No Note Action 1.0 Current Activity 1.1 East Midlands Suit of frameworks (10), value for money biggest issue for clients, £1m saving Note on staff costs to date, always need good examples of savings from switching models (traditional procurement to frameworks) to convince clients. Two biggest issues are ‘cost and local’. 1.2 South East Two tier framework, £1M major and < £1M minor. Minor framework set up by Note HCC but being run by clients on a regional basis. Considering model for combining construction and consultancy frameworks. Build Soft awarded contract for database. Two biggest issues are ‘cost benchmarking and consultancy framework’. 1.3 North West First free school primary in the NWCH. Need to find synergies with other Note competing frameworks. Biggest challenge is the ‘consultancy framework’. 1.4 West Midlands Worcestershire framework approaching capacity, working with CWM and Note regional clusters. CWM framework to start 1 October 2011, major cost reduction from BCP. Lots 1-6 repairs and maintenance with a 4 + 2 + 2. Wholly owned company from January 2012, shared service model, new consultancy framework for company. SPV being set up for shared service arrangement. TUPE staff across into company. Similar to Norfolk model multiple SPVs

Note Regional leads / framework management to run frameworks and responsible for own cost and income. Consultancy has 21 lots for highways and building awarded end of the year, prices are much cheaper than previous framework. 1.6 North East (via email) Building construction works framework – ITT stage Note Building construction consultancy framework – currently evaluating PQQs Highway, Engineering and Transportation Consultancy Framework – OJEU due next month 2.0 NIEP Cost Benchmarking Task Group: SS to coordinate the cost benchmarking kick off meeting in Birmingham next SS month. The resources put forward from the P&S group so far include: Ian Keenan, Birmingham City Council – Senior QS Robin Annexstein, Manchester City Council – Procurement Manager Manchester City Council - KPI Manager Paul Stuart Hampshire County Council – Senior QS Sarah Silva - NIEP 3.0 Marketing / NIEP website: 3.1 All workstreams will now have their own dedicated home page through the SS NIEP website. The NIEP website re-organisation is currently being drafted by Katy Larrive from Marketing. The new home page will include: New introduction to Procurement & Skills workstream; the work that has been completed so far and what are the next steps (data & cost benchmarking, BIM, procurement lean etc aligned with the government construction board task groups) Documents will be grouped into key headings i.e. Jobs, Skills & SMEs, Fair Payment, Frameworks, Data & Benchmarking, Benefits, Building Information Modelling (BIM) Logos and contact details for each of the frameworks to be prominent Workstream Members (with contact details) - current list needs to be updated to reflect new attendees Partners - link to DCLG, Cabinet Office, Government Construction Board website Workstream progress - guidelines, updates For more information contact...
SS to send through a link to the P&S group when the home page is ready to be launched. 4.0 James Review 4.1 Workstream to provide feedback on the NIEP response to KH who is ALL coordinating on behalf of the NIEP. 4.2 SS to coordinate the NIEP’s position and approach on standardisation SS including suite of products and tools across the regions. SS to coordinate an information exchange from all P&S regions. 4.3 DC shared the multiple authority cluster model that is currently being DC developed in the South East. Further updates and progress would be shared with the workstream.

D:\Docs\2018-04-15\0aabee17281f85be718d3262de1a79f7.doc No Note Action 4.4 Coal Authority Framework Query – One point of contact required, Mark MR Robinson volunteered to facilitate any inquiries from the Coal Authority and facilitate discussion with respective NIEP frameworks. Key account managers would be identified as opportunities arise (where national coverage is required). KH to advise Coal Authority. 4.5 Post Meeting Note: A virtual office of NIEP representatives could start to be structured as follows: Framework inquiries (with national context) – David Corcoran / John Lorimer Coal Authority Account Manager - Mark Robinson Other Account Managers - TBA Lead Champions (Government Task Groups): Procurement / Lean Client Standards Lean Supply FM / Soft Landings Performance Management BIM Strategy Data & Benchmarking James Review – Keith Heard Standardisation - Cost Benchmarking – Marketing and NIEP representation at key conferences 5.0 Risks to NIEP - Current Economic Climate 5.1 A risk to NIEP frameworks in the current economic climate Other authorities Note setting up independent frameworks. Need to engage with these authorities and encourage them to join the NIEP community. The work by Cabinet Office on distinguishing quality frameworks from other frameworks will help encourage the use of existing quality frameworks. 6.0 Government Construction Board – Paul Meigh (via telephone) 6.1 PM advised that NIEP has a keen role to play in each of the construction SS strategy task groups. SS to obtain task group membership lists to ensure NIEP representation is across all areas (query highways involvement in infrastructure). 6.2 PM advised that ERG are looking for a school to trial and integrated project PM and insurance model. PM to share list of trial pilots, demonstration projects and proposed integrated insurance model with the P&S group. Post meeting note: meeting arranged with Paul Meigh and John Ioannou 4/10/11 to discuss) 6.3 PM advised that JI is leading on analysis the effectiveness of frameworks and DC/KH/ attributes of a good quality framework, a meeting would be arranged with JI SS shortly to explore (Post Meeting Note: meeting arranged 4/10/11). 6.4 Separate discussion is required regarding local government and NIEP KH implementation of BIM. Keith to discuss with Mark Bew and report back to the group. 6.5 New standard Construction Procurement being launched 26/9 by Note Constructing Excellence. 7.0 Workstream feedback on NIEP KPIs 7.1 Client satisfaction - agreement in principle to providing more clarity around the 1-10 scores, I have agreed to distribute the iESE definitions and see if the group are ok to go with these definitions.

D:\Docs\2018-04-15\0aabee17281f85be718d3262de1a79f7.doc No Note Action 7.2 Cost & Time predictability - agreement in principle to further defining Commit to Construct and Commit to Use as Contract Start Date and Practical Complete, I have agreed to send an email to the group for signoff 7.3 Team Performance - not a clear response on this; however I will include it in my email to the group and seek feedback. 7.4 Savings - the group has agreed to review the CTB and see if this could be adopted by the NIEP to have a common approach to savings TBA 8.0 PAS91 8.1 SB advised that Yorkshire & Humber have used the PAS91 to inform PQQ DC questions for YORbuild, however the group felt that is does not (as it stands) cater for framework procurements and is more suited to a one-off procurement of projects. For example: PAS91 does not include reference checks which all frameworks conduct at PQQ stage. Post meeting note: DC to raise at meeting with Paul Meigh and John Ioannou 4/10 to see how the NIEP could work with BIS to adopt this standardised approach (for the benefit of SMEs).
9.0 CITB Construction Skills Academy ‘Client Based Approach’ 9.1 The CITB client based approach is aligned with the West Midlands Note Procurement Framework of Jobs and Skills.
