1 1.0 General Background

The Planning and Priorities Coordination Division within The Planning and Priorities Coordination Division (PPCD) within the Parliamentary Secretariat for the EU Presidency 2017 and EU Funds, Ministry for European Affairs and Implementation of the Electoral Manifesto, is requesting quotations for the procurement of 40 Ergonomic High Back Office Swivel Chairs. The procurement will be part-financed by the European Union under the European Regional Development Fund (ERDF) and European Social Fund (ESF) Technical Assistance 2007-2013.

This Call for Quotations is being issued in line with the Public Regulations 2010 (Legal Notice 296 of 2010).

2.0 General requirements:

2.1 Specifications

The Planning and Priorities Coordination Division requires the procurement of (40) forty Ergonomic High Back Executive Office Swivel Chairs with the following specifications:

Item: Ergonomic High Back Office Swivel Chairs complying with the dimensional requirements of MSAEN1335:200 Office Furniture- Office Work Chair Standard (Type A) or equivalent.

Seat Height Adjustment: The seat should have a preumatic height adjustment so as to enable adjustment of the seat pan height while sitting on the chair

Seat Recline Mechanism: Multifunction Mechanism- the back and seat angles adjust independently of each other as well as independent of tilt.

Seat Pan Depth Adjustment: Seat Depth adjustment can be provided in one of the two Options;

1. A seat slider that is a lever on the seat that allows the seat to slide in and out while seated in the chair 2. A back depth adjuster that is a knob on the chair back that moves the back in and out rather than the seat.

Armrests: The Armrests should at a minimum, be height adjustable.

Stable Wheel Base and Quality Castors: The chair base should have a minimum five-spoke base of support with quality castors.

Colour: Black

Upholstery: Breathable, non-slippery fabric or synthetic leather on the seat

Quantity: 40

2.2. Verification:

- We hereby confirm that Executive Ergonomic swivel chair model ______meets the criteria of Safety requirements of MSA EN 1335-2:200 or equivalent. - We hereby confirm that the chairs come with all specifications requested in Section 2.1.

2 2.3 Delivery of supplies

Suppliers are to deliver the Ergonomic Chairs to the 2nd floor, Planning & Priorities Coordination Division, Triq il-Kukkanja, Sta Venera, SVR 1411 by not later than three working days following confirmation of chosen bid.

3.0 Validity of Quotation

Bidders are committed to retain the validity of the Quotation for a period of thirty (30) days from the closing date for the submission of the CFQ as shown in Section 6.0 below. PPCD may, at its own discretion, extend the deadline for submission of quotations.

5.0 Selection criteria

Bidders shall completely fill Annex I: Financial Bid Form. Incomplete bids will not be considered.

This Call for Quotations (CFQ) is being issued in line with the Public Procurement Regulations 2010 (Legal Notice 296 of 2010).

The procurement will be awarded to the cheapest technically compliant bidder who abides to the specifications requested in sections 2.1, 2.2 and 2.3.

In case of arithmetic errors in quotations received, the NET Price per Unit (exc. VAT) will be taken as the correct amount.

6.0 Submission

Quotations are to be submitted by noon on the 17th December 2015. Quotations indicating that all specifications are met (together with attached Annex 1) should be sent by email to the following email address: [email protected].

7.0 Method of Payment

Final Payment (100%) will be affected upon delivery of items, based on the invoice issued by the successful bidder. A fiscal receipt covering the total payment must be issued.

8.0 Law

By submitting their bid, bidders are accepting that this procedure is regulated by Maltese Law, and are deemed to know all relevant laws; acts and regulations of Malta that may in any way affect or govern the operations and activities covered by the bid and the resulting contract.

9.0 Data Protection

Any personal data submitted in the framework of the procurement procedure and/or subsequently included in the contract shall be processed pursuant to the Data Protection Act (2001). It shall be processed solely for the purposes of the 3 performance, management and follow-up of the procurement procedure and/or subsequent contract by PPCD without prejudice to possible transmission to the bodies charged with a monitoring or inspection task in conformity with National and/or Community law.
