4 ORDINANCE 2014-171 2014-171.tif 5 AN ORDINANCE REGARDING AN HONORARY STREET 6 DESIGNATION AND ASSOCIATED ROADWAY MARKERS; 7 ESTABLISHING AN HONORARY STREET DESIGNATION ON 8 A SEGMENT OF BRENTWOOD AVENUE EXTENDING FROM 9 THE INTERSECTION OF GOLFAIR BLVD TO ALDER 10 STREET IN JACKSONVILLE FOR VICTOR SOLOMON; 11 PROVIDING FOR THE INSTALLATION OF TWO HONORARY 12 ROADWAY MARKERS TO BE LOCATED IN APPROPRIATE 13 LOCATIONS ON THE DESIGNATED ROADWAY IN COUNCIL 14 DISTRICT 7; HONORING THE LIFE AND LEGACY OF 15 VICTOR SOLOMON AND RECOGNIZING THE 16 ACHIEVEMENTS OF VICTOR SOLOMON; DIRECTING 17 LEGISLATIVE SERVICES TO FORWARD THE ORDINANCE 18 TO THE PLANNING AND DEVELOPMENT DEPARTMENT; 19 PROVIDING AN EFFECTIVE DATE. 20
21 WHEREAS, Victor Emmanuel Solomon, a Jacksonville native, 22served as President and Owner of Holmes-Glover-Solomon Funeral Home 23for 33 years; and 24 WHEREAS, before taking a leadership role at the Funeral Home, 25Mr. Solomon, at 11-12 years of age, started working in the funeral 26business by cleaning and preparing burial grounds for internment 27services; and 28 WHEREAS, Victor Emmanuel Solomon earned a bachelor’s degree in 29Physical Education from Florida A&M University (“FAMU”), a Mortuary 30Science degree from Miami Dade Community College and a Master’s 31Degree in Education at the University of North Florida; and 2 1 WHEREAS, Mr. Solomon also held an outstanding career as a 2coach for 33 rewarding years at several Duval County schools 3including Southside Junior High, Kirby Smith Junior High and 4Northwestern Middle Schools; and 5 WHEREAS, he served as a faithful member of St. Thomas 6Missionary Baptist Church; and 7 WHEREAS, playing an active role in numerous organizations, Mr. 8Solomon served as a diligent member of the Kappa Alpha Psi 9Fraternity, Inc., Alpha Xi Chapter 1968 and the Florida's First 10Coast Morticians Association; and 11 WHEREAS, a private donor has provided funding to cover the 12costs of the roadway markers approved herein; and 13 WHEREAS, the Council finds that the accomplishments of Victor 14Emmanuel Solomon are worthy and deserving of a form of recognition 15that the City of Jacksonville and Victor Emmanuel Solomon’s family, 16friends and colleagues can share and celebrate in; to wit: the 17creation of an honorary street designation and the installation of 18two appropriate honorary roadway markers on the segment of 19Brentwood Avenue extending from Golfair Blvd. to Alder Street in 20Council District 7; now therefore 21 BE IT ORDAINED by the Council of the City of Jacksonville:
22 Section 1. Segment of Brentwood Avenue to receive an 23honorary street designation for Victor Solomon. The segment of 24Brentwood Avenue extending from Golfair Blvd. to Alder Street in 25Council District 7 shall hereby be honorarily designated as 26contemplated by Section 745.105 (h), Ordinance Code, for Victor 27Solomon. A map of the road designation is attached as Exhibit 1. 28 Section 2. Honorary Roadside Markers for Victor Solomon 29to be installed. Two honorary roadway memorial markers, as 30contemplated by Section 745.105 (h), Ordinance Code, recognizing 31and honoring Victor Solomon shall be placed in appropriate
1 - 2 - 1locations on a segment of Brentwood Avenue extending from Golfair 2Blvd. to Alder Street. 3 Section 3. Directing Legislative Services to forward a 4copy to the Planning and Development Department. The Chief of 5Legislative Services is requested to send a copy of this 6legislation, once enacted, to the Planning and Development 7Department, Addressing Unit, for processing, implementation, and 8coordination with the Public Works Department, Traffic Engineering 9Division and other affected agencies and organizations. 10 Section 4. Effective Date. This Ordinance shall 11become effective upon signature by the Mayor or upon becoming 12effective without the Mayor's signature. 13Form Approved: 14
