Summary of Duties and Responsibilities The Forest Development Forester is responsible for planning, scheduling, directing and managing forest development (early silvicultural) activities on Tribal and allotted forest lands. The incumbent also works in forest management inventory and planning (FMI&P) and consults on silviculture for timber sales. Preparation, advertisement and administration of contracts is an integral part of this position. Major duties include: Acquire and maintain adequate inventories of conifer seed used for reforestation Coordinate site preparation and tree planting, including contract administration Coordinate precommercial thinning, pruning and other intermediate treatments Control or suppress damaging agents, such as insects, disease, animals and competing vegetation in immature forest stands Plan and supervise regeneration surveys to monitor tree planting and natural regeneration Coordinate quality control monitoring of silvicultural prescriptions and goals on timber sales Provide silvicultural input on interdisciplinary teams for National Environmental Protection Act (NEPA) analysis Acts as the lead contact, coordinating revisions to and NEPA compliance for the Forest Management Plan Represents the Tribe in the Inland Empire Tree Improvement Cooperative (IETIC) Responsible for maintenance and re-measurement of the Forest Projection & Planning System (FPS) database and the Continuous Forest Inventory (CFI) permanent growth plot system Compiles forest inventory data and provides accurate forest inventory reports Submits funding applications for Forest Management Inventory & Planning (FMI&P) add-on funding appropriations, including program components consisting of remote sensing and mapping, CFI inventory measurement, inventory analysis, forest management planning, NEPA compliance for forest management plan, and forest history Administers individual FMI&P add-on requests as needed, which range from $10,000 to $250,000, and prepares FMI&P accomplishment reports Trains foresters and forestry technicians in proper data collection and processing procedures As qualified, assists in fire suppression and prescribed burning Other duties as assigned Knowledge, Skills and Abilities Knowledge of stand conditions, environmental considerations, forest ecology, silviculture and growth characteristics of the major forest cover types found in northern Idaho Ability to interact tactfully and diplomatically with other disciplines, Tribal members, Tribal leadership, other employees and contractors Ability to write technical reports, prepare maps, graphs and technical narratives, to compile and analyze data, and to summarize and evaluate results, reports and findings

PAGE 1 OF 2 Knowledge of forest resource survey sampling and inventory techniques and procedures, variable plot cruising theory and techniques, statistical methods applicable to forest sampling techniques and forest mensuration to plan and design cruise methods Ability to write complex management plan documents, including content and formatting with Microsoft Word, Microsoft Access, Excel, Forest Projection and Planning System (FPS) and ArcGIS Ability to create GIS maps associated with management plans, cruise design and forest inventory Experience with Forest Projection and Planning System (FPS) or Forest Vegetation Simulator growth model. 8. Knowledge and experience in firefighting and/or prescribed burning Desired Qualifications A Bachelor's Degree in Forest Management or a closely related field of study A minimum of five years of experience in forest development/silviculture, forest management and/or forest inventory. Preferably, at least 2 years of the required experience must have been served in the inland northwest with Tribal natural resource management Advanced silvicultural training is highly desirable Must be in good physical condition and be able to ascend and descend steep slopes and traverse hillsides in rough forest terrain under a wide range of weather conditions Must possess a valid State driver's license and maintain a good driving record, capable of being insured by the Tribe Must not have been convicted of a felony involving dishonesty within the past five years Guidelines Guidelines are provided by the Coeur d'Alene Policies and Procedures Manual, Forest Management Plan, federal laws and regulations, Bureau of Indian Affairs manuals and handbooks and technical publications. Other guidance include environmental assessments, silvicultural prescriptions, written and oral communication from the Forest Manager and other employees of the Natural Resources Department. Professional judgement within those guidelines is necessary to meet landowner objectives, field conditions and special situations. --- An applicant may be asked to participate in an interview to establish whether he/she meets the minimum qualifications.
