POLICY: Promotions, demotions, duty assignments, and award of ribbons for cadets is accomplished by means of a request (Request for Personnel Action or RPA) submitted from the company level to the regimental S-1 who publishes the orders or permanent orders. Exceptions to this policy are: . Promotions to cadet Warrant Officer or Cadet Officer ranks, which are handled at the brigade level . All Brigade level awards listed in CR 1-1, which are handled at the brigade level . All State level awards listed in CR 1-1, which are handled at the state level . Awards for Battalion or Regimental staff members, which are handled directly by the Regimental S-1 . Awards issued directly by the Commandant or his designee or Superintendent or his designee, in which case the Commandant or his designee will still complete an RPA and give it directly to the Regimental S-1

Note that awards presented at quarterly awards assemblies and requests for the Principals’ Citation for cadets of the month should still be submitted by company S-1s on an RPA.

PROCEDURE:

1. Requests for personnel action (RPAs) should be submitted in hard copy or by electronic mail to the Regimental S-1. 2. For promotions, companies comply with the promotion SOP and once a cadet has been determined to qualify for a promotion, an RPA is submitted to the Regimental S-1 for processing. 3. For awards, companies must maintain their own records verifying how a cadet qualified for the award (school service time sheets, flag detail duty rosters, etc), and submit an RPA to the Regimental S-1 for processing. 4. For demotions, TAC Officers or TAC NCOs make a determination when a demotion is appropriate and submit the RPA to the Regimental S-1 for processing. 5. Duty assignments should be updated at least once each semester or more often if they have changed and an RPA submitted to the Regimental S-1 for processing. 6. SEPARATE RPAs must be submitted for each type/category of action (promotion, demotion, each type of award, or for duty assignments). 7. Once an RPA is submitted for processing to the Regimental S-1, the S-1 will prepare the orders for authentication by the Regimental Commander within THREE SCHOOL DAYS of receipt. 8. The bottom portion of the RPA will be filled in with the order or permanent order number and date. 9. The RPA and a copy of the order(s) or permanent orders will be forwarded to the Regimental S-4 for issuance of the ribbon(s) and/or insignia of rank. The Regimental S-4 will accomplish this within TWO SCHOOL DAYS of receipt. 10. One original copy of the authenticated order will be sent to the company with a copy of the RPA and the ribbon(s) and/or insignia of rank within FIVE SCHOOL DAYS of receipt, unless the Regiment has made a presentation at Regimental formation. 11. Companies are responsible for maintaining their own copies of the RPA as a suspense and then for filing the completed RPA and orders or permanent orders upon receipt from the Regimental S-1. 12. Companies must also make copies of orders for a. their bulletin board b. company file c. each individual 201 file d. for the individual cadets, if the individual cadets would like a copy e. for the TAC Team members 13. The Regimental S-1 will maintain a copy of all orders and permanent orders: a. On the Regimental Bulletin Board in the military annex b. On the Regimental Reading File c. In the Master Regimental File d. Given to the Commandant 14. Awards presented at quarterly awards assemblies and requests for the Principals’ Citation for cadets of the month should still be submitted by company S-1s on an RPA.
