Position Description

Position Title: Human Resources Officer

Department: Community Services and Governance

Salary: Grade 8 (Band 1/Level 4) to 9 (Band 2/Level 1)

Award: Local Government State Award as varied by the Lachlan Shire Council Enterprise Agreement

Responsible to: Manager People and Organisational Development

Supervises: NA

Brief Description: Responsible for providing high level human resources/risk assistance to Council’s Manager People and Organisational Development in addition to effectively managing HR processes including recruitment, selection, induction and the coordination of training in accordance with Council’s corporate training program.

Multi-skilling: In accordance with the Award, the incumbent and Council are committed to improving the skill levels and removing impediments to multi-skilling and broadening the range of tasks that the employee may be required to perform. The employee will undertake duties, as directed, that they are qualified for

Position Objectives:

Training  Maintain and regularly update training skills register  Liaise with supervisors/directors to determine training requirements for staff  Coordinate the implementation of staff training in accordance with training plans (including the sourcing, scheduling, the administering of documentation, catering etc)  Advise management when employees meet their training requirements (including provision of appropriate documentation)  Training courses are coordinated effectively  Document all training/refresher courses  Assist Manager People and Organisational Development administer traineeships  Facilitate in house training courses

Recruitment  Draft advertising for positions vacant and respond to inquiries  Manager Council’s recruitment process utilising the SCOUT’ online recruitment tool  Place adverts on Council’s Website utilising Councils e-recruitment software  Convene interviews and be a selection panel member  Undertake a variety of selection activities (e.g. referee checking)  Organise relevant pre-employment medical assessments  Compile recruitment packages

 Coordinate uniforms for new outdoor staff prior to commencement of work  Deliver Corporate Induction program for new staff  Update and maintain position descriptions  Undertake exit interviews

Human Resources  Investigate and provide timely advice to satisfy enquiries in relation to HR matters raised with the People and Organisational Development team  Personnel file maintenance, general filing and archiving  Ensure staff information in the Authority HR Module are current and regularly updated  Prepare written correspondence and reports as required  Secretary/minute taker of the Consultative Committee  Secretary/minute taker WH&S Committee  Timely distribution of WH&S/Consultative Committee minutes/agendas/meeting advisements  Coordinate Council’s Health and Wellbeing program  Return to Work Coordinator  Administer Workers Compensation Claims  Raise requisition orders & receipt of goods for payment  Assist coordination of annual staff performance appraisals  Production of Council’s HR bi-monthly staff newsletter  Maintain staff notice board in Council’s main office kitchen and training room  Assist with the maintenance Council’s contractor register/Database  WH&S projects as directed by Manager – People and Organisational Development  Other HR/administration duties as required  Completion of Wage Reimbursement Sheets  Administer attachments for payslips  Foster and maintain Council’s Work Health and Safety programs and policies  Report immediately any unsafe work practices or conditions  Apply Council policy and procedures  Liaise with other Council staff and work teams  Bank Authorisations

Essential Criteria:  Certificate IV Business (Human Resource) or equivalent experience  Certificate IV Training & Assessment  Ability to understand legislation and interpret Awards  Ability to resolve minor grievances  High level of diplomacy and confidentiality  Excellent customer service skills  Well developed written and oral communication skills  Ability to work with a minimum level of supervision  Ability to deal with people (staff and customers) at all levels  Ability to work in a team environment  Understanding of EEO requirements  Commitment to WH&S requirements  High level computer skills in Microsoft Office suite

Desirable Criteria:  Diploma in Human Resource Management  Qualifications in WH&S or Risk Management  Significant local government work experience in human resource management, administration and WH&S  Customer service training

 Class C Drivers Licence  Justice of the Peace certification  Use Council’s accounting software (Civica Authority) at the enquiry level  Previous experience utilising a records management system  Ability to work in a busy and demanding office environment

Performance measures: Performance measures for each of the outcome categories will be determined by the Director in collaboration with the Staff member at the completion of the first three months of employment. These measures will then form part of the staff members formal Annual Performance Plan.

Indicative Training: Training for the position shall be based upon firstly meeting the essential criteria identified for the position to bring the employee up to the identified minimum level then to meet the desirable criteria and other training targets identified with the supervisor.

Strategic Focus:  Actively participate in the strategic planning of the stream assisting Council to achieve its goals and visions as outlined in the Community Strategic Plan  Playing an active role in the identification and policy development within the Department

Leadership:  Lead by example, promoting fairness, inclusion and equity in all undertakings  Be respectful, open and transparent in deliberation  Work with integrity  Have excellent time management skills, capacity to plan, organise and meet changing priorities  Be an effective team member exhibiting flexibility, commitment and support

Accountability:  Skills Register is maintained and updated regularly  Authority HR module is maintained and updated regularly  Training courses are efficiently and effectively sourced and completed in accordance with staff training plans and organisational requirements  Interviews are coordinated and convened in accordance with Council’s Recruitment Policy and Procedures  All new staff undertake staff Inductions and inductions are delivered efficiently  Advice provided to management and staff is well researched and in accordance with legislation, industrial awards and Council policy  External correspondence and reports are completed to a high standard  Workers Compensation claims are administered in accordance with the legislative requirements and accordance to Council’s Policies and Procedures

Engagement:  Promote Council positively at work and in the community  Liaise effectively with all streams of Council  Provision of courteous, accurate and efficient assistance to Council’s external auditors and other external stakeholders

Customer Service:  Provide a strong commitment to responsive, accountable and friendly customer service  Assist with the Team’s responsibilities in relation to Council’s Customer Service initiative Council Connect @ Lachlan  Maintain co-operative and effective communication with internal staff, auditors, contractors, the general public and other stakeholders

Knowledge:  A good knowledge of human resources principles and practices  A good understanding of the relevant technology, procedures, acts, regulations and processes used within the Manager – People and Organisational Development team  A good understanding of the underlying principle of the position duties, in addition to the practical aspects  Ability to interpret relevant legislation and industrial awards associated with the Employee Relations function  A good knowledge of the Workers Compensation legislation  A good understanding of the strategies and outcomes of Council’s Workforce Plan

Code of Conduct: Employees should act in a manner that promotes Council in a positive way and comply with the Code of Conduct at all times.

While on duty, employees are to give the whole of their time and attention to the business of Council. Employees need to carry out their duties conscientiously, honestly, fairly and impartially.

Employees are required to treat all people with courtesy and respect.

Work Health and Safety Obligations (for all staff):  To assist in identification of hazards in the workplace and assessment of associated risks and mitigation strategies  Be aware of and follow the Council’s adopted risk management procedures when undertaking tasks and projects avoiding placing other persons at risk of harm or ill-health  Follow all reasonable directions  Report as soon as practical to supervisors any matter that relates to hazard identification; risk assessment; incidents or near misses that effects the Council’s capacity to ensure a safe and healthy workplace  In the event of a non-disturbance accident not to disturb or interfere with the accident scene other than to; rescue a person from the scene of the incident; or, take such steps as are necessary to prevent further harm to employees; or, render the scene of the accident safe for the purpose of inspection and if required WorkCover investigation

Performance Criteria – WH&S:  Level of compliance with Council’s Work Health and Safety programs and policies  Level of implementation and application of appropriate safety procedures programs and policies  Immediately attend to, including reporting of, any unsafe work practices or conditions
