Bylaws of University of San Diego Panhellenic Association

Article I. Name The name of this organization shall be the University of San Diego Panhellenic Association.

Article II. Object The object of the Panhellenic Association shall be to develop and maintain women’s fraternity life and interfraternity relations at a high level of accomplishment and in so doing to: 1. Consider the goals and ideals of member groups as continually applicable to campus and personal life. 2. Promote superior scholarship and basic intellectual development. 3. Cooperate with member women’s fraternities and the university/college administration in concern for and maintenance of high social and moral standards. 4. Act in accordance with National Panhellenic Conference (NPC) Unanimous Agreements, policies and best practices. 5. Act in accordance with such rules established by the Panhellenic Council as to not violate the sovereignty, rights and privileges of member women’s fraternities.

Article III. Membership Section 1. Membership Classes There shall be three classes of membership: regular, provisional and associate. 1. Regular membership. The regular membership of the University of San Diego Panhellenic Association shall be composed of all chapters of NPC fraternities at University of San Diego. Regular members of the College Panhellenic Council shall pay dues as determined by the College Panhellenic Council. Each regular member shall have voice and one vote on all matters. 2. Provisional membership. The provisional membership of the University of San Diego Panhellenic Association shall be composed of all colonies of NPC fraternities at University of San Diego. Provisional members shall pay no dues and shall have voice but no vote on all matters. A provisional member shall automatically become a regular member upon being installed as a chapter of an NPC fraternity. 3. Associate membership. Local sororities or national or regional non-NPC member groups may apply for associate membership of the University of San Diego Panhellenic Association. The membership eligibility requirements and the process for submitting an application and approval of the application shall be determined by the Panhellenic Council. Associate members shall pay dues as determined by the College Panhellenic Council. An associate member shall have voice and one vote on all matters except extension-related matters regarding regular membership and, if they are not participating in the formal recruitment process, they shall not have a vote on recruitment rules and establishment or modification of Panhellenic total. An associate member may be expelled for cause by a majority vote of the Panhellenic Council. An associate member shall not be entitled to vote on the question of its expulsion. a. To petition for Associate Membership to the College Panhellenic Association, a sorority shall:

i. Be willing to comply with the purposes, regulations and agreements adopted by the University of San Diego College Panhellenic Association as set forth in its Bylaws.

ii. Be willing to play an active role in Panhellenic meetings and participate in activities sponsored by Panhellenic.

iii. Meet all financial obligations.

iv. Meet all requirements stated by Panhellenic for extension.

v. Meet all University qualifications for recognition and be willing to accept University recognition.

vi. The associate group shall consist of no less than four enrolled University of San Diego students, who meet Panhellenic Council standards for initiation, with two-thirds (2/3) eligible and planning to return to University of San Diego, the following semester, before it shall receive consideration for PHC membership. b. A two-thirds (2/3) majority vote of the Panhellenic Council is required for entry into the Panhellenic Council under associate status. c. If approval of associate status is granted a letter will be sent to the petitioning organization containing the recommendation of the Greek Life Advisor, including, but not limited to, the conditions of the extension, as well as the requirements for installation of an active chapter. d. The Privileges and responsibilities of associate members include:

i. The selection of a delegate, who will attend Panhellenic Association meetings regularly and vote on all topics except for those governing recruitment and extension.

ii. The ability to serve on committees.

iii. Subjection to judiciary proceedings.

iv. The ability to participate in all Panhellenic programming such as Greek Week, awards programs, etc.

Section 2. Privileges and Responsibilities of Membership 1. Duty of compliance. All members, without regard to membership class, shall comply with all NPC Unanimous Agreements and be subject to these University of San Diego Panhellenic Association otherwise prescribed in these bylaws. Any rules adopted by this Panhellenic Association in conflict with the NPC Unanimous Agreements shall be void.

