. 15th for spring semester. Exception: Students transferring from another district are allowed to be added until 3rd class day.

VI: INSTRUCTION

10 UTB/TSC Dual Enrollment Manual The development of Dual Enrollment courses is a shared responsibility between UTB/TSC and the school districts. Each institutional representative is responsible for ensuring the academic integrity of dual credit courses by upholding all course requirements and agreements. UTB/TSC shall ensure that a dual credit course and the corresponding course offered at the main UTB/TSC campus are equivalent with respect to curriculum, materials, instruction, and method/rigor of student evaluation.

A. Class Location and Scheduling

1. Generally, dual credit courses are offered at the high school during the instructional period allotted to the articulated course.

2. Dual credit courses taught at the high school setting will follow the UTB/TSC academic calendar unless otherwise specified on the Adjunct Instructor Agreement.

3. Courses offered at UTB/TSC or other sites may be delivered by alternative methods (e.g., using distance learning technology) or alternative schedules as agreed to by UTB/TSC and the School District.

B. Course Duration

1. Courses held at the high school meet the minimum number of contact hours required per semester beginning on the School District’s first class day and ending on the University’s last class day of the semester unless otherwise specified on the Adjunct Instructor Agreement.

2. Whether the course is delivered in the traditional or accelerated block (AB) schedule, the minimum number of contact hours must be accounted for in the program design.

C. Contact Hours

1. Contact hours refer to the number of classroom hours of instruction that the instructor must provide for a course.

2. Contact hour requirements for UTB/TSC courses are specified and calculated according to the credit hours earned for the course. 11 UTB/TSC Dual Enrollment Manual 3. A three-credit hour course usually requires 48 contact hours of instruction while a four-credit hour course (lecture and lab) can vary in the number of instructional contact hours from 64 to 112, depending on lab needs.

4. It is the responsibility of UTB/TSC and the high school to ensure that the required number of instructor contact hours is fulfilled for each course taught.

D. Syllabus Requirements

1. A syllabus (also referred to as “course outline”) must be provided for each class by the instructor. The course outline for each Dual Enrollment course must correspond with the syllabus for the corresponding course offered to non-Dual Enrollment UTB/TSC students. Additional high school requirements may be added in order to meet TEA standards.

2. The course outline must contain:

a. Course name and number;

b. Course description corresponding to entry for the corresponding non-Dual enrollment course in the most recent UTB/TSC catalog;

c. Course objectives (including applicable TEKS); and

d. Course requirements including readings, papers, projects, tests, field trips, field experiences, labs, etc.

E. Grading Scale/ Continued Eligibility

1. Grading scale and distribution systems may not be changed after the course outline is distributed to students and must be included in all syllabi.

a. “Grading Scale” specifies a point system and letter grade.

12 UTB/TSC Dual Enrollment Manual b. “ Grade Distribution” specifies the weight of each course requirement toward the final grade.

2. Any student who receives a grade lower than a “C” in a dual credit course may not take another UTB/TSC dual credit course.

3. The UTB/TSC Satisfactory Academic Progress (SAP) policy will be applied to all dual enrollment students immediately upon high school graduation. For further details visit http://www.utb.edu/vpaa/sap/Pages/Home.aspx.

4. Dual Enrollment courses are not subject to the six-course drop rule under Texas Education Code § 51.907; however it will impact a student’s academic standing upon matriculating to the post-secondary after high school graduation.

F. Course Monitoring

UTB/TSC will monitor the quality of instruction for each course to assure compliance with the Dual Enrollment Course Agreement and the standards established by the State of Texas, the Southern Association of Colleges and Schools (SACS), UTB/TSC, and the school district.

1. Department Chair Responsibilities. When a high school instructor is approved to teach Dual Enrollment (also referred to as “dual credit”) courses, the Chair of the department at UTB/TSC under which the class is taught must:

a. Meet with all the Dual Enrollment faculty to discuss the particular requirements for the department as needed;

b. Ensure each Dual Enrollment faculty member is aware of and has access to the electronic version of the UTB/TSC faculty handbook so that all DE Faculty can adhere to the professional guidelines, policies, procedures, rules, and expectations for UTB/TSC faculty;

c. Ensure that each Dual Enrollment faculty member is aware of and has access to student handbook detailing add/drop and withdrawal policies, student code of conduct, grading policies, critical dates, and other pertinent information; 13 UTB/TSC Dual Enrollment Manual d. Provide assistance to the Dual Enrollment faculty as a mentor or assign a full-time faculty coordinator in the same discipline to ensure that appropriate academic expectations have been set and are being followed. The Department Chair will provide the overall guidance and support to the Dual Enrollment faculty;

e. Provide information about the Dual Enrollment faculty coordinator to Dual Enrollment Office.

f. Inform Dual Enrollment faculty that they are expected to participate in the College’s Professional Development activities; and

g. Provide each Dual Enrollment faculty member with the opportunity to attend at least one department meeting during the semester.

5. Monitoring Process

a. The Department Chair has the option to conduct multiple observations during the first year to ensure that the Dual Enrollment faculty is teaching all dual enrollment credit courses at the college level, following the college course syllabus and using the appropriate level of academic rigor. The time for such observations should be coordinated with each Dual Enrollment Faculty member prior to the observation, if feasible. However, if the Department Chair experiences difficulty in contacting a Dual Enrollment faculty member through reasonable communication efforts, through school district e-mails, and/or phone calls, the Department Chair may conduct an observation without prior arrangements.

b. The Department Chair also has the option to require a Dual Enrollment faculty member to attend monthly departmental meetings at UTB/TSC. The meeting schedules will be provided to the Dual Enrollment faculty member before the beginning of the semester to ensure that the DE faculty can coordinate his/her teaching responsibilities at the high school in order to attend any required departmental meetings.

