RILEY, JR., 12 MAYOR OF CHARLESTON, FOR HIS SIGNIFICANT 13 CONTRIBUTIONS TO THE CITY AND TO CONGRATULATE 14 HIM FOR FORTY YEARS OF OUTSTANDING AND 15 DEDICATED SERVICE. 16 17 Whereas, born in the “Holy City” in 1943, Joe Riley graduated 18 from Bishop England High School, and in 1964, he earned a 19 bachelor’s degree from The Citadel; and 20 21 Whereas, in 1967, he earned a juris doctorate from the University 22 of South Carolina School of Law and a year later was elected to 23 the state’s House of Representatives, where he served for six 24 years; and 25 26 Whereas, first elected mayor of Charleston in December 1975, 27 Mayor Riley is serving an unprecedented tenth term and is widely 28 considered one of the most visionary and highly effective 29 governmental leaders in the nation; and 30 31 Whereas, under his leadership, Charleston has increased its 32 commitment to racial harmony, achieved a substantial decrease in 33 crime, developed affordable and nationallyacclaimed housing, 34 experienced revitalization of its historic business district, seen the 35 creation and growth of Spoleto Festival U.S.A., added significantly 36 to the city’s park system, and seen record population growth; and 37 38 Whereas, Mayor Riley has led a city government with 39 extraordinary innovation, and the City of Charleston is recognized 40 as one of the most livable and progressive cities in the United 41 States; and 42
[699] 2 1 Whereas, among the mayor’s numerous awards, he received the 2 2009 National Medal of the Arts at the White House from 3 President Barack Obama for cultivating Charleston’s historic and 4 cultural resources to enhance public spaces and for revitalizing 5 urban centers throughout the nation as founder of the Mayors’ 6 Institute on City Design. In 2010, the American Architectural 7 Foundation and the United States Conference of Mayors (USCM) 8 created the Joseph P. Riley, Jr. Award for Leadership in City 9 Design in his honor; and 10 11 Whereas, an honorary member of the American Institute of 12 Architecture and the American Society of Landscape Architects, 13 Mayor Riley was honored in 2002 with the American Architectural 14 Foundation’s Keystone Award. He received the American Society 15 of Landscape Architects’ Olmsted Medal in 2004 and the South 16 Carolina Governor’s Award in the Humanities in 2005; and 17 18 Whereas, Mayor Riley has received the Outstanding Mayors 19 Award from the National Urban Coalition and, in 2000, was 20 named the recipient of the first USCM President’s Award for 21 outstanding leadership and the first Urban Land Institute J. C. 22 Nichols Prize for Visionary Urban Development; and 23 24 Whereas, he was awarded the 1994 Thomas Jefferson Award from 25 the American Institute of Architects for Public Architecture and 26 the Arthur J. Clement Award in Race Relations for his battle to 27 remove the Confederate flag from the South Carolina State House; 28 and 29 30 Whereas, Mayor Riley has received the Order of the Palmetto, has 31 been named South Carolinian of the Year, and was given the 1982 32 Verner Award by the South Carolina Arts Commission; and 33 34 Whereas, from 1986 to 1987, he served as president of the USCM 35 and currently is a member of the USCM’s Executive Committee. 36 He served as president of the National Association of Democratic 37 Mayors from 1988 to 1992; and 38 39 Whereas, he has received honorary degrees from The Citadel, the 40 University of South Carolina, Clemson University, the Medical 41 University of South Carolina, Winthrop University, and the 42 College of Charleston; and 43
[699] 3 1 Whereas, together with his beloved wife, Charlotte, Mayor Riley 2 reared two fine sons, Joe and Bratton; and 3 4 Whereas, the South Carolina Senate appreciates the national and 5 international acclaim that Joe Riley has brought to the City of 6 Charleston and to the Palmetto State through his vision, his 7 leadership, and his impressive accomplishments. Now, therefore, 8 9 Be it resolved by the Senate: 10 11 That the members of the South Carolina Senate, by this resolution, 12 recognize and honor Joseph P. Riley, Jr., Mayor of Charleston, for 13 his significant contributions to the city and congratulate him for 14 forty years of outstanding and dedicated service. 15 16 Be it further resolved that a copy of this resolution be presented to 17 Mayor Joseph P. Riley, Jr. 18 XX 19