Article IV. Officers and Duties Section 1. Officers The officers of the University of San Diego Panhellenic Association shall be President, Vice President of Programming, Vice President of Recruitment Operations, Vice President of Recruitment Programming, Vice President of Public Relations and Communications, Vice President of Philanthropy and Community Service, Vice President of Administration, and Vice President of Health and Wellness. Section 2. Eligibility Eligibility to serve as an officer shall depend on the class of membership: 1. Regular membership. Members from women’s fraternities holding regular membership in the University of San Diego Panhellenic Association shall be eligible to serve as any officer. 2. Provisional membership. Members from women’s fraternities holding provisional membership in the University of San Diego Panhellenic Association shall not be eligible to serve as an officer. 3. Associate membership. Members from women’s fraternities holding associate membership in the University of San Diego Panhellenic Association shall be eligible to serve as any officer.

Section 3. Selection of Officers The Executive Board positions in the University of San Diego Panhellenic Association shall be held by a slating process. Eligible candidates shall have been a member in good standing for a minimum of one semester prior to their election with a cumulative GPA of 2.8

Section 4. Nomination Procedure The nominating committee shall be made up of a member of each National Panhellenic Conference fraternity chapter, as well as a member of each non-NPC group, at the University of San Diego, the Panhellenic President, and the Panhellenic advisors, ex- officio. They will accept applications and interview candidates. They will extend a slate of officers to be voted on by the Panhellenic delegates, following chapter approval, and approved by a majority vote.

Section 5. Term The officers shall serve for a term of one year or until their successors are selected. The term of office will begin at the end of December and shall be held for one calendar year.

Section 6. Removal Any officer may be removed for cause by a vote of two-thirds of the Panhellenic Council. Section 7. Vacancies Vacancies shall be filled in the same manner of selection as provided in Section 3 of this article. Section 8. Duties of Officers 1. The president shall: · Call and preside at all regular and special meetings of the University of San Diego Panhellenic Association · Call and preside at all meetings of the Panhellenic Council Executive Board. · Serve as the primary liaison to the University administration, including representing the Association on panels, committees, parent events, etc. · Sign all contracts involving the University of San Diego Panhellenic Association. · Report as required to the National Panhellenic Conference Area Advisor. · Serve as Chairperson of the Greek Discipline Board. · Maintain current copies of the following: University of San Diego Panhellenic Association bylaws and standing rules; the Panhellenic Association budget; contracts executed on behalf of the Panhellenic Association; correspondence and materials received from the NPC area advisor; all College Panhellenic reports to NPC; and other pertinent materials. · Assist the Panhellenic Advisor in investigating incidents of alleged misconduct among member fraternities, assist the Panhellenic Advisor in resolving complaints against member fraternities, determine whether a discipline case is to be referred to the Greek Discipline Board, prepare a written report to the Greek Discipline Board detailing all facts uncovered in preliminary investigations, and to serve as an ex-officio, non-voting member of the Greek Discipline Board. Judicial duties are further defined in the USD Greek Discipline Board procedures. · Serve as a member of the Recruitment team and assist the Vice President of Recruitment Operations during Formal Recruitment. · Coordinate election and appointment of Panhellenic Officers and an annual Panhellenic evaluation. · She will support the women’s chapter presidents by holding monthly President meetings. · Perform all other duties as assigned.

1. The Vice President of Programming shall: ○ Perform the duties of the President in her absence, inability to serve or at her call. · Serve as Director of Panhellenic Council educational programming, which duties will include all aspects of organizing and coordinating educational program nights for member fraternities, the New Member Conference, the Greek Leadership Conference and the New Member Induction Ceremony. · Serve as co-chair of the Greek Week Committee, alongside the Interfraternity Council Vice President, Programming, and perform the respective duties of this position including: selecting day chairs, coordinating chapter representation on the committee, planning and distributing a calendar of events for the week, reserving rooms/other areas, budgeting for events, obtaining permits (if needed), implementing/supervising the week and its events, and distributing/collecting evaluations upon the conclusion of the week and its events. · Coordinate the annual Greek New Member Series and Greek New Member Induction, as well as any other educational/inspirational speakers/ programs sponsored/co-sponsored by Panhellenic. ○ Perform all other duties as assigned.

