COMMISSIONERS MEETING REGULAR SESSION December 4, 2017 9:00 AM

ATTENDANCE: COMMISSIONERS: David Berry, President Rick Woodall, Vice President Donald Walton ATTORNEY: James Ensley, Attorney AUDITOR: Evelyn Williams, Chief Deputy Auditor AUDIENCE: 12 individuals

The Putnam County Board of Commissioners met in regular session on December 4, 2017 at 9:00 AM at the Putnam County Courthouse. David Berry opened the meeting and the pledge to the flag was given.

VEHICLE INSPECTION ORDINANCE REPEAL Sheriff Stockton explained that the ordinance was no longer useful, as it was originally used to offset the cost of fuel.

Rick Woodall made a motion to approve the repeal of the vehicle inspection ordinance. David Berry seconded. The motion carried.

SUPERIOR COURT - SALARIES Janet Jordan from Superior Court stated that a court reporter had left employment in their office. The replacement would start at the lowest salary position, so Judge Headley would like to split the difference of the salaries between the three remaining office staff, retroactive to when the position was left vacant. James Ensley stated the salary ordinance would have to be amended after approval from the county council.

Donald Walton made a motion to approve the salary adjustments. Mr. Berry seconded. The motion carried.

PLANNING & ZONING Director Hatfield presented the Boyce subdivision plat for approval. Mr. Berry made a motion to approve the Boyce subdivision plat. Mr. Walton seconded. The motion carried.

Co-Alliance applied for a zoning change to business to build a tank. Mr. Walton made a motion to approve the Co-Alliance zoning change to business. Mr. Woodall seconded. The motion carried.

Franklin Township had a zoning change for a grain storage elevator special use. Mr. Berry made a motion to approve. Mr. Walton seconded. Mr. Woodall sustained, as a conflict of interest since he is the owner of S&W Feeds. The motion carried.

HIGHWAY Supervisor Ricketts said that there was a request for a guardrail near Heritage Lake. He contacted the insurance company, who did not recommend a guardrail, but more advanced-notice signage. Mr. Berry made a motion to disapprove installing a new guardrail. Mr. Walton seconded. The motion carried.

Bridge 248 – Officially done Heritage Lake – Speed Limit signs installed Manhattan Road – Paving and striping finished Bridge 150 – Will be done this week Bridge 65 – Removed bridge today, 2-month project Bridge 135 – Half-way done, pouring concrete Bridge 215 – Problems with fitting pipes

Microfilm Director – Cheryl York – Mr. Berry made a motion to approve Cheryl York taking over the vacated director position immediately. Mr. Walton seconded. The motion carried.

Highway Supervisor – Mike Ricketts – Mr. Walton made a motion to approve. Mr. Woodall seconded. The motion carried.

Highway Dept. Adm. Asst. – Robyn Hughes – Mr. Berry made a motion to approve. Mr. Walton seconded. The motion carried.

Highway Dept. Secretary – Brenda Turner – Mr. Walton made a motion to approve. Mr. Woodall seconded. Mr. Berry opposed. The motion carried.

Weights and Measures – Mr. Berry nominated David Wilborn to fill the vacated position. Mr. Woodall seconded. The motion carried.

EMA Director – Tom Helmer – Mr. Walton made a motion to approve. Mr. Woodall seconded. The motion carried.

E-911 Director – David Costin –Mr. Walton made a motion to approve. Mr. Berry seconded. The motion carried.

County Attorney – James Ensley – Mr. Walton made a motion to approve. Mr. Berry seconded. The motion carried.

UNFINISHED BUSINESS Rick Woodall stated he wants to make the highway secretary and administrative position no longer appointed positions. James Ensley said he wood look into the proper procedure.

Mr. Woodall said that there is a building in Russellville that the Commissioners now own from a tax sale. It is starting to fall in and he would like to look into taking care of the hazard.

CLAIMS Claims paid on 11-22-2017 were approved on a motion made by Rick Woodall and seconded by Donald Walton. The motion carried.