14 UTB/TSC Dual Enrollment Manual 3. Classroom Observation:

a. All Dual Enrollment faculty shall be observed by a UTB/TSC full- time faculty member or administrator using the same criteria as other UTB/TSC full-time and/or adjunct faculty.

b. All Dual Enrollment faculty will be observed at a minimum of one observation per year. However, a Department Chair has the option to conduct additional observations each semester as part of the monitoring process.

G. Adding and Dropping Courses

1. Adds: No students may add a class after the established deadline for the submission of the class roster.

2. Drops: Dual Enrollment faculty members are responsible for contacting the Dual Enrollment Office to remove a student from the roster.

H. Switching Schools or Classes

1. The following provisions apply after the final add date.

a. If a student moves to another dual credit course with the same instructor with no ties to Blackboard, no action is required, but the instructor remains responsible for posting a grade in the correct section. If the class involves Blackboard, the corresponding department, online learning and Dual Enrollment Office must be notified accordingly.

b. If a student moves to another school within the same district into another dual credit course, the instructor from which the student is transferring must notify the UTB/TSC Dual Enrollment Office to drop the old course, and the student’s counselor from the new school must notify the Dual Enrollment Office to add the new course.

c. If a student moves out of district, the instructor must notify the UTB/TSC Dual Enrollment Office to process a course drop

15 UTB/TSC Dual Enrollment Manual with a non-punitive “W” notation even if the drop occurs after the final drop date.

I. Textbooks

1. All textbooks must be pre-approved by the Department Chair to be utilized for all dual credit courses. Textbooks must be university level. However, textbooks currently used by the high school may be an acceptable university level textbook and may be adopted for the dual credit course upon review by the Department Chair.

2. All textbooks utilized for a course must be listed in the Course Articulation Agreement.

3. UTB/TSC’s approval for a particular textbook for use in a particular dual credit course is generally valid for at least three (3) years.

J. Class Composition and Size

1. Dual credit courses may consist of dual credit students only or a mix of dual and college credit students.

2. A class may include high school students who are not enrolled as dual credit students only if one or more of the following conditions apply:

a. The course involved is required for completion under the State Board of Education Recommended or Distinguished Achievement High School Program graduation requirements, and the high school involved is otherwise unable to offer such a course;

b. The non-dual credit students are College Board Advanced Placement students; or

c. The course is a career and technology/college workforce education course and the non-dual enrollment students are earning articulated college credit.

3. A school district that offers multiple sections of a course must enroll a minimum of fifteen (15) students in each section.

16 UTB/TSC Dual Enrollment Manual 4. A school district that offers only one section of a course must enroll a minimum of six (6) students in the course.

VII: TUITION AND STUDENT FEES, REIMBURSEMENTS

A. Student Tuition and Fees

UTB/TSC student tuition and applicable fees, if any, are waived for all students who enroll in a dual credit class. If the school district provides the instructor, the school is responsible for payment of a $5 records fee per course per student.

B. When UTB/TSC Provides Instructor

When UTB/TSC provides the instructor, student tuition and fees are waived, but the school district must reimburse UTB/TSC for the instructor's cost and mileage if the class is not taught at the UTB/TSC campus.

C. Other Payment from School District

The school district is responsible for arranging payment to UTB/TSC for any amount specified in a Faculty Billing Agreement, Appendix “B” and/or the MOU.

VIII: EVALUATION

A. Student Evaluations

1. Each student will be informed by the instructor of his/her grade status prior to the UTB/TSC deadline to withdraw from a course with a “W”.

2. If a student is not maintaining a passing grade, he/she should be advised by the instructor or the student’s high school counselor to consider withdrawal from the university credit component of the course in order to avoid future problems related to admissions, financial aid, and scholarships at his/her educational institution. The student must also be advised that he or she is limited to a total of six withdrawals throughout his or her college career at Texas public institutions of higher education. 17 UTB/TSC Dual Enrollment Manual 3. Students should be notified that withdrawal from the university credit component does not result in a withdrawal from the high school course.

4. It is the responsibility of school district personnel to advise students concerning their academic progress in the high school component of the course.

B. Course Evaluation

1. Each course offered in the Dual Enrollment program will be reviewed to appropriately evaluate its success.

2. Tools for evaluation will include classroom observations, student surveys, online evaluations, and faculty/administration questionnaires.

C. Program Evaluation

1. The Dual Enrollment Office Director will facilitate an annual evaluation of the Dual Enrollment Program.

IX: GRANTING OF UNIVERSITY CREDIT

A. Transcripts

1. UTB/TSC is responsible for maintaining all UTB/TSC transcripts reflecting dual credit classes for which UTB/TSC grants credit.

2. The high school and School District are responsible for maintaining the high school transcript reflecting dual credit classes.

3. All dual credit courses shall be identified on the student’s UTB/TSC transcript as regular UTB/TSC course work.

4. Upon completion of the course, UTB/TSC will issue a grade report to each student at the student’s request.

B. State Approved Credit

18 UTB/TSC Dual Enrollment Manual 1. For a student to receive state-approved high school credit for the UTB/TSC course, the School District is responsible for ensuring that the UTB/TSC course has a state-accredited counterpart in the applicable high school curriculum.