1. The Vice President of Recruitment Operations shall: ○ Be responsible for all aspects of planning and implementing an annual formal Recruitment in January and continuous open bidding throughout the academic year. · Call and preside at regular meetings of the Panhellenic Recruitment Committee (consisting of the chapter recruitment chairs), and at these meetings, lead discussions relating to the development of dates for recruitment, types of events, duration of events, etc. · Work with the chapter recruitment chairs and the Panhellenic advisor for this position on revising the Panhellenic Standing Rules for Membership Selection (i.e., the Recruitment Rules and Recruitment Rules of Operations). · Be responsible for all room reservations and facilities/catering arrangements through UC Operations and Banquets and Catering. She will supervise the follow-through relating to both of these, during Formal Recruitment. · She will receive and investigate all recruitment infraction complaints before/during/after formal recruitment, and handle those complaints according to procedures outlined in the USD Panhellenic Standing Rules for Membership Selection and the National Panhellenic Conference Manual of Information. ○ Perform all other duties as assigned.

1. The Vice President of Recruitment Programming shall: ○ Develop and coordinate all Potential New Member information sessions during the fall semester, including room reservations as well as planning in the previous spring semester. · She will also plan and coordinate all Fall Festivals and all other Fall pre-recruitment events. · She will work with the Vice President of Public Relations and Communications to market the fall events. As well as is in charge of designing and ordering the fall marketing shirts, the Sigma Rho Chi shirts/sweatshirts, and working with Vice President of Recruitment Operations to design and order the day 1 shirts for both PNMs and the chapters. · She will develop and coordinate all activities relating to the Sigma Rho Chi program, including: updating the Sigma Rho Chi application, conducting interviews, leading training sessions, planning the Sigma Rho Chi retreat, and supervising the Sigma Rho Chis throughout the week of recruitment. ○ Perform all other duties as assigned.

1. The Vice President of Public Relations and Communications shall:

· Serve as the representative to the Associated Students Senate. · Serve as, or appoint another member of Panhellenic to serve as, the delegate to other permanent and/or temporary program boards and/or committees. · Be in contact with and act as Panhellenic’s liaison to all areas of campus, including Associated Students, and the United Front Multicultural Center. · Direct and plan all PR for the Panhellenic Association and Greek Life, including: Recruitment marketing, and weekly management of the Panhellenic Website and other social networking (Twitter; Facebook; Pinterest). · She will receive all projects and important information from Panhellenic officers and work with USD’s Creative Zone to create all marketing tools for the respective events (i.e. post card and parent letter for recruitment). · She will also act as the historian at all Panhellenic and Greek Life events. · Perform other duties related to this office · Perform all other duties as assigned.

F. The Vice President of Philanthropy and Community Service shall:

· Coordinate philanthropic events for the Greek Community, as well as the greater USD Community. · Coordinate at least one all-sorority service-project event per semester. · Serve as co-chair, alongside the Interfraternity Council Vice President, Philanthropy and Community Service, of the Philanthropy Board, and perform all duties related to this position, including: planning, budgeting, reserving rooms/other areas, obtaining permits (if needed), and implementing/cleaning up the actual event. As well as run the Philanthropy Advisory Board. · She will collect semesterly philanthropy reports of each Panhellenic chapter. · Assist the Vice President, Programming in planning and implementing the New Member Conference/Series and the community service aspect of Greek Week. · Perform all other duties as assigned.

