Minutes of Navan Electoral Area Committee Meeting held on Wednesday 20 th June 2012 at 9.30am in the Council Chamber , Town Hall, Watergate St, Navan, Co Meath.

Members Present:

Cllrs J Holloway, T Reilly, F Deane, S Cassells, J Reilly .

1. Confirmation of Minutes

Confirmation of Minutes of the May Monthly Meeting of the Navan Electoral Area Committee held on 23rd May 2012 at 9.30am in the Council Chamber, Navan Town Council, Townhall, Navan, Co Meath.

The Minutes of the May Monthly Meeting of the Navan Electoral Area Committee held on the 23rd May 2012 at 9.30am in the Council Chamber, Townhall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr F Deane, seconded by Cllr J Holloway.

2. To consider matters in respect of Protocol Committee in relation to Planning ( in committee)

The Area Members discussed any matters in accordance with the recommendations of the Protocol Committee

3. Correspondence & Matters raised by the Area Manager.

The A/Senior Executive Officer advised the Members that Nicholas Whyatt had requested a Special Meeting of the members to give members advance notice of the Manager’s Report on the Part 8 for the Realignment of the N52 at Stephenstown,

It was agreed by the members that this Special Meeting would be held in the Council Chambers, Town Hall, Watergate Street, Navan on Wednesday 27th June at 10.30am.

The Members also requested a report from Joe Fahy, Senior Engineer on  Funding for the N51 Dunmoe Phase II  An update on works at Balrath Cross

The A/Senior Executive Officer advised that he would endeavour to have these items included as part of the agenda for the Special Meeting.

4. To receive a report on the proposed allocation of Amenity and Lawnmower/Strimmer Grants 2012

The Members received a report on the proposed allocation of Amenity and Lawnmower/Strimmer Grants 2012.

On the proposal of Cllr T. Reilly, seconded by Cllr. F. Deane, the Members agreed to the allocation of Amenity and Lawnmower/Strimmer Grants 2012 in respect of the Navan Electoral Area as presented and to recommend the adoption of same to the Full Council.

5. Notice of Question

5.1 Notice of Question – Cllr Francis Deane

What is the situation in relation to where responsibility lies for removal of a tree which is obstructing vision from motorists travelling from Johnstown onto the R153 at Casey’s Cross?

The A/Area Engineer advised the Members that we would need to establish the ownership of the tree and if it is owned by a land owner, we can then serve a notice under the Roads Act.

5.2 Notice of Question – Cllr Tommy Reilly

Can the Manager inform the meeting what steps have been taken to alleviate the dangerous traffic problems at St. Finian’s Terrace?

The A/Senior Executive Officer advised that a letter had been written to An Garda Siochana to see if they had any comments to make in relation to the installation of barriers. He further advised that he would make contact with the Manager of the Solstice, to examine the possibility of a sign being placed on the road to advise attendees of the centre to park in the main Council car park.

6. Notice of Motion

6.1 Notice of Motion - Cllr Francis Deane

To look into the feasibility of introducing speed bars on the Kingscourt Road at Knightstown, Wilkinstown following many complaints and safety concerns from residents of the area.

This Notice of Motion was proposed by Cllr F Deane and seconded by Cllr T. Reilly.

The A/Area Engineer advised the Members that he would examine this matter.

6.2 Notice of Motion - Cllr Francis Deane

That Navan Area of Meath County Council will examine the possibility of providing improved set-down facilities at St. Mary’s Cemetery, Boyne Road, Navan. Meath County Council are in possession of a vacant site adjacent to this cemetery which could be suitable for such a purpose.

This Notice of Motion was proposed by Cllr F Deane and seconded by Cllr T. Reilly.

The Area Manager advised the Members that as this is a Church run cemetery, it may be for the Church to proceed with any plans for set down facilities

6.3 Notice of Motion - Cllr Tommy Reilly

Can the Council provide an update on the works to be carried out at Blackcastle Lodge Estate and when these works will commence.

This has since been rectified by Navan Town Council and the Public Lighting Section is in the process of having the Public Lighting taken in charge.

All public lighting works have been carried out at the expense of Navan Town Council as the developer Comac Homes stated that they were not in a position to complete the outstanding works. Navan Town Council have asked their legal advisors to write to the Bond Company and seek to draw down some of the bond to pay for these works. No response has been received to date.

During the process it was also discovered that there was a serious issue in relation to footpaths and the boundary wall. The A/Area Engineer advised that a list would be compiled of all outstanding works and this would be brought to the members as soon as possible.

6.4 Notice of Motion - Cllr Tommy Reilly

When does this Council intend to carry out works on the problem of flooding between Rathfeigh National School and Rathfeigh Cross. There are homes in this area consistently damaged by flooding.

This Notice of Motion was proposed by Cllr T. Reilly and seconded by Cllr F. Deane.

The A/Area Engineer advised the Members that some of the bridges and eyes had been cleared and this cleared the flow of the river. He stated that there is a problem further downstream that causes a back up and that the pipes on the bridge going into peoples houses were too small to take the volume of water.

7. Any Other Business

 Could we get the hedge in Rathfeigh coming from Bellewstown Bridge cut back.  Should we wait to make changes to the Bye Laws for Speed when they are being reviewed.  Dates as to when the NEAC meetings will be held for the coming year.  Council to be commended on the works on Metges Lane but we need to move quickly on a barrier to deal with issue of parking.  Kennedy Plaza – Paving going into Sean Donoghues is very unstable.
