This paper reports on a study of house rent prices in Port Moresby, factors influencing them, and affordability of the prices. Data was obtained from houses that were advertised for rent in Port Moresby for a period of 13 months and were analysed using the ordinary least squares (OLS) regression model. The results show that monthly house rent prices range from 2357 to 34,286 Papua New Guinea Kina (PGK), or 714 to 10,389 U.S. dollars (USD), and the median price was 7286 PGK (2208 USD). Houses located in the central business district had the highest median house rent price, whereas low-income areas had the lowest rent price. By dividing the median house rent price by gross household income, the housing affordability index was 3.4. House rent price was influenced by factors such as number of bedrooms and location. To make house rent prices more affordable for Port Moresby residents, it is necessary to supply more houses for rent relative to demand, especially in low-income areas. Relevant governmental agencies should put more effort toward unlocking more customarily-owned land for housing development and toward facilitating the private sector to construct more low-cost houses for rent, which are affordable for low to middle income households.

Abstract Improving access to land in the Pacific remains a difficult problem. This paper presents results from a field survey conducted in 12 randomly selected settlements in Port Moresby, the capital of Papua New Guinea, to investigate how settlers acquire land for housing. The analysis shows that several means for land acquisition is used; ranging from outright occupation (that is, land invasion) to purchase of use-rights from the customary landowners. The security of tenure on land held under customary title is maintained using mechanisms ranging from group occupation by members of a clan/tribe to the use of the traditional systems of reciprocation and token-exchange. Security of tenure on land held by the state, in contrast, is maintained thorough political patronage. Settlers fear eviction more from the state than the customary owners suggesting that ownership rights are relatively more secure on land held under customary title. The length of occupation is viewed by the settlers as cementing their ownership-rights to the occupied land.

Introduction Port Moresby has witnessed a properties boom in the last five or so years. Commentators attribute the construction phase of the $US17 billion PNG LNG Project as being the driver for the increased level of activity in the properties market. While the stock of properties at the high end has increased markedly, the same cannot be said of the middle to the lower end of the housing market spectrum. This gap has attracted the attention of public debate. In response, the government has initiated several policy initiatives, including the recently announced K200 million First Home Buyers Scheme, in partnership with the Bank of South Pacific Ltd and the Land and Affordable Housing Policy. In the absence of an established database, much of the debate and policy intervention is driven by anecdotal evidence. This paper attempts to fill this void. The paper draws on data from an experiment to create a database for tracking property prices using advertised data from the daily newspapers. This is aimed at providing details on the dynamics that drive the properties market, focusing on Port Moresby, which is indeed the largest market in the country. The data used in this analysis was generated using advertised prices of properties from The National, one of the dailies, on a monthly basis. The data gathered cover a one-year period, from July 2012 to July 2013 and is desegregated into two streams — location (suburbs) and time (month), for the analysis.