G. The Vice President of Administration shall:

· Serve as the secretary and treasurer for the Panhellenic Association. · Collect all monies owed to the Panhellenic Association. Pay all Panhellenic bills, process reimbursements promptly and keep organized financial records. · Make a financial report at each regular Panhellenic Association meeting. · Create, distribute, and collect invoices to the chapters for dues, and create the Panhellenic budget. · Take role, sign-in guests and record minutes at all Panhellenic Association meetings; then following each meeting, email the minutes to all members of the Executive Board and General Council, all Panhellenic Advisors/Graduate Assistants, SLIC Staff, and the National Panhellenic Conference Area Advisor. · Present Panhellenic’s requests-for-funds to the AS Director of Finance/AS Budget Committee (or designate a member to attend). · Keep current statistics concerning the number of new members and initiated members of each Panhellenic Association member fraternity. · Be responsible for the general supervision of the finances of the University of San Diego Panhellenic Association. · Be responsible for the preparation of the semesterly budget and, following its approval by the Panhellenic Council, for providing a copy for each University of San Diego Panhellenic Association member fraternity. · Perform all other duties as assigned.

H. The Vice President of Health and Wellness shall: · Serve as the liaison between the Women’s Center and Greek Life in accordance with the Sexual Assault Task Force as well as facilitate community discussions in accordance with the Statement on Sexual Assault. Work with her IFC counterpart to facilitate conduct investigations as well as the FSLSB process. · Provide educational programming or coordinating with other on-campus organizations for events occurring during National Hazing Prevention Week, Alcohol Awareness Week, Domestic Violence Aware Week, etdc. · Promote and facilitate discussions on inclusion and diversity initiatives · Coordinate with the Counseling Center and Women’s Center to provide resources in managing stress, addressing sexual violence awareness, addressing suicide prevention and to promote a positive body image to the Panhellenic Community · Provide resources, promote attendance at programs and/or educate Panhellenic women on relevant risk and safety issues · Perform other duties as assigned

Article V. The Panhellenic Council Section 1. Authority The governing body of the University of San Diego Panhellenic Association shall be the Panhellenic Council. It shall be the duty of the Panhellenic Council to conduct all business related to the overall welfare of the University of San Diego Panhellenic Association including, but not limited to: annually review and adjust total as needed; determine dues; approve the annual budget; consider extension; set a calendar of events; determine programming; and establish recruitment rules and recruitment style. The Panhellenic Council shall also have the authority to adopt rules governing the Panhellenic Association that do not violate the sovereignty, rights and privileges of member women’s fraternities. Section 2. Composition and Privileges The University of San Diego Panhellenic Council shall be composed of one delegate and one alternate delegate from each regular, provisional and associate member group at University of San Diego as identified in Article III. The delegates shall be the voting members of the Panhellenic Council except as otherwise provided in Article III of these bylaws. The alternate delegates shall have voice but no vote. The alternate delegate shall act and vote in the place of the delegate when the delegate is absent. If both delegate and alternate are absent, the vote may be cast by a member of the fraternity, providing her credentials have been presented to the association president. Section 3. Selection of Delegates and Alternates Delegates and alternates to the Panhellenic Council shall be selected by their respective women’s fraternity chapters to serve for a term of one year commencing upon selection by the chapter, at the end of December through the next calendar year. Section 4. Delegate Vacancies When a delegate vacancy occurs, it shall be the responsibility of the fraternity affected to select a replacement within two weeks and to notify the Panhellenic Association Vice President of Administration of her name, email address, and telephone number. Section 5. Regular Meetings Regular meetings of the Panhellenic Council shall be held at a time and place established at the beginning of each academic term. Section 6. Special Meetings Special meetings of the Panhellenic Council may be called by the president when necessary and shall be called by her upon the written request of no fewer than one- fourth of the member women’s fraternities of the University of San Diego Panhellenic Association. Notice of each special meeting of the Panhellenic Council shall be sent to each member of the Panhellenic Council at least 24 hours prior to convening the meeting; however, such notice may be waived, and attendance at such meeting shall constitute waiver of said notice. Section 7. Quorum Two-thirds of the delegates from the member fraternities of the University of San Diego Panhellenic Association shall constitute a quorum for the transaction of business. Section 8. Vote Requirements 1. Proposed motions on issues that impact a chapter as a whole must be announced at a previous meeting to allow opportunity for chapter input before a vote may be taken on the issue. 2. A two-thirds vote of the Panhellenic Council shall be required to approve a recolonization plan and for all extension-related votes. All other votes, unless specified in these bylaws, shall require a majority vote for adoption. (See the Article on Amendment of Bylaws for specific voting requirements for the amendment of these bylaws.)

