CAM VALE PARISH COUNCIL MINUTES for meeting held on Thursday 19th November 2015 in Longburton Village Hall at 7.00 p.m.

Present: Cllr Williams, Cllr Gilchrist, Cllr Baldock, Cllr Regan, Cllr Jesty, Cllr Coffin, Cllr Jones. DCllr Lawrence, the Clerk and 2 members of the public.

1. APOLOGIES FOR ABSENCE - Cllr Legg.

2. DECLARATIONS OF INTEREST – none declared

3. TO APPROVE AND SIGN THE MINUTES 3.1 It was resolved "THAT THE MINUTES OF THE MEETING HELD 10TH SEPTEMBER 2015 BE APPROVED AND SIGNED BY CHAIRMAN”. Unanimously agreed that they were an accurate record.

4. MATTERS RAISED BY MEMBERS OF THE PUBLIC 4.1 Mr Barton asked if there had been any further update regarding A352 issues. He is awaiting response from Cllr Bevan and his contact with Oliver Letwin. He has contacted Mike Harris / Highways for an update, but has not had a response as yet. Councillors agreed that at present there was no further action they could take, until response from above had been received. 4.2 Cllr Gilchrist updated regarding the 6 issues raised with Mr Little of DCC Highways. It was agreed that 4 of the issues had been overtaken by events. Council agreed that Cllr Gilchrist would concentrate on 1. Improving the pedestrian access at the pub narrows and the road sign opposite, 2. House number markings in Kings Close. It was unanimously agreed by the Councillors that Cllr Baldock could put up a temporary directional sign for the numbering. 4.3 Cllr Jesty reported that there was a lack of road sign cleaning. The Clerk will report on the Dorsetforyou website and Cllr Gilchrist would put on his action list.

5. FINANCIAL MATTERS & GRANTS 5.1 Cllr Regan presented the accounts. There was a discussion on the expenditure against income over the past year. There would be a Local Council Tax Support Funding of £212.00. It was resolved “THAT A PRECEPT OF £8500.00 WOULD BE DEMANDED”. The precept would be reduced by £590 hopefully resulting in a small reduction in Council Tax for Cam Vale residents. Proposed: Cllr Regan. 2nd: Cllr Gilchrist. Voted For: Unanimous. 5.2 It was resolved “THAT 3 FLAGS WOULD BE PURCHASED TO FLY ON THE 3 CHURCHES WITHIN THE CAM VALE PARISHES AT A COST OF £130.00 TO CELEBRATE COMMONWEALTH FLAG DAY ". ”Proposed: Cllr Jones, 2nd: Cllr Gilchrist, Agreed Unanimously. Cllr Jones has elicited support from the school and church. He will purchase the flags and complete the online application form. 5.3 Cllr Gilchrist to seek 3 quotations for the restoration of the war memorial in Longburton. 5.4 It was resolved “THE CLERKS SALARY FOR 2 MONTHS AT £784.63 BE APPROVED”. Proposed: Cllr Gilchrist, 2nd: Cllr Coffin. Unanimously agreed. 5.5 Broad band expense has increased with the advent of superfast broadband. The Clerk requests an increase to £10 per month. Invoice of £20 for the last two months. Proposed: Cllr Baldock, Cllr Regan. Unanimously agreed 5.6 BDO audit invoice of £156.00 and recommendations received. Payment Proposed: Cllr Williams, Cllr Gilchrist. Unanimously agreed

1 6. PLANNING MATTERS 6.1 Adoption of the West Dorset, Weymouth and Portland Local Plan 2011-2031- noted. 6.2 APPLICATION NO: WD/D/15/000628. PROPOSAL: Outline application with all matters reserved, to demolish existing shed and erect 8 new dwelling houses (access off of Street Lane). LOCATION: MERIDENE, STREET LANE, LONGBURTON, SHERBORNE, DT9 5PH. Refusal of Planning Permission Given. 6.3 APPLICATION NO: WD/D/15/0002149 PROPOSAL: Extension to form front entrance porch with extending canopy and internal alterations to existing two storey detached dwelling. LOCATION: ELM FARM COTTAGE, BOYS HILL DROVE, HOLNEST, SHERBORNE, DT9 5PS. PC Comments: No objection, APPROVAL OF PLANNING PERMISSION GIVEN. 6.4 APPLICATION NO: WD/D/15/0002287. PROPOSAL: Erect replacement garage and first floor extension. LOCATION: THE KNOWLL, A352 STREET LANE TO A3030, LONGBURTON, SHERBORNE, DT9 5NZ. PC Comments: No objection, submitted 3/11/15. Under consideration. 6.5 Tree Preservation Order relating to Burton Hill Plantation, was confirmed by the Development Control Committee on the 10th September 2015 with no modifications. There was concern raised by Councillors that fly tipping might well occur. It was requested that the Clerk contact CCllr Bevan and ask him to instruct the landowners to take appropriate measures to prevent this. To be an Agenda item for the next meeting. 6.6 Tree Work Applications WD/TP/15/00258 4 DENE CLOSE, LONGBURTON, SHERBORNE, DT9 5LU 6.7 APPLICATION NO: WD/D/15/000360. PROPOSAL: Change of use of barn from agricultural to Car Repairs (Retrospective). LOCATION: BARTON FARM, BOYS HILL, SHERBORNE, DT9 5PJ. PC Comments: No objection APPROVAL OF PLANNING PERMISSION GIVEN 6.8 APPLICATION NO: WD/D/15/0002502. PROPOSAL: Proposed two storey side and rear extensions, part loft conversion including dormer windows and internal alterations. LOCATION: 20 NEW CROSS, LONGBURTON, SHERBORNE, DT9 6EJ – site meeting to be arranged by Councillors 6.9 There was discussion regarding an application regarding residents living in a caravan within a barn. The application was refused. DCllr Lawrence would review if any actions that have been taken regarding this property.

