Minutes of Regular City Council Meeting January 12, 2016 7:00 pm at the City Office

The City Council of the City of Emery, South Dakota, met in regular session, January 12, 2016 in the City Office for the year- end meeting. The meeting was called to order by Mayor Joshua Kayser at 7:02pm with the following members present: Aldermen, Leann Heltzel, Cory Dye, Eric Roskens, David Kayser, Greg Kotas. Finance Officer Kara Kayser and maintenance director Craig Heezen. Alderman Ben Schulz was absent.

A motion was made by Kayser, seconded by Kotas all voted aye and the motion carried, to approve the agenda with the addition of a plat approval in the Eagle Estates.

The minutes of the Special Council Meeting on December 29, 2015 were approved Dye made a motion, Heltzel seconded all voted aye and the motion carried to approve the minutes.

Craig’s maintenance reports: they’ve been working on snow removal and general maintenance of equipment.

Daycare board and the new director were in attendance to give an update. The daycare is looking for part time workers to fill in for open hours. The board discussed offering a 50% discount on daycare for the children of the current workers. The daycare would like to consider purchasing a battery back-up for the computer and the fire alarm. Kotas moved, Kayser seconded all voted aye and the motion carried to approve hiring a part time staff, the discount for staff daycare fees and ordering back-up batteries. Emergency exits need to be cleared after snow. They discussed the reimbursement policy in regards to the fundraiser account and going forward this account will be used only for the fundraisers and expenses associated with educational opportunities. The state suggested that we look into a long term solution for providing meals that would include having an onsite kitchen.

The finance officer's report was presented Dye moved, Kotas seconded all voted aye and the motion carried to approve.

A motion was made Heltzel by seconded by Kotas, all voted aye and the motion carried, that the above bills be allowed and paid.

Sewer/Water project, a letter was sent to the state requesting additional subsidy and we will plan attendance at the March meeting to determine next steps.

Nuisance properties were discussed and letters will be sent. The vehicle ordinances were discussed in regards to parking.

Sewer and water for the hunting lodge will be removed from the agenda as there is no further business at this time.

In new business:

Personnel manual updated for resolution #150 made a change to retirement waiting period and vacation policy for daycare director. Heltzel moved, Dye seconded all voted aye and the motion carried.

Summer rec annual donation request of $3000 was presented Dye moved, Kayser seconded all voted aye and the motion carried.

A plat for John Janssen was presented for a change to the lots in Eagle Estates due to the utility easement. Dye moved, Roskens seconded all voted aye and the motion carried.

Being that there was no further business, a motion was made by Kotas, seconded by Kayser all voted aye and the motion carried, to adjourn the meeting 8:19 pm. ______Joshua Kayser, Mayor