Article VI. The Executive Board Section 1. Composition The composition of the Executive Board shall be the President, Vice President of Programming, Vice President of Recruitment Operations, Vice President of Recruitment Programming, Vice President of Public Relations and Communications, Vice President of Philanthropy and Community Service, Vice President of Health and Wellness and Vice President of Administration. Section 2. Duties The Executive Board shall administer routine business between meetings of the Panhellenic Council and such other business as has been approved for action by Panhellenic Council vote. At the next regular meeting of the Panhellenic Council through the secretary, the Executive Board shall also report all action it has taken and record the action in the minutes of that meeting. Section 3. Regular Meetings Regular meetings of the Executive Board shall be held at a time and place established at the beginning of each academic term. Section 4. Special Meetings Special meetings of the Executive Board may be called by the president when necessary and shall be called by her upon the written request of three members of the Executive Board. Section 5. Quorum A majority of Executive Board members shall constitute a quorum for the transaction of business.

Article VII. The Panhellenic Advisor Section 1. Appointment The Panhellenic advisor of the University of San Diego Panhellenic Association shall be appointed by the University of San Diego administration. Section 2. Authority The Panhellenic advisor shall serve in an advisory capacity to the University of San Diego Panhellenic Association. The Panhellenic advisor shall have voice but no vote in all meetings of the Panhellenic Council and the Executive Board.

Article VIII. Committees Section 1. Standing Committees 1. The standing committees of the University of San Diego Panhellenic Association shall be the Fraternity and Sorority Life Standards Board, Fraternity and Sorority Life Programming and Philanthropy Board, Sexual Assault Task Force and Membership Recruitment Committee. 2. Term. The standing committees shall serve for a term of one year, which shall coincide with the term of the officers.

Section 2. Appointment of Committee Membership The Executive Board shall appoint members and chairmen of all standing and special committees, except as provided otherwise in these bylaws, and, in making these appointments, recognize fair representation from all member women fraternities as much as possible. The president shall be an ex-officio member of all committees except the Fraternity and Sorority Life Standards Board. Section 3. Fraternity and Sorority Life Standards Board and Panhellenic Discipline Board Fraternity and Sorority Life Standards Board shall function as outlined in the Greek Guidelines. The duty of this board is to deal with alleged violations of the Constitution, Bylaws, University Policy and Standing Rules and Recruitment regulations as they are related to the USD policy. Panhellenic Discipline Board shall function as outlined by NPC policy. This board is in accordance with the NPC policies on mediation. The duty of the board is to deal with alleged violations of recruitment rules and policies.

Section 4. Membership Recruitment Committee The Membership Selection Committee shall consist of the Vice President of Recruitment Operations as the chairperson, the Panhellenic President, the Vice President of Recruitment Programming, at least one representative from each National Panhellenic Conference fraternity chapter at the University of San Diego, and the Panhellenic Advisor, or his/her designee, as an ex-officio member. Meetings of the membership selection committee are open to chapter advisors and to chapter officers who would like to attend. This Committee shall be responsible for all Panhellenic Council matters related to Membership Selection. This Committee shall be responsible for reviewing and developing the USD Panhellenic Rules of Recruitment and Recruitment Rules of Operation, submitting them for discussion and approval to the Panhellenic Council (before the end of the spring term), and distributing copies of them when approved to the delegates of the member fraternities. Following each Membership Selection period, the Chairperson of this Committee shall present a full report, including recommendations to the Panhellenic Council.

