Bobbi Villalobos called the meeting to order at 1:10 p.m.

Approval of Minutes Minutes of the February 19, 2004 meeting were approved with one correction. The last sentence in the first paragraph under Announcements should read, “Katie Gleason of the Foundation will attend the March 18 PBC meeting to discuss funding through private sources.”

Announcements Bobbi Villalobos announced that El Camino College`s Annual Cherry Blossom Festival is scheduled for Tuesday, March 9th, from 1:00 p.m to 2:00 p.m. at the Grassy Area in front of the Planetarium. She invited the committee members to enjoy beautiful music, poetry, sushi, green tea and snacks.

Grants Bo Morton, Director of Grants, explained the three major funding sources for grants: federal, state and private organizations. A booklet, which lists detailed information on federal grants, is available from her office. Most federal grants, she said, are for academic areas, not student services. Ms. Morton said that because of the status of the state budget, there are very few state grants available, adding that the Funds for Instructional Improvement grants are no longer available. Private grant funds, she said, are very few for community colleges. She also said that few private grants are awarded on the basis of need. Rather, most are based on merit.

Ms. Morton said part of the requirements for many grants are institutionalization of the program being funded and that they are often used for testing new strategies and positioning the institution for the future. She said that universities are generally good at using grants for those purposes whereas community colleges are not.

1 Ms. Morton said the objective of the El Camino College Grants Office is to help every division develop a funding source. She said that faculty come to her with ideas, and her office looks for a source of funding and develops a proposal. She said that the previous planning model did not promote grant usage; however, the new planning process, with actions plans, will make it easier for her office to see what ideas can be funded by grants.

Planning Update Arvid Spor could not attend the meeting; however, a memo he wrote with responses to questions regarding the Maas Company division room charts from the February 17, 2004 PBC meeting was distributed.

Vic Hanson said that in response to questions about room sizes, he and Bob Gann took a tour of various campus classrooms. The following are sizes of some of the classrooms:

Admin 208: 640 sq. ft.; 43 – 45 tablet desks; seats up to 40 students; built in 1952 Admin 209: 640 sq. ft.; 40+ chairs H6: 1,270 square feet (H1, 3, 4, and 6 were created by combining classrooms) H16 700 square feet Rooms in Behavioral and Social Sciences were less than 800 square feet. One classroom exceeded 800 square feet; most were about 700 square feet. Rooms in older buildings tended to be under 800 square feet

Cheryl Shenefield said she would obtain room size information from Colleague and forward it to Mr. Hanson.

Budget Update – Pamela Fees Pam Fees reported that Proposition 55 passed; however, it still needs certification. Measure R for LAUSD also passed. Proposition 57 and 58 passed, and she said that ECC is comfortable with going with the January Governor’s Budget assumptions and that we are not looking at mid-year cuts to our budget. She said faculty and students would be participating in the “March In March” on March 15 in Sacramento to protest cuts to the community colleges.

Ms. Fees addressed the following handouts: California Community Colleges 2003 – 2004 First Principal Apportionment, El Camino Community College District - Exhibit C; California Community Colleges 2003-2004 Prior Year Corrections – Exhibit D; First Principal Apportionment Memo

Exhibit C – Ms. Fees said the information on Exhibit C was not available until the evening of the last PBC meeting. The major factors to note include the reduction in our credit FTES base from 18,297 to 18,007. This is due to our concurrent enrollment assessment, and it reflects our overpayment of credit FTES last year by about $660,000. ECC has a 65% deficit applied against our original district growth rate. There is a 2% deficit factor for all (base, growth, etc.). She said that section VII A on the handout indicates the state general apportionment is $67,473,822. This is about $400,000 less than what was projected at the time the 2004-05 preliminary budget was shared with the PBC in December.

First Principal Apportionment Memo. Ms. Fees reported that the information on this memo came with the updated Exhibit C & D, and she expressed caution due to property tax and fee revenue trends.

2 Lance Widman provided a handout on 2003–04 Principal Apportionment that listed all the community college districts.

Susan Dever inquired if anyone has looked at how many students are affected by the $50 fee that applies to students who have a bachelor’s degree. Reference was made to page 51 of the 2003-2004 Final Budget book, which shows that when the $50 fee went into effect in 1992–93, enrollment dropped although a direct correlation was not verified. Mike Wilson, research analyst, may be able to obtain this information.
