Significant means potential incidents with consequence that have been rated severity level 4 or 5 on the Risk Assessment Matrix. Contract Holders shall request from Contractors a structured approach, documented in the HSES Management Plan, to assure HSES competence for those positions.

GUIDANCE All contractual activities and associated HSES hazards are to be assessed using the SEIC uses Risk Assessment Matrix. The Russian legislation is quite exhaustive and requires companies to have a full-fledged HSES system. Focus therefore on the MAIN risk and key controls of the scope of work and interface with other contracts and subcontractors. See the Hazard Overview, safety cases and health risk assessments for already identified risks and controls Incorporate applicable SEIC HSES policies, standards and procedures, check also the HSES document register and request deviation from Technical Authority where full compliance is not possible. In case any buildings (e.g. accommodation, offices, workshops) are part of the scope, include the fire safety checklist.

Road safety: See Road safety guidance note for full guidance. For short-term contracts (less than 3 months), the SEIC Road safety standards do not have to be imposed and implemented. However, a verification of the basic vehicle condition using the Vehicle Condition Monitoring Checklist is still required and Life Saving rules pertaining to driving also apply.

Waste Management: All waste streams must be identified before activities commence to ensure minimisation and disposal options are organised in accordance with SEIC Waste Mgmt and minimisation Standard and RF legislation in consultation with CHSES environmental department.

HSES Management Plan: SEIC has a model HSES Mgmt Plan which we encourage to use. You could instead of given your bidders the model HSES Mgmt Plan even adapt that model to your scope of work and requirements such that Contractors will be even more guided in our / your expectations. Request contractors to annually proof compliance with key processes (see HSES Management Plan model).

ENSURE THE ABOVE IDENTIFIED CONTROLS ARE INCORPORATED IN THE CONTRACT.