Section 5. Fraternity and Sorority Life Programming and Philanthropy Board Fraternity and Sorority Life Programming and Philanthropy Board shall consist of the Vice President of Philanthropy and Community Service, and the Vice President of Programming as the chairpersons, the Interfraternity Council counterparts, a selected committee of applicants from Panhellenic and Interfraternity chapters, and the Panhellenic Advisor, or his/her designee, as an ex-officio member. This committee shall be responsible for all events related to programming, philanthropy and community service planned and implemented by the Panhellenic Association of the University of San Diego. This committee shall work closely with the Executive Board and all committees to make certain that there is the least amount of overlapping of philanthropic programming as possible.

Section 6. Sexual Assault Task Force The Sexual Assault Task Force will be comprised of the Vice President of Health and Wellness as the chairperson, the Interfraternity Council counterpart, and members of Panhellenic and Interfraternity Council organizations. Their purpose will be to lead community discussions regarding sexual assault awareness in accordance to the Statement on Sexual Assault.

Section 7. Other Committees Other such committees, standing or special, shall be appointed as deemed necessary by the Panhellenic Council.

Article IX. Finances Section 1. Fiscal Year The fiscal year of the University of San Diego Panhellenic Association shall be from June 1 to May 31 inclusive. Section 2. Contracts The signature of the President and of the Vice President of Administration shall be required to bind the University of San Diego Panhellenic Association. All contracts related to the University of San Diego shall only be entered into with the signature of the Dean of Students or their designee.

Section 3. Checks All checks issued on behalf of the University of San Diego Panhellenic Association shall be issued by the University of San Diego from the Panhellenic Association account. Check requests require the signature of the Panhellenic Advisor.

Section 4. Payments All payments due to the University of San Diego Panhellenic Association shall be given to the Vice President of Administration who shall record them. Checks for payments shall be made payable to the University of San Diego Panhellenic Council. Section 5. Dues 1. NPC College Panhellenic dues shall be paid semesterly as invoiced by the NPC office. 2. Panhellenic Association membership dues shall be an assessment per member and new member. • The dues of each Panhellenic Association member fraternity shall be an assessment per member and new member. The amount of such dues shall be $10.00 per member and $25.00 per new member. • The dues of each Panhellenic Association member fraternity shall be payable at the beginning of each semester, three weeks after the first day of classes for that semester.

Section 6. Fees and Assessments The Panhellenic Council shall have the authority to determine fees and assessments as may be considered necessary.

Article X. Extension Section 1. Extension is the process of adding an NPC women’s fraternity. The University of San Diego Panhellenic Association shall follow all NPC Unanimous Agreements and NPC extension guidelines found on the NPC website and in the Manual of Information. Section 2. Voting rights Only regular members of the Panhellenic Council shall vote on extension matters

Article XI. Violation Resolution Section 1. Violation Chapters shall be held accountable for the conduct of their individual collegiate and alumnae members. Conduct contrary to the NPC Unanimous Agreements, these bylaws, the Panhellenic code of ethics, standing rules and/or membership recruitment regulations of the University of San Diego Panhellenic Association shall be considered a violation. Section 2. Informal resolution Members are encouraged to resolve alleged violations through informal discussion with the involved parties. Section 3. Judicial process If informal discussions are unsuccessful, the judicial process will be set in motion by filing a report of the alleged violation. The University of San Diego Panhellenic Association shall follow all mediation guidelines found in the Manual of Information. 1. Mediation. Mediation is the first step of the judicial process. The University of San Diego Panhellenic Association shall follow all NPC Unanimous Agreements concerning the judicial process found in the Manual of Information. 2. Judicial Board hearing. When a violation is not settled informally or through mediation, the Judicial Board shall resolve the issue in a Judicial Board hearing. The Panhellenic Council shall adopt procedures in the standing rules for this purpose that are consistent with the NPC Unanimous Agreements. 3. Appeal of Judicial Board decision. A decision of the Judicial Board may be appealed by any involved party to the NPC College Panhellenics Judicial Appeal Committee. The University of San Diego Panhellenic Association shall follow all NPC Unanimous Agreements concerning the appeals process found in the Manual of Information.

