The purpose of this grant is for Moving Science Education Forward district facilitators to build and strengthen the science professional development capacity within their district or organization by using the tools they received at the 2010 ODE-sponsored 3-day science professional development sessions. This will assist other Oregon teachers in the implementation of the new state science standards and Oregon’s diploma requirements. School districts or organizations will provide the Moving Science Education Forward (MSEF) two-day professional development to science educators in their district or organization.

Which districts/schools/organizations are eligible to apply for the Moving Science Education Forward Implementation (MSEFI) Grant? Any district, school, or organization who attends the Moving Science Education Forward Professional Development as a team, at least one member of the team attends the 3rd day of the session, and submits the completed grant application is eligible to apply.

What is the purpose of the MSEFI Grant funds? The purpose of the grant is to help teams provide the Moving Science Education Forward Professional Development two-day sessions in their district. Grant funds can be used for materials and other costs associated with the professional development sessions.

What must districts, schools, or organizations do to receive this money? In order to receive funding, districts, schools, or organizations must submit a completed application to the Oregon Department of Education (ODE) by 12:30 PM on August 25, 2010. Applications must be approved by the ODE before funds are distributed.

How will the MSEFI Grant funds be used? The MSEFI Grant funds may be used to provide the two-day MSEF professional development sessions to science educators. Grant funds can be used for workshop materials, substitutes, or other costs associated with the professional development.

What is the amount for each MSEFI Grant? The maximum amount of grant funds that will be available to each applicant is $10,000.00. Is the grant for the following school year? Yes, the grant funds will be for the 2010-11 school year.

2010-2011 Moving Science Education Forward Implementation (MSEFI) Grant Information and Application - 2 - Can multiple teams from the same district attend the 3rd day and apply for the grant? Yes, but districts without a grant would have priority over districts who already received a grant.

How can I describe a single Continuous Improvement Plan (CIP) goal on the application when there are members from multiple districts on my team? Select the CIP goals from each district that focus on science and professional development and include them in your grant application.

When will the MSEFI Grant funds be distributed? The Oregon Department of Education will notify all ODE approved applicants regarding when grant funds will be distributed.

On the Moving Science Education Forward Implementation Grant Application, each district, school, or organization will be required to:

 Provide information on the support for current science professional development and how long these practices have been in place.

 Describe how you will use this grant to build or strengthen capacity.

 Describe the methodology that will be used to provide the professional development.

 Describe the activities and goals included in the professional development implementation plan. They must be aligned with the National Staff Development Standards.

 Provide the most current 2009-2011 Continuous Improvement Plan (CIP) Goals that closely align with the purpose of this grant and reflect the new science standards and Oregon diploma requirements.

 Provide the percentage of K-12 staff that will attend the district MSEF professional development session(s).

 Describe how teachers will engage in additional deep science content professional development.

 Describe how implementation goals will be monitored and evaluated.

Grant Application Review Criteria: PROJECT PLAN INFORMATION 30%

- The application shows evidence of support for the current science professional development (i.e., late starts or early releases for professional development activities or professional learning communities with specific science focus) and how long the practices have been in place.

- There is evidence of how the applicant will use the grant to build or strengthen capacity within their district or organization.

- The methodology (i.e., the use of instructional coaches, late starts or early releases for professional development, the use of district level Teacher on Special Assignment, etc.) that the district or organization will use to provide MSEF workshop sessions is clearly described.

ACTIVITIES/STRATEGY 25%

- The major activities to be undertaken during the period of the grant that will support science professional development are aligned with the National Staff Development Standards, and are clearly described, including a timeline with specific beginning and ending times for each activity and its primary goal. DISTRICT CIP IMPROVEMENT GOAL 10%

- The goals listed in the district’s 2009-2011 CIP are closely aligned with the goals of the grant and reflect the new science standards and Oregon diploma requirements.

DISTRICT IMPACT AND SUSTAINED DEVELOPMENT 15%

- A high percentage of K-12 staff in the applicant’s district will attend the MSEF workshop session(s).

- There is evidence of how teachers who participate in this science professional development will engage in additional deep science content professional development (i.e., Professional Learning Communities, additional coursework, district sponsored science content professional development, etc.)

EVALUATION AND MONITORING 20%

- The applicant clearly describes criteria for reaching implementation goals and how success in achieving these goals will be monitored and evaluated.

Submit to the Oregon Department of Education by 12:30 pm August 25, 2010, an envelope containing the original and three copies of the completed grant application. The application must physically arrive at the Oregon Department of Education by 12:30 p.m. on August 25, 2010. AND

An electronic version of the completed grant application in Rich Text (RTF) or Word format must be received by 12:30 pm on August 25, 2010. It is the applicant’s responsibility to contact Debbie Shannon to verify receipt of documents.