7. ADOPTION OF PHONE BOX 7.1 Cllr Baldock informed the meeting that 57 votes had been received regarding adoption of the telephone box. 44 Yes, 13 No. Of the 44 that indicated yes, 21 agreed to help with maintenance of the telephone box. The Parish Council have applied to BT to adopt the telephone box. There will need to be a consultation by BT before the box can be adopted so it will not be until after January. Cllr Baldock arranged a provisional Public meeting for Thursday 11th February 2016 at 7.30pm to discuss management of the telephone box. He will invite positive responders to the meeting. Cllr Gilchrist proposed that payment for the village hall booking is paid by the Parish Council. Proposed: Cllr Gilchrist. 2nd: Cllr Jones. Unanimously agreed.

8. REVIEW OF PARISH PLAN ACTION POINTS 8.1 Cllr Gilchrist reported that the extant Parish Plan has only got a 6 year life – being approved for 2010 - 2016. This was due to end next year. It was resolved “THAT THE PARISH PLAN BE EXTENDED FOR 10 YEARS – ie until 2026”. ; Cllr Gilchrist. 2nd Cllr Williams. Unanimously agreed.

2 9. DEPOT SITE UPDATE 9.1 Cllr Gilchrist has been in communication with CCllr Legg, Keiron Scott, Mr Scarlett and most of those involved in the application process in an attempt to move it forward. It appears that the flood risk assessment is proving more difficult than anticipated although CCllr Legg has reported that the draft S106 legal agreement it is nearing completion. Another 2 months has gone by with little progress. Cllr Jones implored that Cllr Gilchrist continues to fight and push to move the project forward. All the Councillors acknowledged his considerable input.

10. SPEEDWATCH & SID’s 10.1 Cllr Williams informed the meeting that he had been in contact with the SID operators who effectively managed the system. He has also been in contact with the Cerne Abbas Clerk. As a result he has purchased a battery for £43 which will be funded from the Cerne Abbas fund set up when the SID was purchased. It had been agreed that the Charminster operative would co-ordinate the SID for 2 years from Jan 2016 and then the chalice would be passed to Cam Vale.

11. LOSS OF VILLAGE POST BOXES -. 11.1 A letter has been sent to ask what was happening with regards to the replacement of the stolen post boxes, no response was received. Cllr Williams contacted the Post Office Complaints department direct and they will respond with email to indicate if the post boxes will be replaced or not.

12. CORRESPONDENCE 12.1 Sherborne Area Housing Forum 12.2 Grit Bin Re-fills 12.3 Working Together Report – response by 30th November 2015. Respond is in general good news and fully support the recommendations. 12.4 Electoral review of Dorset: final recommendations 12.5 Dorset Association of Parish and Town Councils (DAPTC) - AGM Saturday 7th November 2015 12.6 Salt bag application forms and process. – Not required.

13. LATE ITEMS 13.1 DCllr Lawrence reported from WDDC:- 13.2 The Local plan has now been adopted. 13.3 The CIL (Community Infrastructure Levy) which will replace S106 has also been adopted, though developers are not very happy with this as payment will be made prior to development. DCllr Lawrence reported that if Cam Vale had a Neighbourhood plan this would attract 25% rather than 15% if a Council does not have a plan. 13.4 There is a proposal to combined the district authorities, application to be submitted by December this year and if accepted the changes would take place in 2019. 13.5 Talk on Cybercrime will take place on 2nd Dec 10 to 12 by the local police, at Jubilee Hall, Yetminster. Cllr Lawrence will email details to go on the website and noticeboard. 13.6 She reported that West Dorset are happy to accommodate Syrian families and a number of people have offered to place them in their own homes. 13.7 Superfast broadband should be in Cam Vale by 2017. 13.8 There is a Healthcare event in Dorset marketplace, Dorford Hall, Dorchester. Wednesday 25th November 2015 13.2 Cllr Baldock reported that he had had a complaint regarding 9 Kings Close. The fence has been replaced and the old rail fence have been left on the verge by the 3 contractors. It was agreed that Cllr Gilchrist would discuss with the new owners.
