ISD 287 EdMN Local 2209 General Membership Meeting Minutes District 287 South Education Center 450 Penn Avenue South, Richfield, MN 55423 December 14, 2016 (pending approval at next meeting)

I. Call to Order – President Laumann called the meeting to order at 4:46pm.

a. Executive Council Members present: President Bob Laumann, Vice President Brent Maves, Treasurer Natt Dakagboi, Membership Coordinator Arzella Howard, Executive Officer A Rebecca Kleive, Executive Officer B Kari Cardelli

b. Communications Coordinator – Ray Garner

c. Visitors – Vanessa Pullrabek, Ed MN Field Rep.

II. Minutes for Approval – Minutes from GM Meeting 10/12/2016 – Cindy Brose moves and Brent Maves seconds a motion to accept the minutes. Motion carries.

III. Treasurer’s Report – Treasurer Natt Dakagboi, moves acceptance of the 12/12/16 Treasurer’s report. Brent Maves seconds to motion.

Current Balance as of 12/12/2016:

Checking Balance (s20) $120,795.78 Items of Note follow. Line14 and 15 are being monitored, they are currently approximately 50% spent. Stipends for the first half of the year have been paid.

IV. Committee Reports

a. Membership Report – Membership Coordinator Arzella Howard reports as of 11/28/16 District 287 has 795 employees, 673 of which are 2209 Members, leaving 158 as Fair Share. We continue to hold at 80% Members and 20% Fair Share. Since November 14th, District 287 has hired nine new employees. Of the 183 employees hired since beginning of this school year, 85 are Members, and 98 remain Fair Share. Ms. Howard reports that District 287 has been hiring at such a fast rate it has been difficult to contact and process new employees. Beginning December 15 Ms. Howard will commence the Fair Share/Membership Drive. Site Reps should keep a look out for the packets of information from Ms. Howard.

Discussion ensues regarding the hiring of EAs as Community Expert at North Education Center. Concern raised for the difference in pay for Community Experts vs EAs who have worked for District 287 for many years. Member requested information about the Community Expert positions be made available to members by Local 2209. Ms. Howard and other EC members explain that the Union does not receive information from Site Principals about openings. Ms. Howard encourages 287 employees to actively seek out information from the District via the District website. Vanessa explains the concern of hiring Community Experts for teaching positions. EdMN prefers that Districts “grow their own” and provide pathways for EAs to become licensed teachers. Vanessa clarifies that Community Experts are not allowed to be part of the Union in most other school districts. PLAN: Vanessa and Brent Maves will draft a letter of information regarding the Community Expert positions.

b. Meet and Confer – 1) Brent Maves reports the Alternative Pathways MOU was addressed. Alternative Pathways is a possible financial compensation in recognition of people who have expertise in certain areas such as Horticulture, Music and Art. Alternative Pathways will be a negotiated item. The program is being formed at this time, more information to follow. 2) Becky Kleive reports School Resource Officers (SROs) at WEC was addressed. District 287 will not renew the Minnetonka Police Department SRO contract at Local 2209 General Membership Meeting Minutes December 14, 2016 Page 3 of 4

WEC in January 2017. District 287 plans to replace the WEC SROs and Behavior Intervention Specialists with three Security Intervention Specialists (SIS). SIS positions are UNAFILLIATED because they are no longer in 2209 Contract roles. EAs who become SIS resign or take a leave of absence from their EA role, thus losing seniority and would have to apply for an EA position in the future.

c. Communications – Communications Coordinator Ray Garner reports a new format is coming for the 2209 Website. The MOUs mentioned in Meet and Confer are now on the 2209 Website. Negotiation updates will be posted on the 2209 Website. Members are requested to contact Bob Laumann with stories about programs and activities for the Website. The Website will also post Student Recognition award winners.

V. New Business

a. Negotiations Update – Bob Laumann honors Doug Booth’s many years as a 2209 Negotiator and sadly acknowledges his death. Vin McMahon will take the Negotiations Chair position. Ray Garner, formerly a negotiator alternate, will join the Negotiation team. Vin reports the traditional bargaining format will be used this year. Negotiators will attend Traditional Bargaining training January 2017. Vanessa tells that Interest Based Bargaining brings interests to the table with trust in each other, and the two sides come up with agreements. Traditional Bargaining comes to table with language prepared, “this is what we would like changed” and both sides negotiate for their changes. The Negotiation team will not only send out Member interest surveys, but will also conduct 1:1 discussions with interested Members.

b. Call for Delegates to EDMN Representative Convention – Friday April 21 and Saturday April 22 at the Double Tree, Bloomington MN. Volunteers for the 8 positions are: Brent Maves, Ben Drewelow, Ray Garner, Becky Kleive, Bob Laumann, Natt Dakagoboi, Melissa Fishbaugher, and Sandy Shetka. Sue Stradtmann and Ruth Norman are alternates.

c. Brent Maves will speak at the second January 287 Board Meeting - Thursday January 26, 2017. Talk will be about the Local 2209 General Membership Meeting Minutes December 14, 2016 Page 4 of 4

Culture in the District. We need Members present at the meeting. The desire is to fill the room with 287 employees. Brent needs to have concrete examples to present in his speech. Ray Garner will post information on 2209 website.

VI. Other – Member Rights – Brent Maves reports current issues include placement of new employees on the pay scale.
