[378-2] 1 2 3 4 5 6 7 8 9 A SENATE RESOLUTION 10 11 TO DECLARE WEDNESDAY, FEBRUARY 20, 2013, AS 12 “SOUTH CAROLINA RECYCLERS DAY” AND TO 13 COMMEND AND RECOGNIZE SOUTH CAROLINA’S 14 RECYCLERS FOR THEIR CONTRIBUTIONS TO OUR 15 STATE’S ECONOMY, FOR THEIR EFFORTS TO PROMOTE 16 ENERGY EFFICIENCY, AND FOR THEIR LEADERSHIP IN 17 PROVIDING SUSTAINABLE MATERIAL MANAGEMENT 18 OPTIONS. 19 20 Whereas, recycling in South Carolina creates jobs, supports 21 economic development, conserves scarce natural resources, 22 reduces energy and water consumption, decreases production 23 costs, inspires innovation, increases prosperity, and improves our 24 children’s futures; and 25 26 Whereas, the recycling industry has an economic impact of $6.5 27 billion on South Carolina’s economy through the provision of local 28 jobs, manufacturing of recycled content materials, and responsible 29 material management solutions. Additionally, the recycling 30 industry is projected to increase approximately twelve percent on 31 an annual basis; and 32 33 Whereas, in South Carolina, the recycling industry is directly 34 responsible for more than 38,000 jobs, $1.5 billion in annual 35 personal income, and an estimated $69 million in tax revenue each 36 year; and 37 38 Whereas, the South Carolina recycling industry announced $463 39 million in capital investment, the creation of over 750 jobs with 19 40 new or existing companies investing in the State in 2012. 41 Investments are up nearly thirty percent from the previous year 42 with jobs remaining fairly constant. Companies like US Fibers in
[378] 3 1 Edgefield, Grace Plastics Inc. in Greenville, Nucor Corporation in 2 Darlington, Pratt Industries in Spartanburg, and LowCountry 3 Biomass LLC in Jasper are just a few examples of companies that 4 announced investments in 2012. The recycling industry is 5 comprised of haulers, collectors, processors, brokers, recycling 6 equipment sales and manufacturers, and endusers or manufacturers 7 who use recycled material feedstock and make recycled content 8 products from them; and 9 10 Whereas the state recycling rate in 2012 was 29.5 percent and 11 resulted in 1.2 million tons of municipal solid waste recycled in 12 South Carolina. By making small changes in daily routines to 13 incorporate recycling, South Carolinians can make a significant 14 impact on their economy and environment; and 15 16 Whereas, through the recognition and promotion of the economic, 17 energy, and environmental benefits of recycling, South Carolina’s 18 recycling industry will grow, thereby creating efficient 19 marketbased solutions for various energy and waste management 20 concerns; and 21 22 Whereas, the significant energy benefits of recycling provide 23 greater diversity and reliability to the South Carolina energy grid 24 while protecting the state’s natural resources. The manufacturer of 25 recycled products requires, on average, seventeen times less 26 energy than manufacturing the same products from virgin 27 materials. Recycling industries represent one of the most 28 pragmatic solutions readily available to conserve scarce natural 29 resources, reduce production costs, and lessen total energy 30 consumption. Now, therefore, 31 32 Be it resolved by the Senate: 33 34 That the members of the South Carolina Senate recognize and 35 commend South Carolina’s recyclers for their significant efforts to 36 create jobs, promote energy efficiency, and improve the state’s 37 economy, and the members of the South Carolina Senate hereby 38 declare Wednesday, February 20, 2013, as “South Carolina 39 Recyclers Day”. 40 XX 41
