CLYMER BOROUGH COUNCIL April 11, 2017

MEMBERS PRESENT: President James Marsh, Councilman Louis Tate, Councilwoman Brietta Mighells, Councilman John Hughmanic, Councilwoman Steph Brilhart, Councilman Joe Krolick, Mayor Dennis Clawson & Manager-Secretary Rob Barto

MEMBERS ABSENT: Councilman John Buterbaugh

APPROVAL OF THE AGENDA: Motion was made by Joe Krolick and seconded by Louis Tate to approve the agenda. The aye vote on the motion was unanimous. Motion carried.

MINUTES OF THE PREVIOUS MEETING: Motion was made by Louis Tate and seconded by Joe Krolick to approve the minutes of the March 14, 2017 meeting. The aye vote on the motion was unanimous. Motion carried.

APPROVAL OF THE FUND BALANCE REPORT: Motion was made by Louis Tate and seconded by Joe Krolick to approve the Fund Balance Report. The aye vote on the motion was unanimous. Motion carried.

PRESENTATION OF BILLS: Motion was made by Joe Krolick and seconded by Louis Tate to authorize payment of bills for March 2017. Roll call vote – 6-0. Motion carried.

PUBLIC PARTICIPATION – CITIZENS REQUEST: Daniel Berkey (tax collector) advised council and the public of the change in his office hours. His new hours are Monday and Wednesday from 3:30 pm – 6:00 pm. Members of the Dixonville Moose (Ed Rhea & Joe Mantini) were present and asked council for the use of the stream on April 30 for the kids fishing derby. Pastor Kendra Balliet from the Methodist Church was present to remind the public of the Easter Egg Hunt and also to inform them of Fellowship Time to be held on May 11th at 6 pm at the Presbyterian Church. Joe Douglas spoke to council and the public and announced his candidacy for District Magistrate. Eric Buterbaugh also spoke to council and the public to announce that he was also running for District Magistrate.

MAYOR’S, POLICE & FIRE DEPT. REPORTS:

Mayor Dennis Clawson presented the monthly report of revenues on Parking Meters and Fines.

Chief Douglas did not present a report due to attending the meeting as a candidate for Magistrate.

Chief Jeff Gromley presented the monthly Fire Department report.

Motion was made by Joe Krolick and seconded by Louis Tate to accept the Mayors & Fire Department Reports for the month. The aye vote on the motion was unanimous. Motion carried.

MANAGERS REPORT: Rob Barto – Manager – discussed the 2016 Audit Report and the request for to transfer a liquor license to Sheetz in Clymer. Motion was made by John Hughmanic and seconded by Joe Krolick to direct the solicitor to notify the applicant that the Borough would request the additional sixty (60) days to have time to discuss the liquor license transfer and schedule a hearing. The aye vote on the motion was unanimous. Roll call vote – 6-0. Motion carried. OLD BUSINESS: None

FINANCE COMMITTEE: John Buterbaugh – Chairman

MUNICIPAL COMMITTEE: Stephanie Brilhart – Chairwoman

POLICE COMMITTEE: Brietta Mighells – Chairwoman

PROPERTY COMMITTEE: Joe Krolick - Chairman

PARKS & RECREATION COMMITTEE: John Hughmanic – Chairman – asked if/when the park restrooms would be opened up.

STREET COMMITTEE: Louis Tate – Chairman – asked when the borough employees would be sweeping the streets.

CORRESPONDENCE/CONFERENCE/MEETINGS: None

NEXT BUSINESS MEETING SCHEDULE: Committee Meeting – April 25, 2017/ Business Meeting - May 9, 2017

Motion to adjourn was made by John Hughmanic and seconded by Steph Brilhart. The aye vote on the motion was unanimous. Motion carried.