Article XII. Hazing Per the Unanimous Agreements, the National Panhellenic Conference supports all efforts to eliminate hazing. All forms of hazing shall be banned. Hazing Policy: The State of California, the University of San Diego, and the Office of Student Affairs have expressly and repeatedly asserted their opposition to hazing and pre-initiation activities which do not contribute to the positive development and welfare of pledges and members. Hazing has been defined as "any action taken or situation created, intentionally, whether on or off University premises, to produce mental or physical discomfort, embarrassment or ridicule. Such activities and situations include but are not limited to: paddling in any form; creation of excessive fatigue; physical and psychological shocks; kidnaps, treasure hunts, scavenger hunts, road trips or any other such activities; wearing, publicly, apparel which is conspicuous and not normally in good taste; engaging in public stunts and jokes; morally degrading or humiliating games and activities; and any other activities which are not consistent with fraternal law, ritual or policy or the regulations and policies of the University of San Diego."

Article XIII. Parliamentary Authority The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the University of San Diego Panhellenic Association in all cases to which they are applicable and in which they are not inconsistent with the NPC Unanimous Agreements, these bylaws and any special rules of order the University of San Diego Panhellenic Association may adopt.

Article XIV. Amendment of Bylaws These bylaws may be amended at any regular or special meeting of the University of San Diego Panhellenic Council by a two-thirds vote, provided that the proposed amendment has been announced and submitted in writing at the previous regular meeting allowing an opportunity for chapter input.

Article XV. Dissolution This Association shall be dissolved when only one regular member exists at the University of San Diego. In the event of the dissolution of this Association none of the assets of the Association shall be distribute to any members of the Association, but after payment of the debts of the Association its assets shall be given to the National Panhellenic Conference.

STANDING RULES A College Panhellenic Association may wish to adopt additional rules that pertain to the administration of the association. This type of rules belongs in standing rules rather than bylaws. Standing rules are written as a separate document from the bylaws, but should be attached to and distributed with the bylaws.

Standing Rule I. Administration of Membership Selection

1) One formal Recruitment shall be held during the academic calendar year.

2) The National Panhellenic Conference quota-total system shall be followed.

3) Except during the formal Recruitment period, continuous open bidding shall be in effect during the college year (fall through spring) for all eligible women students.

4) If a chapter has not filled basic quota during formal Recruitment, they may do so in continuous open bidding even though it puts them over total.

5) The preferential bidding system shall be used.

6) All membership selection events must be held on campus as availability permits.

7) Every regularly enrolled woman (new member, initiated or affiliated member) in a chapter shall be counted in the chapter total. a) A list of pledged, initiated and affiliated members shall be filed with the Vice President of Administration and with the Panhellenic Advisor within three weeks after the first day of classes for each semester. b) Any depledging, termination or other change in membership shall be reported to the President of the Panhellenic Association and the Panhellenic Advisor no later than twenty-four hours after it has occurred by the President of the Organization.

8) Summer contacts. The Membership Selection Committee shall keep in contact over the summer months to formulate plans and to take care of any other matters that arise over the summer months. There will be no set format. Each spring new arrangements will be agreed upon. Prospective members may be contacted by the Panhellenic Council during the summer.

Standing Rule II. Requirements for Pledging and Initiation

1) A University of San Diego Panhellenic Association member fraternity may not issue an invitation to membership, or formally pledge a woman during the summer vacation period.

2) A student must be a University of San Diego full time student (12 units) with a cumulative GPA of 2.50 or higher to be eligible for Recruitment. Students must also have completed at least 12 units at the University of San Diego or 24 transfer units to be eligible for Recruitment. a) A new member may be initiated whenever she has met the requirements of the fraternity to which she is pledged.
