Executive summary

Area demographic profile This information is provided by the Local Development Team and indicates any known changes in the demographic profile in the area. Some of the data may not be statistical but what is known locally from networking with agencies and settings.

Number and ages of children The population of Fareham at 2009 was estimated to be 111,200. It is forecast to increase by 2.3% between 2009 and 2016.

There has been a steady growth in population across all age groups however when grouped under key childcare milestones of 0-2, 3-4, 5-7, 8-11 and 12- 15 the changes are as follows: 0-2 age - there is a steady rise from 3313 in 2011 to 3398 in 2014, the 3-4 age and 5-7 age range there is a large rise from 2364 in 2011 to 2439 in 2014 and 3451 in 2011 to 3716 in 2014 respectively. The other age ranges 8-11 and 12-15 are fairly stable although the 12-15 do experience a slight drop in 2014. Commuter data Fareham is situated near to good commuter links of railway and motorway Lone parents The data shows 19.9% of families within families accessing Working Tax Credit Fareham claim working tax credit compared to the Hampshire average of 16.5%. Employment profiles and income Fareham has 29.4% of it’s workers employed in higher management, supervisory and professional workers, this is above the average for both Hampshire and England.

Availability of places One full day care has closed however there are sufficient places within the Western Wards of Fareham to accommodate this closure. There have been a significant loss of childminders over the last quarter however the NCMA are working hard to map out where Childminders are needed across Fareham and recruiting accordingly. There is no additional information around home carer places.

Comment: The main source of the new provision has been Childminders and Home Childcarers. Childminders have made 9 additional spaces available and of those 2 are registered baby places It is not known how many new places exist within the newly registered Home Childcarer.

Proposed provision This data that is known to the Local Development Team of proposed childcare provision that is proposed to be developed. It is likely that these provisions have made application to Ofsted.

Comment: There have been 10 childminders who have resigned this quarter with 51 known places between them. The exact number of places with the Home Childcarer is unknown. Childminder briefings have been held this quarter and 7 people attended in total. It is expected some of these will go on to become quality assured childminders and apply for EYE funding. The NCMA are in the process of mapping where the need is greatest for childminders across the Fareham district and targeting in these areas.

Development of provision for Special Needs There have been 2 portage outreach within the Fareham area. There are 2 settings that have received CHIF funding this quarter. The promotion of the Gateway card to parents will help parents to access the short break funding for provision for their children.

Development of Childminder Networks There are currently 30 quality assured childminders actively engaged in the network serving the Fareham areas. Of those childminders 28 are approved to receive EYE funding.

Development of extended schools activities and out of school/holiday provision This continues to be monitored.

Parental demand There have been 3 referrals over the last quarter all for Out Of School clubs. Of those 2 were to help find funding and 1 was for a child with SEN and all were resolved. Grant funding None this quarter.

Conclusion The closure of a full day care setting could have impacted on the market however in the Western Wards of Fareham there are enough places whilst still enabling parents to have a choice of good quality provision. The work that the NCMA are doing in mapping the Fareham area and targeting where we need additional Childminders will help with sufficiency. The greatest numbers of provision closing this quarter has been childminders and the loss of 42 places, however not all of these places had children within them at this time. This is mainly as a result of the current economic climate. Childminder briefings will help to support an increase in quality assured childminders within the district. The ongoing promotion of the gateway card will help more parents with children with additional needs to access short break funding in an easier way. Some settings within the Locksheath and Titchfield areas of Fareham are reporting low numbers. The CDC is currently looking into this.

Early Years Education

The Extended Flexible Entitlement of 15 hours free Early Years Education (EYE) became mandatory in Hampshire from September 2010. Currently providers are being informed of how they can provide an alternative delivery where the offer can be "stretched" across the full year rather than limited to 38 weeks. Providers are also being informed of how they can become approved 2 year old providers.
